HomeMy WebLinkAbout8065RESOLUTION NO 8065 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS CONFIRMING THE CITY MANAGER/DIRECTOR OF EMERGENCY SERVICES' PROCLAMATION OF EXISTENCE OF A LOCAL EMERGENCY (COVID-19) WHEREAS, section 2 52 100 of the Redlands Municipal Code empowers the City Manager of the City of Redlands ("City Council") to proclaim a local emeigency when the City of Redlands is affected of likely to be affected by a public calamity, and WHEREAS, the City Council has been requested by the Director of Emergency Services of the City to proclaim the existence of a local emeigency, and WHEREAS, the novel coronavirus (COVID-19) is a respiratory disease that may result in serious illness or death and is easily transmissible from person to person, and WHEREAS, on January 31, 2020, the United States Department of Public Health and Human Services Secretary Alex Azai declared a public emergency for the novel coronavirus (COVID-19) beginning on January 27, 2020, and WHEREAS, on March 4 2020, Governor Gavin Newsom declared a state of emeigency m the State of California due to the numbei of confirmed cases of COVID-19 in the State, and WHEREAS, on March 10, 2020, the San Bernardino County Public Health Officer and the Boaid of Supervisors declared a local health emergency to help ensure county government and the public are piepared for the possibility that COVID-19 will appear within the county, and WHEREAS, on March 11, 2020, the Woild Health Organization declared the COVID-19 outbreak a global pandemic, and the CDC and Governor of the State of California issued recommendations to cancel or postpone gatherings of inose than 20 people, and WHEREAS, as of Maich 12, 2020, more than 120,000 people in more than 100 countries have been infected by COVID-19, and WHEREAS, on March 12, 2020, the Governor of the State of California issued Executive order, N-25-20, which, among other things, orders that all California residents are to " heed any orders and guidance of state and local public health officials, including but not limited to the unposition of social distancing measures, to control the spread of COVID-19", and WHEREAS, on March 13 2020, President Donald J Trump declared a national emergency m the United States due to the outbreak of COVID-19 un the Country, and WHEREAS, COVID-19 therefore has and will continue to cause conditions of peril to the health, safety, and welfare of persons and property in the City of Redlands, and 1 1 1Resolutions\Res 8000 8099\8065 Proclaiming Local Lcnergency COVID-19 doc WHEREAS, preparing for, responding to, mitigating, and recovering from the spread of COVID-19 requires the City to divert resources form normal day-to-day operations, and has and will continue to nnpose extraordinary requirements on and expense to the City, and WHEREAS, the City Council hereby fords that the above described conditions related to the COVID-19 outbreak did warrant and necessitate the proclamation of the existence of a local emergency in Redlands, NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Redlands as follows Section 1. NOW THEREFORE, IT IS HEREBY PROCLAIMED that a LOCAL EMERGENCY now exists throughout said City.
