The meeting reconvened at 6 01 P M with an invocation by Council Member Tejeda followed by the
pledge of allegiance to the American flag
CLOSED SESSION REPORT
City Attorney McHugh announced that no reportable action was taken during the closed session
PRESENTATIONS
Redlands Pet Adoption—Animal Control Officer Joseph Martinez, introduced"Juan", a two-year-old male
Shepherd mix,who is available for adoption,with twenty-six other dogs,twenty-one cats, and one bird Mr
Martinez informed the Council fourteen dogs and nine cats have been adopted since the last regular City
Council meeting
PUBLIC COMMENT
Measure G Opposition-Fourteen people spoke in opposition to the land use initiative,Measure G,
including Mimi Barre, Carolyn Hays, Greg Brttain,Dennis Bell,Isaac Villagrana,Andy Hoder,Bill
Cunningham,Nicole Rmehardt,Joshua Hall,Dana Strunk, Sam Wong, Lynette Banda,Rachel Eugley and
Autumn Bleies They urged people to read the full text of the measure,the Impartial Analysis and to vote
no They listed concerns such as out-of-town developers are source of funding for the measure and yet
have no long term vested interest in the City,Measure G will not fix the shortage of affordable housing,
cnme and homelessness, and they stated those problems would only be magnified, current zoning laws
allow for the mall to be developed now, it was asserted that communities would have no direct penalty if
they didn't meet the annual housing target numbers,the value of form based codes was questioned, lack
of downtown parking would only intensify as new apartment dwellers would compete for spaces, City
services and schools would be overburdened with the increase in population,the transit village planning
area is much too broad, claims the City is currently struggling to maintain such things as trees and
sidewalks, warnings of giving too much control to Council Members and removing checks and balances,
and claims the City's character and charm will be altered drastically
Measure G Support-Mario Saucedo voiced his support of Measure G, as a resident and a community
leader He stated a yes vote would position the City to adequately revitalize areas such as the downtown
and the corridors of Colton Avenue and Orange Street, important economic gateways to the City Ruth
Cook also supported Measure G and reminded everyone the City conducted extensive community
outreach and public engagement to determine residents'visions for the City,which included more
walkable areas with pockets of open space She pointed out that the community will have plenty of
opportunities to weigh in on proposed development projects and demand revisions or modifications,
unlike the Donut Hole where the City has no control over what projects come to the area
Tobacco Smoke-Eric Hutchins reiterated his ongoing issues he and his family are having with the
smoking habits of a neighbor, and he urged the Council to consider amending the Municipal Code,
Section 8 04 pertaining to Nuisances He complained that his family cannot enjoy their backyard or open
their windows
Palm Avenue Development - Stuart Sweet spoke on behalf of the neighbors of the property recently sold
to Diversified Pacific at 301 Palm Avenue, and expressed concerns the developer has caused confusion
among the nearby property owners by putting out conflicting information They opposed a pocket park,
the apparent lack of onsite security and the removal of trees and cut stone curbing They want to preserve
the charm of the area,retain its historical significance, and he encouraged the Council to maintain strong
oversight while the project is being processed through the City

School Bond Measure -Dennis Bell urged voters to vote no on Proposition 13 related to a school bond
Unsafe Dwelling-Rohn Kenchatta described unsafe living conditions he and his neighbors are
experiencing in their rental units He claimed the landlord has been irresponsible,refuses to address these
public safety issues, and he urged the City for assistance
Boys and Girls Club-Kate Salvesen, of the Boys and Girls Club, offered a big thank you to the Council
Members and the City for their ongoing support of their programs

On motion of Council Member Eddie Tejeda,seconded by Council Member Paul Banch,the City Council
unanimously approved minutes of the regular meeting of February 4,2020

Proclamation Arbor Day
On motion of Council Member Eddie Tejeda,seconded by Council Member Paul Barich,the City Council
unanimously approved the proclamation for the calendar year 2020,recognizing the celebration of Arbor
Day in the City of Redlands

Moving Expenses
On motion of Council Member Eddie Tejeda,seconded by Council Member Paul Barich,the City Council
unanimously approved payment to the City Manager for moving,relocation, current lease obligations, and
temporary housing expenses related to his employment with the City in the amount of$11,777 01 per the
employment agreement

Hearing and Mediation Services
On motion of Council Member Eddie Tejeda,seconded by Council Member Paul Banch,the City Council
unanimously approved an Agreement between the City of Redlands and the Department of General
Services/Office of Administrative Hearings for the provision of hearing and mediation services for a period
of five years The total cost of the agreement is not to exceed$48,000 and funding is provided under
workers'compensation legal fees

Software Technical Support
On motion of Council Member Eddie Tejeda,seconded by Council Member Paul Banch,the City Council
unanimously approved payment of an invoice to Systems & Software,Inc for support of the Enquesta
Utility Database for Customer Management in an amount not-to-exceed$148,220 for annual software
maintenance and support

