WITNESSETH: That the Contractor for and in consideration of the covenants,conditions,agreements,and stipulations of the State hereinafter expressed,does
hereby agree to furnish to the State services and materials as follows: (Sef forth service to be rendered by Contractor,amount to be paid Contractor,time for

Whereas, the National and Community Service Act of 1990, as amended (42 U.S.C. Sec. 12501 et seq.)
established the AmeriCorps program and;
Whereas, the State of California, through the Office of Planning and Research (OPR)/Governor's Office on
Service and Volunteerism (the State) has entered into Cooperative Agreement No. OOASFCA005 to implement
the development of an AmeriCorps program within the State of California;
Therefore the OPR/GO SERV desires to enter into the following agreement with City of Redlands, Building A
Generation to implement the development of an AmeriCorps program in accordance with the Contractor's
approved application to the GO SERV.

1. Consideration
The total amount payable to the Contractor under this Agreement shall not exceed$25,000.00. The
consideration paid to Contractor shall be in compensation for all of the Contractor's expenses, as
approved in the budget, attached as Exhibit C.
II. Term
The term of this Agreement shall be from May 15, 2002 to November 30, 2002(Contract Term).
III. Scope of Work
For the purposes of this agreement, the Scope of Work shall be deemed to be the objectives,
deliverables, and commitments contained in Exhibit B, "Planning Grant Proposal". The grantee may
not revise the "Scope of Work" without written approval from GO SERV. Extensive changes to the
"Scope of Work" require an amendment to this agreement.

EXHIBIT A
TERMS AND CONDITIONS
1. Approval
This Agreement is of no force or effect until signed by both parties and approved
by the Department of General Services,if required. Contractor may not commence
performance until such approval has been obtained.
2. Amendment
No alteration or variation of the terms of This Agreement shall be valid unless
made in writing and signed by the parties hereto, and no oral understanding or
agreement not incorporated herein, shall be binding on any of the parties hereto.
3. Assignment
Without the written consent of the State, This Agreement is not assignable by
Contractor either in whole or in part.
4. Right to Monitor, Audit, and Investigate
Contractor agrees that the awarding department, the Department of General
Services, the Bureau of State Audits, the Federal Government, or their designated
representative shall have the right to review and to copy any records and
supporting documentation pertaining to the performance of This Agreement.
Contractor agrees to maintain such records for possible audit for a minimum of
three (3) years after final payment, unless a longer period of records retention is
stipulated. Contractor agrees to allow the auditor(s) access to such records during
normal business hours and to allow interviews of any employees who might
reasonably have information related to such records. Further,Contractor agrees to
include a similar right of the State to audit records and interview staff in any
subcontract related to performance of This Agreement. (GC 8546.7, PCC 10115 et
seq.,CCR Title 2, Section 1896).
The Federal Government, State, or a duly authorized representative of the State
government shall have the right to undertake investigations in accordance with
Section (42 U.S.C. §9908 et seq.), as amended.
All agreements entered into by Contractor with audit firms for purposes of
conducting independent audits tinder This Agreement shall contain a clause
permitting the State or a duly authorized representative of the State or Federal
government access to the working papers of said audit firm(s).

5. Indemnification
The Contractor agrees to indemnify, defend and save harmless the State, its
officers, agents and employees from any and all claims and losses accruing or
resulting to any and all contractors, subcontractors, laborers,and any other person,
firm or corporation furnishing or supplying work services, materials or supplies in
connection with the performance of This Agreement, and from any and all claims
and losses accruing or resulting to any person, firm, or corporation who may be
injured or damaged by the Contractor in the performance of This Agreement.
6. Resolution of Disputes
Contractor shall continue with the responsibilities under This Agreement during
any dispute.
Should a dispute arise under This Agreement the Contractor may, in addition to
any other remedies which may be available, provide written notice of the
particulars of such dispute to the Executive Director of GO SERV, at the address
noted in Item 28. Such written notice must contain the grant contract number.
Within twenty days of receipt of such notice the State shall advise the Contractor
of its findings and recommend a means of resolving the dispute.
7. Termination
The State may terminate This Agreement and be relieved of the payment of any
consideration to Contractor, should Contractor fail to perform the covenants
herein contained at the time and in the manner herein provided. In the event of
such termination, the State may proceed with the work in any manner deemed
proper by the State.
Either the Contractor or the State may terminate This Agreement at any time prior
to its date of expiration upon thirty (iO) calendar days' notice. Such notice shall be
submitted in writing, stating the reason for termination and the effective date
thereof.
8. Independent Capacity
The Contractor, and the agents and employees of Contractor, in the performance
of the agreement, shall act in an independent capacity and not as officers,
employees,or agents of the State of California.

