HomeMy WebLinkAboutContracts & Agreements_39-1989_CCv0001.pdf PUBLIC COMMENTS Tract 12777 On behalf of the League of Women Voters of Redlands, President Barbara Sukenik read a statement to Council concerning the County's grading inspection procedures and urged the Council to take prompt action to stop the grading of Tract No. 12777 until the appropriate approvals have been granted. Santa Ana Deanne Millsaps briefed Councilmembers on recent actions Wash on the sand and gravel applications in the Banta Ana Wash and requested our City Attorney to investigate the possibility of the State becoming the lead agency. Cash Only Les Wiley addressed Council about his concerns relative Policy to the "cash only" policy at the Police Department. He had recently written a letter to the City Manager and had not intended to make this a public matter and was distressed with the recent news article in The Sun. City Attorney McHugh noted that this policy has been changed by the Police Chief. Concerning the impounding of vehicles with expired registration, it was noted this was not done unless the registration was at least one year in arrears. BIDS Parking Mayor Pro Tem Wormser left the Chambers during this discussion due to a passible conflict of interest. A bid report was presented at the June 6, 1989, meeting regarding the parking structure proposed on Redlands Boulevard between Sixth and Seventh Streets. This matter was continued from the dune 20, 1989, meeting to this meeting to allow the newly-formed Parking Advisory Board to study this matter and to also allow additional time for the downtown property owners to provide financial s assistance. City Engineer Ron Mutter reported that the Parking Advisory Beard recommended that the Council award the contract for the construction of the parking structure pending the success of the effort to secure the necessary funding. Mr. Mutter said a parking assessment district concept will be reviewed by the Parking Advisory Board in the future. He also reported that letters have been received from a number of property owners pledging funds for the project, and that Art Gregory has pledged to pay the difference. The Business Improvement District has pledged $10,000, and Gary Stemann and Ren Ring, the project designers, have indicated that there will be no fee involved in reviewing shop drawings and interpreting July 5, 1989 Page five - plans as required. Redlands Federal Savings and Loan has offered an unsecured loan not to exceed $150,000 for the project but funds still need to be acquired to repay the loan. Mr. Mutter noted once source of revenue would be to increase the monthly charge for parking in the various municipal lots to cover the debt service payments for this loan as well as the Certificate of Participation. Gene Malone urged Council to allow this project to proceed. Art Gregory questioned the figures presented by the City Engineer for the monthly parking charge. At this point, Council recessed at 8: 40 P.M. and reconvened at 8:55 P.M. when Mayor Beswick announced that this matter would be continued to the end of the meeting allowing the interested parties to continue their discussions with staff in the lobby. Later in the evening, Mr. Mutter reported they had reevaluated the figures and reported that the monthly charge could be set at $35.19 to accomodate this project. Councilmember Larson moved to accept the low bid and proceed with the project subject to the proposed funding methods with the space rentals not to exceed $40 .00 per month. The motion was seconded by Councilmember Beswick and failed by the following vote: AYES: Councilmembers Beswick and Larson NOES: Councilmembers DeMirjyn and Cunningham ABSTAIN: Councilmember Wormser Contract Bids were opened and publicly declared on June 26, 1989, Award by the City Clerk for the construction of the Citrus Avenue Trunk Sewer and Roosevelt Road Trunk Sewer, Project No. 4-8927; a bid opening report is on file in the Office of the City Clerk . At this time, it is the recommendation of the Municipal Utilities Department that the responsible bidder submitting the bid for said project which will result in the lowest cost to the City is Kershaw Construction of Fontana in the amount of $653,778.00, and it is in the best interest of the City that this contract be awarded to said firm. On motion of Larson, seconded by Councilmember Wormser, this recommendation was unanimously approved. Contract Bids were opened and publicly declared on June 23, 1989, Award by the City Clerk for the contract for the Olivine Avenue Pavement Restoration, Project No. 3-8938; a bid opening report is on file in the Office of the City Clerk .
