OF REDLANDS AND OMNITRANS FOR TRANSIT STOP ACCESS
IMPROVEMENTS PROJECT
This first amendment ("First Amendment") to the funding agreement for Transit Stop
Access Improvements Project dated 16t11 day of July, 2019 ("Agreement"), by and between the
City of Redlands, a municipal corporation ("City"), and Ommtrans, a joint powers public agency
("Ommtrans"), is made and entered into this 21st day of January, 2020
RECITALS
WHEREAS, it is the desire of City and Ommtrans to amend Exhibit "A" of their existing
Agreement to reflect the current map of bus location improvement projects that were constructed
subject to the Agreement, and
WHEREAS, it is the desire of the City and Ommtrans to amend then existmg Agreement,
specifically to add Exhibit "D," which consists of a lettei from SBCTA allowing Ommtrans to use
the entire Transportation Development Act ("TDA") Article 3 grant funds towards the amended
bus stop locations, and
WHEREAS, the City Council of the City of Redlands hereby determines that the approval
of the First Amendment is exempt from review under the California Environmental Quality Act
("CEQA") pursuant to section 15061(b)(3) of the State's Guideline implementing CEQA,
NOW, THEREFORE, City and Ommtrans agree as follows
AGREEMENT
Section 1 The foregoing recitals are true and correct and made a part hereof
Section 2 The scope of work completed by City at the revised list of bus stop locations
pursuant to Exhibit "A" of the Agreement, titled "Project Locations," is hereby amended to include
the work that is identified in Exhibit "1," which is attached hereto and incorporated herein by this
reference
Section 3 Section 1, Paragraph 2, of the Agreement is hereby amended to read as follows
"2 To provide TDA Article 3 funds that were granted to OMNITRANS by SBCTA in
2016, in an amount not to exceed $10,001, to CITY to complete the PROJECT at the
following locations (as shown in Exhibit "A")
a Southbound Alabama Street, north of Storage Road, bus stop #8218, and
b Eastbound Citrus Avenue, east of Grove St, bus stop #6964 "
Section 4 Exhibit "D" is hereby added to the existing Agreement, to include a letter from
SBCTA granting approval to Ommtrans to use the entire TDA Article 3 grant funds towards the

amended bus stop locations, which is identified m Exhibit "2," attached hereto and incorporated
herein by this reference
Section 5 All other provisions of the Agreement shall remain unchanged by this First
Amendment and in effect
IN WITNESS WHEREOF, the parties have executed this First Amendment, to be effective
as of December 17, 2019

RE Onuutrans Article 3 Transit Stop Access Program 2016 Awards (Scope Change/Extension)
Dear Ms Jaiswal
This letter serves as a response to the Ommtrans' request to amend the scope for the Transit Stop Access
Program of Transportation Development Act (TDA) Article 3 project In Fiscal Year 2016/17, the
San Bernardino County Transportation Authority (SBCTA) Board of Directors approved grant
awards to various bus stop projects operated by Omnitrans In total, $273,351 was awarded for 21
bus stops The project was revised to include 5 stops in Redlands which had $10,001 of the
total award The completion date for this project is December 31, 2021 Due to unanticipated project
costs, SBCTA concurs with request to amend the project scope to use the TDA Article 3 funds towards
two locations and the removal of four locations within the City of Redlands These stops to be
unproved include
• Southbound Alabama St north of Storage Rd
• Eastbound Citrus Ave east of Grove St
The removed locations include
• Westbound Citrus Ave west of Dearborn St
• Eastbound Citrus Ave east of Dearborn St
• Westbound Lugonia Ave west of University St
• Westbound Lugonia Ave west of Grove St
As a friendly reminder, the TDA Article 3 grant award is paid through a reimbursement process upon
completion of the project It is required that a TDA claim form and supporting documentation of project
completion are submitted to SBCTA prior to disbursement of funds to Omnitrans The TDA Article 3
grant award is for a maximum reimbursable amount Should your project exceed the maximum
reimbursable amount, SBCTA will not provide any additional reimbursement For projects completed
under the awarded amount, SBCTA will reimburse your agency for the TDA Article 3 share of the project
using the match percentage identified in your grant applications
