A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
DESIGNATING A FORMER TROLLEY BARN AND WAREHOUSE LOCATED AT
440 ORIENTAL AVENUE AS A HISTORIC PROPERTY (HISTORIC RESOURCE
DESIGNATION NO. 134)
WHEREAS, Chapter 2.62 of the Redlands Municipal Code establishes rules and regulations
governing the designation, preservation and perpetuation of historic and scenic properties, and
WHEREAS, the property owner has applied for and requested designation of the structure
located at 440 Oriental Avenue as a historical structure; and
WHEREAS, the Historic and Scenic Preservation Commission held a duly noticed public
hearing on April 4, 2019, to consider the designation of the structure at 440 Oriental Avenue (County
of San Bernardino Assessor's Parcel No. 0169-271-39-0000) as a historic structure; and
WHEREAS, on April 4, 2019, the Historic and Scenic Preservation Commission adopted a
resolution nominating the structure at 440 Oriental Avenue as a local historic resource in accordance
with procedures established in Chapter 2.62 of the Redlands Municipal Code; and
WHEREAS, on May 10, 2019, the City Clerk caused a public notice to be published in a
newspaper of general circulation in the city; and
WHEREAS, on May 21, 2019, the City Council of the City of Redlands held a duly noticed
public hearing to consider the recominendation of the Historic and Scenic Preservation Commission.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as
follows:
Section 1. The City Council hereby determines that the approval of this Resolution is
exempt from environmental review in accordance with the California Envirornnental Quality Act
(CEQA) pursuant to section 15061(b)(3) of the State CEQA Guidelines because it can be seen with
certainty that there is no possibility that designation of the above -referenced property as a historical
resource may have a significant impact on the enviromnent.
Section 2. The subject structure at 440 Oriental Avenue (APN: 0169-271-39-0000) is
hereby designated as a historic structure in accordance with the provisions and criteria contained in
Section 2.62.170 of the Redlands Municipal Code. The subject structure is a single -story brick trolley
barn that was constructed in 1906 and used as the City Transfer and Storage Company Warehouse. The
structure has significant character, interest, or value as part of the development, heritage or cultural
characteristics of the city of Redlands, state of California, or the United States, and it is one of the few
remaining examples in the city possessing distinguishing characteristics of an architectural type or
specimen.

Section 3. The former trolley barn and warehouse Iocated at 440 Oriental Avenue shall be
officially known as the "City Transfer and Storage Company Warehouse."
Section 4. The structure shall not be altered on the exterior, moved, demolished,
subdivided, or otherwise permanently changed, unless a Certificate of Appropriateness or Certificate of
Hardship has been first obtained from the City of Redlands.
Section 5. The City Clerk of the City of Redlands is hereby directed to cause a certified
copy of this Resolution to be recorded upon the 440 Oriental Avenue property (APN: 0169-271-39-
0000) with the County Recorder, County of San Bernardino.

440 Oriental Avenue
1. Introduction
The property at 440 Oriental Avenue (historically 500-502 Oriental Avenue) is located on the
north side of Oriental Avenue between the historic Santa Fe Railway tracks Redlands, San
Bernardino County, CA. The building is a one-story brick warehouse built in 1906. It was designed
as a trolley barn, but predominately used as a house goods warehouse for the City Transfer and
Storage Company. Its utilitarian appearance is reflective of Redlands' late 19th- and early 20th-
century industrial architecture, which was once abundant along the Santa Fe Railway from 10m
Street on the east to Texas Street on the west. The industrial district historically contained at least
30 facilities, including 13 citrus packing houses, lumber yards, hay warehouses, a box factory,
fertilizer warehouses, oil storage facilities, grain warehouses, the Redlands Laundry Company,
and general storage warehouses. Today, the subject building stands alone at the western edge of
downtown and is a rare example of an early 20th century house goods warehouse in Redlands.
2. Building Description
site
The building is positioned on a rectangular -shaped lot, at the center of a wide, rectangular block
extending between Oriental Avenue (south), the Santa Fe Railway tracks (north), Eureka Street
(east), and Texas Street (west). Historically, adjacent parcels were developed with the other
industrial facilities, China Town to the east, and Mexican tenements to the west. No remnants of
this former development remain. The block is now sparsely developed with the subject property,
Santa Fe Railway tracks to the north, vacant land to the east and west, and a contemporary
building at the east corner of Eureka Street.
The lot is closely bound to the building's footprint, which measures approximately 60 feet wide
and 142 feet long. There is a concrete landing and non -historic chain -linked fence along the
northern lot line. A non -historic concrete sidewalk and driveway separates the building from the
street to the south. A loose gravel parking area fills out the lot to the east. The western lot line is
roughly the west footing of the building.
Exterior
The City Transfer and Storage Company building is rectangular in plan, constructed of red brick
walls laid in common bond with cast stone trim. It is set on a poured concrete foundation and
capped by a front -facing gabled roof supported by wood trusses. The roof's eaves overhang at