9. Non-Discrimination Clause
During the performance of This Agreement, Contractor and its subcontractors shall
not unlawfully discriminate, harass, or allow harassment against any person,
including a program staff, or applicant for these positions because of sex, sexual
orientation, race, color, ancestry, religious creed, national origin, disability
(including HIV and AIDS), mental disability, medical condition (cancer), age,
marital status, and denial of family care leave. Contractor and subcontractors shall
insure that the evaluation and treatment of their employees and applicants for
employment are free from such discrimination and harassment. Contractor and
subcontractors shall comply with the provisions of the Fair Employment and
Housing Act (Government Code Section 12990 (a-f) et seq.) and the applicable
regulations promulgated thereunder (California Code of Regulations, Title 2,
Section 7285 et seq.). The applicable regulations of the Fair Employment and
Housing Comn-dssion implementing Government Code Section 12990 (a-f), set forth
in Chapter 5 of Division 4 of Title 2 of the California Code of Regulations are
incorporated into This Agreement by reference and made a part hereof as if set
forth in full. Contractor and its subcontractors shall give written notice of their
obligations under this clause to labor organizations with which they have a
collective bargaining or other Agreement.
10.Time
Time is of the essence in This Agreement.
11. Compensation
The consideration to be paid Contractor, as provided herein, shall be in
compensation for all of Contractor's expenses incurred in the performance hereof,
including travel,per diem, and taxes, unless otherwise expressly so provided.
12. Governing Law
This contract is governed by and shall be interpreted in accordance with the laws
of the State of California.
13. Unenforceable Provision
In the event that any provision of This Agreement is unenforceable or held to be
unenforceable, then the parties agree that all other provisions of This Agreement
have force and effect and, shall not be effected thereby.

14. Americans With Disabilities Act
Contractor assures the State that it complies with the Americans with Disabilities
Act (ADA) of 1990, which prohibits discrimination on the basis of disability, as
well as all applicable regulations and guidelines issued pursuant to the ADA. (42
U.S.C. 12101 et seq.)
15. Contractor's Name Change
An amendment is required to change the Contractor's name as listed on This
Agreement. Upon receipt of legal documentation of the name Change the State
will process the amendment. Payment of invoices presented with a new name
cannot be paid prior to approval of said amendment.
16. Resolution
A county,city, district, or other local public body must provide the State with a
copy of a resolution, order, motion, or ordinance of the local governing body
which by law has authority to enter into an agreement, authorizing execution of
the agreement.
A non-profit organization must provide the State with a copy of a resolution,
order,motion, or ordinance of the governing body, which by law has authority to
enter into an agreement, authorizing execution of the agreement.
17. Payee Data Record Form (Std. 204)
This form must be completed by all contractors.
18. Payments
In consideration of the services specified in the "Scope of Work" (paragraph III of
page 2), Contractor shall invoice the State no more than twice according to the
budget categories in Exhibit C, "Budget". Invoices shall be submitted in triplicate
to the address given for the State in Item 28. Payment is contingent upon approval
of the invoice by the State. Budget revisions must be approved in advance by the
State. In no event shall the maximum amount payable under This Agreement
exceed the amount specified in paragraph I of page 2 of This Agreement.
In accordance with GC Section 16645.2:
a) The recipient of a grant of state funds, including state funds disbursed as
a grant by a public agency, shall not use the funds to assist, promote,or deter
union organizing.