Development Agreements Annual Review
On motion of Council Member Eddie Tejeda,seconded by Council Member Paul Barich,the City Council
unanimously approved to receive and file this notice to conduct an annual review of approved Development
Agreements in accordance with Chapter 18 220 of the Redlands Municipal Code

Alcohol Consumption Art Walk
On motion of Council Member Eddie Tejeda,seconded by Council Member Paul Barich,the City Council
unanimously determined that approval of the request for the serving and consumption of alcoholic
beverages at Ed Hales Park is exempt from environmental review pursuant to Section 15061 (b)(3) of the
state's guidelines implementing the California Environmental Quality Act, and approved the sale and
consumption of alcoholic beverages at the Downtown Redlands Art Walk in Ed Hales Park on March 29,
2020

Recycled Water Compliance Consulting Services
On motion of Council Member Eddie Tejeda,seconded by Council Member Paul Barich,the City Council
unanimously determined that approval of the agreement is exempt from environmental review pursuant to
Section 15061(b)(3)of the State's guidelines implementing the California Environmental Quality Act, and
approved the agreement with West Yost&Associates, Inc for the provision of recycled water compliance
consulting services West Yost&Associates,Inc acquired Aegis Engineering and this new agreement
mirrors the original agreement with Aegis

COMMUNICATIONS
Budget Subcommittee Formation
Mayor Foster discussed his recommendation for Council to form a budget subcommittee for the Fiscal
Year 2020-21 budget
On motion of Mayor Paul Foster, seconded by Council Member Eddie Tejeda,the City Council
unanimously approved the formation of a Budget Subcommittee for the Fiscal Year 2020-21 Budget
preparation process which will automatically dissolve without further action by this City Council upon the
Council's approval of the 2020-21 City budget, and appointed Mayor Paul Foster,Mayor Pro Tempore
Denise Davis and City Treasurer Robert Dawes to serve on the FY 2020-21 Budget Subcommittee

Alternate Delegate Designation
On motion of Mayor Paul Foster, seconded by Council Member Eddie Tejeda,the City Council
unanimously designated Council Member Paul Barich to serve as the alternate delegate for the 2020
Southern California Association of Governments General Assembly meeting on May 6-8, 2020, at the JW
Marriott Desert Springs Resort& Spa in Palm Desert, California

Annual Report Redlands Police Community Foundation
Redlands Police Community Foundation Board Members, Stan Weisser,Judy Cannon and Donna
Ferracone reviewed the Foundation's mission and highlighted activities from the last year Since its
inception,the Foundation has given back directly to the Redlands Police Department and the Redlands
community totaling$199,575 through programs such as the following Citizen Volunteer Unit,Midnight
Hoopz,Redlands Emergency Services Academy(RESA)and Street Smart Self Defense Program Ms
Cannon proudly shared the personal journey of Noah Ozaeta, a young man whose success story represents
the important work of the Foundation

CAFR and Accountants' Report
Management Services/Finance Director Danielle Garcia explained the Comprehensive Annual Financial
Report(CAFR) is an audited summary report of the financial position and transactions of the City for FY
ending June 30, 2019 It represents hundreds of hours of work performed by staff and the certified public
accounting firm of Eide Bailly,LLC She introduced Phillip White, of Eide Bailly,who presented the
firm's unmodified opinion that the City's financial statements are fairly presented and that the information
used in the report is consistent with generally accepted accounting principles No material weaknesses or
significant deficiencies were found in the audit The independent audit of the financial statements of the
City was part of a broader, federally mandated"single Audit" designed to meet the special needs of
federal grantor agencies The standards require the independent auditor to report not only on the fair

presentation of the financial statements,but also on the audited City's internal controls and legal
requirements involving the administration of federal awards As public comment,Dennis Bell was
frustrated with the timing of when the document was released, giving the public only a few days to review
such a complex document, and he raised concerns with the unfunded pension liabilities Mayor Foster
thanked Director Garcia and her staff,who devoted many hours toward the report's completion
On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously accepted the City of Redlands Comprehensive Annual Financial Report, and the
Independent Accountants' Report on Applying Agreed-Upon Procedures Related to the Article XIII-B
Appropriations Limit Calculation for the fiscal year ending June 30,2019