b) For purposes of this section, each recipient of a grant of state funds shall
account for those funds as follows:
(1) State funds designated by the grantor for use for a specific
expenditure of the recipient shall be accounted for as allocated to
that expenditure.
(2) State funds that are not designated as described in paragraph
(1) shall be allocated on a pro rata basis to all expenditures by the
recipient that support the program for which the grant is made.
c) The grant recipient (Contractor) shall include on every invoice a
certification to the state that none of the state funds will be used to assist,
promote, or deter union organizing during the life of the contract,including
any extensions or renewals thereof. Any recipient that makes expenditures to
assist,promote, or deter union organizing shall maintain records sufficient to
show that state funds have not been used for those expenditures. The grant
recipient shall provide those records to the Attorney General upon request.
d) A grant recipient is liable to the state for the amount of any funds
expended in violation of subdivision (a) plus a civil penalty equal to twice the
amount of those funds.
All travel costs shall be reimbursed at rates not to exceed those approved for travel
by state employees by the State Department of Personnel Administration as
defined in Exhibit D. Any out-of-state travel must be approved in writing in
advance by the State.
19. Subgrants/Subcontracts
Contractor may enter into subcontracts, if included in the approved budget, to
carry out the provisions of This Agreement.
Should Contractor enter into a subcontract, Contractor shall:
A. Remain liable for the performance of the terms and conditions of This
Agreement.
B. Assure that subcontractors comply with the requirements set forth under (42
U.S.C. §9901 et seq.), as amended.
C. Provide to the State, within 60 days of contract execution, the subcontractor's
name, address, telephone number, contact person, contract amount, and
program description of each subcontract to This Agreement.

D. Require that subcontractors make all documents,papers, and records relevant
to the work performed available to the State and/or Federal Granting Agency
or their duly authorized representative for examination, copying, or
mechanical reproduction on or off the premises of the Contractor or
subcontractor upon request during usual working hours.
E. Place in each of its subcontracts a provision that: "The contracting parties
shall be subject to the examination and audit of the State Auditor General for
a period of three years after final payment under This Agreement."

F. Notify the State in writing within thirty days if any subcontract under This
Agreement is suspended or terminated. Additionally, in such notice
Contractor shall identify how the suspension or termination will impact the
Contractor's budget and scope of work.
G. Provide written notice to each subcontractor within five days from the date
this Agreement is terminated or the date the State suspends This Agreement.
H. Request of each subcontractor the certification required regarding Debarment
and Suspension as stated in the AmeriCorps application, Certifications and
Assurances, contained in Exhibit E.
20. Compliance with Rules, Regulations, and Procedures
Activities of Contractor with respect to This Agreement shall be conducted in
accordance with pertinent Federal and State rules and regulations, including
relevant Office of Management and Budget (OMB) circulars, and amendments
thereto.
21. Provisions for Federally Funded Contracts
It is mutually understood between the parties that This Agreement may have been
written before ascertaining the availability of Congressional appropriation of
funds, for the mutual benefit of both parties, in order to avoid program and fiscal
delays which would occur if This Agreement were executed after that
determination was made.
This Agreement is valid and enforceable only if the United States Government
makes sufficient funds available to the State for the purposes of this program. In
addition, This Agreement is subject to any additional restrictions, limitations, or
conditions enacted by the Congress or any statute enacted by the Congress which
may affect the provisions, terms, or funding of This Agreement in any manner.

It is mutually agreed that if the Congress does not appropriate sufficient funds for
this Program. This Agreement shall be amended to reflect such reduction in funds.
The State has the option to void This Agreement under the thirty-day (30)
cancellation clause or to amend This Agreement to reflect any reduction of funds.
22. Site Visits
The Governor's Office on Service and Volunteerism reserves the right to make site
visits to review and evaluate Grantee records, accomplishments,organizational
procedures,and financial control systems; to conduct interviews; and to provide
technical assistance as necessary. Site visits will be made in the least disruptive
manner possible.
23. Liability Insurance Coverage
The Grantee must have adequate liability insurance coverage for the organization
and employees.
24. National Labor Relations Board Certification
Contractor hereby certifies under penalty of perjury that no more than one final
unappealable finding of contempt of court, by a Federal Court, has been issued
against Contractor within the immediately-preceding two-year period because of
Contractor's failure to comply with an order of a Federal Court which orders
compliance with an order of the National Labor Relations Board.
25. Property Purchased with State or Federal Funds
Contractor assures that all supplies, materials, equipment or services purchased
with funds provided by This Agreement shall be used solely for the activities
allowed under This Agreement. All equipment, materials, supplies or property of
any kind purchased from funds advanced, reimbursed or furnished by the State
under the terms of This Agreement and not fully consumed in the performance of
This Agreement shall be the property of the State and shall be subject to the State's
administrative policies regarding disposition of equipment.
Contractor assures that it shall exercise due care in the use, maintenance,
protection and preservation of State owned property in Contractor's possession or
any other property purchased by Contractor with State or Federal funds provided
hereunder.
Contractor shall obtain prior written approval for the purchase or lease of
equipment with either an acquisition cost of $5,000 or a useful life of one or more
years, unless such intent is listed and defined in Exhibit C, "Budget" of This

Agreement. However, prior written approval for the purchase or lease of vehicles
and trailers must be obtained from the State in each instance.
26. Assurances and Certifications
Contractor assures that it shall be in compliance with Federal and State
Occupational Safety and Health Statutes, the California Safe Drinking Water and
Toxic Enforcement Act of 1986.
Under the State laws, the Contractor shall not be:
i) in violation of any order or resolution not subject to review promulgated by the
State Air Resources Board or an air pollution control district;
ii) subject to cease and desist order not subject to review issued pursuant to Section
13301 of the Water Code for violation of waste discharge requirements or discharge
prohibitions;or
iii) finally determined to be in violation of provisions of federal law relating to air
or water pollution.
Contractor needs to be aware of the provisions which require every employer to be
insured against liability for Worker's Compensation or to undertake self-insurance
in accordance with the provisions, and Contractor affirms to comply with such
provisions before commencing the performance of the work of This Agreement.
(Labor Code Section 3700)
27. Conflict of Interest
Contractor certifies that its employees and the officers of its governing body shall
avoid any actual or potential conflicts of interest, and that no officer or employee
who exercises any functions or responsibilities in connection with This Agreement
shall have any personal financial interest or benefit which either directly or
indirectly arise from This Agreement.
Contractor shall establish safeguards to prohibit employees or officers from using
their positions for a purpose which could result in private gain, or gives the
appearance of being motivated for private gain for themselves or others,
particularly those with whom they have family, business, or other ties.
Contractor needs to be aware of the following provisions regarding current or
former state employees. If Contractor has any questions on the status of any
person rendering services or involved with This Agreement, the awarding agency
must be contacted immediately for clarification.

Current State Employees (PCC 10410):
A. No officer or employee shall engage in any employment, activity, or
enterprise from which the officer or employee receives compensation or has a
financial interest and which is sponsored or funded by any state agency, unless
the employment, activity, or enterprise is required as a condition of regular
state employment.
B. No officer or employee shall contract on his or her own behalf as an
independent contractor with any state agency to provide goods or services.
Former State Employees (PCC 10411):
A. For the two-year period from the date he or she left state employment, no
former state officer or employee may enter into a contract in which he or she
engaged in any of the negotiations, transactions, planning, arrangements or
any part of the decision-making process relevant to the contract while
employed in any capacity by any state agency.
B. For the twelve-month period from the date he or she left state
employment, no former state officer or employee may enter into a contract
with any state agency if he or she was employed by that state agency in a
policy-making position in the same general subject area as the proposed
contract within the 12-month period prior to his or her leaving state service.
If Contractor violates any provisions of above paragraphs, such action by
Contractor shall render This Agreement void. (PCC 10420)
Members of boards and commissions are exempt from this section if they do not
receive payment other than payment of each meeting of the board or commission,
payment for preparatory time and payment for per diem. (PCC 10430(e))
28. Address for the State
All notices, correspondence, and fiscal and programmatic reports submitted by
Contractor to the State pursuant to the terms of This Agreement shall be made by
deposit in the U.S. Mail,first class, postage prepaid, and addressed as follows:

All notices shall be deemed effective upon receipt by the State.

29. Audit Reports
Funds provided under This Agreement shall be included in an audit conducted in
accordance with the provisions of OMB Circular A-133 for non-profit agencies, or
OMB Circular A-128 for public agencies, standards promulgated by the American
Institute of Certified Public Accountants (AICPA), and those standards included in
"Government Auditing Standards, 1994 Revision".
A. Private, non-profit contractors shall submit to the State one (1) copy of the
required audit report within nine months of the end of the Contractor's fiscal
year. The audit reports are to be submitted to the following address:

B. Local governmental entities shall submit to the State one (1) copy of the
required audit report within thirty (30) calendar days after the completion of
the audit, but no later than one year after the end of the audit period. The
audit reports are to be submitted to the address stated above.
Local governmental agencies shall submit the required number of copies of
the audit report in accordance with the guidelines set by the Division of
Audits of the State Controller's Office. Said reports are to be submitted to the
following address:

Where services or funds under This Agreement are provided to, for, or by, a
wholly owned, or wholly-controlled, subsidiary of Contractor, Contractor
hereby provides assurance that an audit shall be performed of this subsidiary
organization in accordance with this paragraph. Said required audit report
shall be made available to the State.
30. Labor Code/Worker's Compensation
Contractor needs to be aware of the provisions which require every employer to be
insured against liability for Worker's Compensation or to undertake self-insurance
in accordance with the provisions, and Contractor affirms to comply with such
provisions before commencing the performance of the work of This Agreement.