NEW BUSINESS
FY 2020-2021 CDBG Program
Janet Miller, of Development Services,presented the staff recommendations for the FY 2020-21
Community Development Block Grant(CDBG)Program, explaining seven applications were received
and all are eligible for funding Staff recommends funding both of the capital improvement projects and
all five of the public service agency projects at essentially the same level that were funded in FY
2019-2020 As public comment,representatives from three of the public service agencies who applied,
including Monique Mears, of San Bernardino Sexual Assault Services,Paula Salcido,of YMCA Legal
Aid Program and Tom Donahue,of Family Service Association Moreno Valley provided overviews of
their individual organization's contributions to the community and thanked the City Council for their
continued support
On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City
Council agreed to direct staff to prepare the FY 2020-2021 Cooperating City Recommended Projects Form
using the recommendation outlined in this report and submit it to the County of San Bernardino,
Community Development and Housing Division by March 2,2020, authorized staff to make any necessary
minor adjustments to the final awards in the event the FY 2020-2021 final allocation is more of less than the
planning estimate, authorized the City Manager to execute the FY 2020-2021 CDBG Subrecipient
Agreements with the public service agencies once the allocation is released, and authorized an additional
appropriation in the amount of$22,835 for the FY 2019-20 CDBG program year Projects are as follows
$258,296 for Joslyn Senior Center Rehabilitation Project, $85,000 for Redlands Senior/Community Center
Parking Lot Project, $20,582 Family Service Association of Redlands-Hunger and Homelessness
Prevention, $10,000 for YMCA of the East Valley-Legal Aid Program, $10,000 for San Bernardino
Sexual Assault Services-Crisis Response and Intervention Program, $10,000 for Boys and Girls Club -
Power Hour Academic Youth Program, and$10,000 for Family Service Association- Senior Meal
Program

SBCTA Fee Waiver for State Route 210 Lane Addition Protect
Interim Municipal Utilities and Engineering Director Boatman explained staff is seeking Council direction
regarding a request for a waiver of fees in the amount of$4,000 from San Bernardino County
Transportation Authority for the State Route 210 Lane Addition Project Council Member Banch voiced
his opposition to waiving fees for another public agency In response to Council Member Tejeda, Director
Boatman indicated the project will still occur even if the City denies the waiver request

unanimously denied the request of the SBCTA to waive fees in the amount of$4,000 related to San
Bernardino County Transportation Authority's State Route 210 Lane Addition Project

SBCTA Cooperative Agreement Amendment
Staff requested this item be pulled from the agenda to be considered at a future City Council meeting
Settlement Agreement
Facilities and Community Services Director Boatman reviewed a Settlement and Mutual General Release
Agreement with Redlands 6120,LLC,Redlands Pennsylvania,LLC and Redlands Pioneer,LLC,by their
manager Diversified Pacific Communities, LLC, and the City of Redlands Through negotiations,the
Parties agreed upon items related to water shares,conveyance of property and development impact fee
reimbursement as identified in the Agreement Council Member Momberger stated the Council has been
in deliberations over this item for a very long time She supported parts of the negotiated agreement,but
raised serious concerns with the City taking possession of two citrus groves,which would become a City
expense after the conveyance The total fee credit for the groves will come out of both park and open
space funds, and she'd much rather see that money directed elsewhere She also had concerns with the
potential for grove damage from the Asian citrus psyllid
On motion of Mayor Paul Foster, seconded by Council Member Paul Barich,the City Council unanimously
approved the public disclosure of details of a Settlement and Mutual General Release Agreement with
Redlands 6120,LLC, a Delaware limited liability company,Redlands Pennsylvania,LLC, a Delaware
limited liability company, and Redlands Pioneer,LLC, a Delaware limited liability company,by their
manager Diversified Pacific Communities,LLC, a Delaware limited liability company, and the City of
Redlands regarding claims and controversies relating to Diversified's payment of park and open space
development impact fees for the Projects,City's acceptance of ownership of citrus grove lands developed
by Diversified for the Projects and proposed for dedication to the City,the provision of water service to the
Dedicated Lands and Diversified's construction of certain street and storm drain system improvements
within San Bernardino Avenue and adjacent to properties within the Project

Facility Use Agreement UofR
Mayor Pro Tempore Davis recused herself from this item due to her source of income relationship with the
University of Redlands Police Chief Catren explained the need for a facility use agreement with the
University of Redlands for training,presentations, and testing,and he added the University has offered
the use of their facilities free of charge
On motion of Council Member Eddie Tejeda,seconded by Council Member Toni Momberger,the City
Council unanimously authorized the Chief of Police, or his designee,to execute the facility use agreement
between the City of Redlands and the University of Redlands for use of its facilities for training,
presentations, and testing during the calendar year of 2020

COUNCIL MEMBER ANNOUNCEMENTS AND ACTIVITIES
Council Member Banch participated in the Annual Lincoln Pilgrimage event hosted by the Boy Scouts of
America, attended the Airport Advisory Board Meeting on February 5,2020 and enjoyed the Black History
Month Exhibit Reception at the San Bernardino County Museum
Mayor Pro Tern Davis spoke at the Chamber's monthly Rise and Shine event providing City updates,
attended the City Manager Meet and Greet,hosted by Citrograph, and has continued her canvassing efforts in
support of Measure G
Council Member Momberger attended the first meeting of the Central Valley Regional Steering Committee
established to support the development of policies and procedures which serve the growth of the Interagency
Council on Homelessness She was pleased to announce she was selected as a Committee Member to
represent this region She enjoyed the Black History Month Exhibit Reception at the San Bernardino County
Museum
Council Member Teieda attended the Parks and Recreation Commission meeting on February 13,2020