31. Drug Free Workplace Certification
By signing this contract, the contractor hereby certifies under penalty of perjury
under the laws of the State of California that the contractor will comply with the
requirements of the Drug-Free Workplace Act of 1990 (Government Code Section
8350 et seq.) and will provide a drug-free workplace by taking the following
actions:
1. Publish a statement notifying employees that unlawful manufacture,
distribution, dispensation, possession, or use of a controlled substance is
prohibited and specifying actions to be taken against employees for violations,
as required by Government Code Section 8355(a).
2. Establish a Drug-Free Awareness Program as required by Government
Code Section 8355(b), to inform employees about all of the following:
(a) the dangers of drug abuse in the workplace;
(b) the person's or organization's policy of maintaining a drug-free
workplace;
(c) any available counseling, rehabilitation and employee assistance
programs; and
(d) penalties that may be imposed upon employees for drug abuse
violations.
3. Every employee who works on the proposed contract or grant will:
(a) receive a copy of the company's drug-free policy statement, and
(b) agree to abide by the terms of the company's statement as a condition
of employment on the contract or grant.
Failure to comply with these requirements may result in suspension of payments
tinder this Agreement or termination of This Agreement or both and the contractor
may be ineligible for award of any future State Agreements if the department
determines that any of the following has occurred: (1) the contractor has made a
false certification or, (2) violated the certification by failing to carry out the
requirements as noted above. (GC 8350 et seq.)
32. Financial Management Provisions
a. General
The Grantee must maintain financial management systems that include
standard accounting practices, sufficient internal controls, a clear audit trail
and written cost allocation procedures as necessary. Financial management

systems must be capable of distinguishing expenditures attributable to this

differentiate between direct and indirect costs (administrative costs).
b. Source Documentation.
The Grantee must maintain adequate supporting documents for its
expenditures. Costs must be shown in books or records (e.g.,a disbursements
ledger or journal), and must be supported by a source document, such as a
receipt, travel voucher, invoice,bill, or similar document.
c. Time and Attendance Records.
Salaries and wages charged directly to this Grant must be supported by signed
time and attendance records for each individual employee regardless of

33. Planning Grant Products
Grantees must prepare four documents during the planning grant period:

4. a draft of the programs objectives and evaluation plans.
34. Rights on Data
The State and the Corporation reserve the right to use and reproduce all reports,
data produced and delivered and any other copyrightable material produced
pursuant to This Agreement and reserves the right to authorize others to use or
reproduce such materials.
35. DEFINITIONS
AmeriCorps*USA or AmeriCorps: means the national service programs funded
under 42 U.S.C. sections 12571-12595 (Division C programs).
Contractor/Grantee: for the purposes of This Agreement means the direct recipient

Executive Summary
Building a Generation is a department of the City of Redlands and proposes to implement a
planning grant for a Faith Based Initiative, Volunteer Network. Building a Generation was
started by the Redlands Police Department six years ago and has become a collaboration of
community organizations including churches, grassroots organizations,school districts,
hospitals,and police departments. Over 200 hundred agencies are active in the mission of
Building a Generation which serves as a catalyst to advocate, coordinate, and connect services to
make a healthier community.
In order to expand services to disadvantaged children and high-risk communities
throughout the East Valley, Building a Generation has partnered with many faith-based
communities and grassroots organizations to develop after-school enrichment programs. Over
2500 children are being served through various programs,but the need to expand or improve
services has been identified.
The AmeriCorps planning grant will assist Building a Generation and its community
collaborative to(1)Plan a Volunteer Network which will recruit, train, and support church,
seniors, and community members to volunteer in over forty after-school enrichment programs at
various churches and community centers; (2) Engage more faith-based and grassroots
organizations as service sites for programs to disadvantaged children and families; and(3)
Increase partnerships of the faith community and grassroots organizations into Action Teams of
Building a Generation to identify and meet critical needs throughout the community.

Introduction
Building a Generation proposes to implement a planning grant with faith-based and grassroots
organizations throughout the East Valley of San Bernardino County. Building a Generation is a
collaborative and exists to serve as a coordinator, collaborator and catalyst among existing
organizations. Over forty community based organizations including churches, the Redlands
Unified School District, the Redlands Police Department, Loma Linda University and Medical
Center, the County of San Bernardino Museum, Redlands University and other non-profit
agencies are represented on the Board of Directors as well as over 200 agencies and individuals
who are committed to the organization and its mission. As a community collaborative Building a
Generation works with the community to identify risks and develop assets among children,
youth, and families in order to provide programs and services throughout the community.
Concept
The East Valley of San Bernardino County includes areas of Loma Linda, Highland,
Mentone, Redlands, San Bernardino, and Yucaipa. Vaiile considered by many an ideal
community, its families face significant challenges in raising their children. For instance:
• In the last two years narcotics officers in the East Valley uncovered 147 clandestine
methamphetamine labs, made 1226 arrests for narcotics violations and seized illegal drugs
and precursors with a street value of over$6 million.
• In 2000 the number of juveniles arrested in Redlands rose over 50% from the previous two
years with 486 juveniles arrested and 182 of them arrested for violent or other serious
crimes.

• Based on the 2000-2001 Academic Performance Index(API)Growth Report,less than half
the elementary,middle and high schools in the Redlands Unified School District(RUED)
and Yucaipa-Calimesa Joint Unified School District were above the Academic Performance
Indicator(California Department of Education, Policy and Evaluation,2001).
• Of the 19,346 students enrolled in RUSD,40.1%are enrolled in Free and Reduced Meals
(School Level Cal WORKS Report, Selected Schools, October,2000).
• Data from a high school survey conducted by Building a Generation,the Redlands Police
Department and the Redlands Unified School District indicated that youth substance abuse
has been escalating with the number of students who Used Alcohol,Tobacco and other
Drugs in large amounts or in combination with driving at 43%for 11"'graders and 27%for
9th graders.
Throughout the East Valley many programs and services are available to families with
either at-risk children or children who reside in high-risk neighborhoods. In order to increase
effective communication, coordination,and services between agencies,schools,and police
departments,Building a Generation has specifically been working with the faith-based
community and grassroots organizations to establish various programs that strengthen children
and families throughout San Bernardino County. Based on research and surveys,programs have
been implemented in high-risk areas that include tutoring,sports and recreation programs,
community gardens,and computer classes.
In 2001 Building a Generation implemented a community needs assessment for after-
school programs. Questionnaires were sent to over fifty faith-based and community service
organizations. The survey demonstrated a ratio of 1 leader per 25 children for each program
with an increase of children entering programs monthly. The need for volunteers and staff has

been identified as a critical need. Another issue from the survey demonstrated the need to train,
support, and recruit volunteers. For example, in the City of Redlands over twenty local
churches are committed to providing regular tutoring or sports programs for children. Lack of
funds for fingerprinting,training, and sustaining volunteers at each center do not allow programs
to expand. In another survey Building a Generation partnered with the Redlands Police
Department and school district to assess high-risk behavior for children grades 5-12. Behaviors
assessed by the California Healthy Kids Survey(CHKS) found that problems with substance
abuse, health issues,and safe learning environments are the leading causes of death, injury, and
social and personal problems among youth in our local community. The number of adolescents
experimenting and/or using drugs in the Redlands Unified School District increased almost 30%
from the same survey completed two years ago. By identifying the needs that children and
families face, Building a Generation and its many partners have identified the need to expand not
only programs for children and families but also volunteers that can help administer services.
Partnering with faith-based and grassroots organizations are key to the success of using
AmeriCorps volunteers in the future. Because Building a Generation is in a strategic position as
a convener and catalyst to organizations throughout the East Valley, it is able to recruit
individuals for the planning of the GoServe AmeriCorps Planning Grant. The planning grant
will be used to(1)Develop a Volunteer Network which will recruit, train, and support church
members, seniors, and community members to volunteer in over forty after-school enrichment
programs at churches and community centers; (2) Engage more faith-based and grassroots
organizations as service sites that will implement programs for children and families at their
churches and throughout the community; and(3) Increase partnerships of the faith community
and grassroots organizations into Action Teams of Building a Generation to identify and meet

critical needs throughout the community. The planning grant is a way for organizations to
specifically work on issues identified and thus increase excellent after school programs,
computer centers, and safe havens for families.
If Building a Generation is able to implement an operational grant,the types of services
that AmeriCorps members will perform includes 1)instituting the Volunteer Network as a
partnership with the faith based community, 2)recruiting and sustaining volunteers through a
planned and organized process, 3)organizing technical assistance and trainings for volunteers on
an on-going basis;4)providing Computer and Tutor instruction to children of all ages at the
various tutoring centers; 5) leading groups of volunteers for work projects at various sites
throughout the community; 6) increasing the Building a Generation partnerships with churches
and community based organizations to be on Action Teams; 7) increasing the Information and
Referral line that hosts regular access and knowledge of programs; 8)hosting regular Volunteer
Network meetings; 9) working with various trainers,consultants,the school district,hospitals,
and churches to identify needs and increase resources for children in after school programs.
Planning Process
The Planning Process is essential in assuring that the tenets of the grant are met. In order to
implement the above strategies and goals,the following is a timeline for the planning process.

25 Overview
Staff
Staff will be critical in the program planning and design process. Building a Generation
will work with the Board of Directors to identify a Program Director Consultant, Grant Writer
Consultant,and Administrative Assistant. The Program Director will be a leader in the faith
community or part of a grassroots organization who will work directly with the Executive
Director of Building a Generation for overall supervision and management. Once the grant is
received over forty partners including churches,the police department, school district, and
community based organizations will hear an initial description and explanation of the
AmeriCorps grant. Members will be asked to serve on the GoServe Action Team,which will be
formed to address all issues of the grant. Members will break up into committees to work on
various aspects of the grant. The Program Director and Program Assistant will attend all the
AmeriCorps trainings, organize all committee meetings,and provide reports of all findings and
decisions to the GoServe Action Team. The Program Director(PD)and ED of Building a
Generation will meet weekly or biweekly in order to discuss and review reports or collaborate
with new agencies, and do any follow-up. The PD,Administrative Assistant,and Grant Writer
Consult,- is will oversee all the committee meetings and the grant writer will implement writing

each section after committee members have discussed the plan. The Building a Generation staff
assistant will be available to make all phone calls, send postcards, and do any administrative
duties for the grant. The GoServe Program Director will make regular reports at the Building a
Generation Board of Director monthly meeting as well as General Meetings that the public
attends.
Partnership
Building a Generation began in 1995 as a collaborative organization of the Redlands
Police Department and today consists of over 200 organizations including the City of Redlands,
the United Way of the East Valley, Redlands Community Hospital, Loma Linda University
Medical Center,Redlands Unified School District, Daily Facts, Miss Cinco de Mayo Pageant,
YMCA of the East of the Valley, Redlands Adult School, Children's Network,Probation
Department,Redlands High School, Department of Public Health,Alcohol Free Kids,Cops and
Clergy Network,University of Redlands, San Bernardino County Museum,Redlands Recreation,
Boys and Girls Club,RYGCA, and many area churches, community based organizations and
individuals. Initially more than fifty organizations representing the rich diversity of the City of
Redlands was formed to change the prevailing regional paradigm of"reacting"to adolescent
problems to one of aggressive prevention using the theoretical model"Risk and Protective-
Focused Prevention"developed by Drs. Hawkins and Catalano and used as its credo"It takes an
entire village to raise a child." These organizations came together to develop a healthy
community,which would prevent problem behavior rather than react to such behavior. The
collaborative functioned as a program of the United Way of the East Valley for the last five
years. In March 2002, Building a Generation became a committee of the City of Redlands, with
the City fmictioning as the fiscal agent, but with its own Board of Directors and its own funding

sources. The Redlands Police Department partners with Building a Generation in all aspects of
the organization.
Building a Generation has a Board of Directors representing various organizations and
members throughout the East Valley, and Board Members chair Community Action Teams that
address various issues concerning the community. Currently four Action Teams meet around
certain issues concerning the community such as Youth, Family Focus,and Research and
Development. Experts from the community are asked to be a part of the Action Teams in order
to identify problems,programs,research, and services that might address issues facing the
community. For example, based on surveys and research the Youth Action Team identified a
need for increased After-School Enrichment Programs at various churches and a Volunteer
Network that can be instituted to meet the demand of students who need services. Once Action
Teams have identified needs,research, and ideas, chairpersons bring the information to the board
for approval. The board then identifies grant monies or services that can be instituted to address
the needs.
One of the ways that the organization will keep partners involved and integrate new ones
into the process is by inviting individuals or agencies to be a part of the GoServe Action Team,
which will address specific issues about this particular grant. For purposes of this grant,the
GoServe Action Team will consist of various churches and community-based organizations that
will meet monthly to give information, ideas, and resources to help implement the grant.
Building a Generation will also continue its regular bimonthly General Meetings that are open to
the public for trainings and information about services throughout the community. As a"hub"of
information between local non-profits, churches, government entities and community-based
organizations, Building a Generation will continue to work together with the faith-based and

grassroots organizations to strategically implement the AmeriCorps planning grant.
The organizational structure will be as follows: Building a Generation will be the lead
agency and the GoServe Action Team which will consist of many churches,community based
organizations,and individuals who want to be a part of facilitating this grant.
Organizational Capacity
Although Building a Generation is a community collaborative, it also operates as a legal
department of the City of Redlands. Over the last two years Building a Generation has received
grants totaling up to $500,000 from government as well as private foundations and individuals.
The City of Redlands has managed over$20 million dollars in government grants as well. If
accepted this AmeriCorps program would be the first for any of the fifty partners involved in this
initiative. Building a Generation has been identified by the partners to administer the
AmeriCorps operating grant because it operates as the liaison and"hub"to all the other service
organizations throughout the East Valley. It also has the approval and backing of the City of
Redlands to identify and connect the faith based community and community based organizations
to create a healthier community throughout the East Valley.
Budeet/Cost Effectiveness
To implement this grant Building a Generation is asking for$23,011,which is a
sufficient amount to coordinate partners, attend technical assistance meetings, organize general
meetings,and write draft membership form, draft member plan, draft financing plan,draft
objectives and evaluation plans. Because Building a Generation is working with many churches
and community-based organizations, many services will be donated in-kind such as space, food,
and office materials. Some of the major expenses in administering the grant include the staff
time of a,Program Director, Grant Writer, Administrative Assistant, and Building a Generation

Executive Director. Building a Generation will provide in-kind services for a part-time
administrative assistant to take care of all mailings,phone calls,typing, and administrative duties
that are necessary. The grant writer,program director, and administrative assistant will be
consultants from faith or community-based organizations. In addition to the paid consultants,
many faith communities and community-based organizations will also be providing staff to
attend the GoServe Action Team meetings to help in the planning process. Volunteers from the
faith community are essential in planning,organizing,and partnering with all the responsibilities
for the grant. By working together, sharing resources,and coordinating services,Building a
Generation and the faith community intend to be a catalyst to all organizations that need trained
volunteers and expert programs and services for disadvantaged children and families.

*No lunch or incidentals on one day trips. Meals claimed on trips of less than 24 hours when
there is no overnight stay are taxable.
Meals provided by the State or included in hotel expenses or conference fees, or in transportation
costs such as airline tickets, or otherwise provided shall not be claimed for reimbursement.
Snacks and continental breakfasts, such as rolls,juice and coffee, are not considered to be meals.
No meal expense may be claimed or reimbursed more than once in any given 24-hour period.

LODGING REIMBURSEMENT
SHORT TERM TRAVEL- When overnight lodging expenses are incurred at a commercial
lodging establishment catering to the short term traveler, such as hotel, motel, bed and breakfast,
public campground etc. The following short term travel lodging rates are effective November 2,
1999.
ALL EMPLOYEES Actual lodging expense, supported by a receipt,to a maximum of
$84 per night,EXECPT AS NOTED BELOW. Receipts include
those for public campgrounds. (no receipt- no lodging
reimbursement.)
In Alameda, San Francisco, Santa Clara and San Mateo Counties,
and Central and Western Los Angeles, actual lodging supported
by a receipt, to a maximum of$110 plus tax.
Central and Western Los Angeles is a designated geographical
area within the boundaries of Sunset Boulevard on the North, the
Pacific Ocean on the West, Imperial Blvd./Freeway 105 on the
South, and Freeways 110, 10, and 101 on the East. This area
includes downtown L.A., Inglewood, L.A. International Airport,
Playa del Rey, Venice, Santa Monica, Brentwood,West L.A.,
Westwood Village, Culver City, Beverly Hills, Century City,
West Hollywood and Hollywood.
STATE SPONSORED CONFERENCE,ETC.: Receipted lodging up to$110 when
attending a state sponsored conference when the lodging is contracted by the State sponsor for
the event, and the State has granted prior approval for attendance and lodging at the contracted
rate and establishment.
NON-STATE SPONSORED CONFERENCE,ETC.: Receipted at the lodging while
attending a non-state sponsored conference when the lodging is contracted by the sponsor for
the event, and the State has granted prior approval for attendance and lodging at the contracted
rate and establishment.