the building's east and west facades. The majority of the roof is covered in seemingly non -original
corrugated metal with corrugated fiber -glass skylights. In 1983, the southeast corner portion of
the roofing was replaced with new corrugated metal; it does not have skylights. A chimney flue
projects from the southeast corner of the roof, three turbine ventilators punctuate the peak, and
a non -historic HVAC unit sits atop the northeast corner.
The building's facades are asymmetrical, although the front (south) and rear (north) have
oversized, round -arched freight entrances aligned at the center. Through these openings, moving
trucks would have been able drive straight into the building from Oriental Avenue and out the
rear without having to turn around. The entrances have unobstructed jambs and are sealed from
the interior with large, rolling wood doors. The doors are historic, constructed of a wood frame
and clad with corrugated metal. The door at the south fagade is the most intact, retaining wood
panels within the wood frame beneath the exterior corrugated metal cladding.
East of the centrally located freight entrance at the south fagade, there are two original openings:
a short doorway and window, both with segmental -arched headers. These openings have been
filled in with brick. Flanking the central freight entrance at the north fagade are two medium-
sized, round -arched door openings with rowlock headers. The door at the west is taller and has
an interior -mounted rolling door, while the door at the east has been altered at least twice with
multiple campaigns of brick.
The east and west facades are devoid of ornamentation and are largely unarticulated. The west
fagade retains a single round -arched door opening at the south end. The entrance is slightly
elevated on a high concrete sill and it has an interior -mounted sliding metal door. Similar to the
south fagade entrance, this door is intact with wood panels within a wood frame beneath the
exterior corrugated metal cladding.
The east fagade is punctuated with two small window openings at the south end and a large
rectangular opening at the north end, which extends to the top of the facade. The windows have
segmental -arched headers. The southernmost window has an original brick sill and is partially
filled in with brick and a non -historic aluminum slider window with non -historic iron bars. The
second window opening is completely filled in with brick. The large opening at the north end is
covered with an exterior -mounted, sliding metal door. Sanborn Maps dating from 1908 show that
a one -room, wood -framed structure with an iron roof originally attached to the northeast side of
the building at the location of the large opening, suggesting that the portal was originally
enclosed or covered. The historic addition was removed between 1959 and 1966 according to
historic aerial images.

Designed as a trolley barn and used for storage by a transfer company, the interior of the building
retains an open plan, constructed of exposed brick load -bearing walls, and an exposed roof
supported by wood trusses. Historically bare earth floors have been covered in poured concrete.
Non -historic partitions and fixtures for a bathroom and two offices were constructed by tenants
in the 1950s, and are respectively located within the southwest and southeast corners of the
building. Non -historic light fixtures hang from the roof trusses, exposed electrical and mechanical
fixtures line the walls, and two steel automobile lifts protrude from the center of the floor.
Integrity
The City Transfer and Storage Company Warehouse has an adequate degree of integrity of
setting, design, materials, and workmanship to convey its significance as a 113-year-old
utilitarian -style building and its historic function as a house goods warehouse. The building
retains the majority of its character -defining features including: a setting along the Santa Fe
Railway tracks to the north, original red brick facades, front -gabled roof supported on wood
trusses, and an open, exposed interior. The large round -arched entrances are sealed with
minimally altered original wood rolling doors. Other segmental -arched window and door
openings are filled in with brick, but the original design is legible; and the extant non -original
metal roof is historically appropriate to the character of the building. Despite a few alterations,
overall the building is intact and represents a rare example of its type in Redlands.
3. Significance
The City Transfer and Storage Company Warehouse (the "City Transfer Company") appears to be
significant as a local landmark and under Criteria A/1 and C/3 of the National/California Registers.
Constructed in 1906 and historically used as a household goods warehouse, the building is
significant under Criterion A/1 for its association with the migration of thousands of individuals to
Redlands during the city's rise in popularity as a winter suburb for wealthy residents at the turn of
the 201h century. It is significant under Criterion C/3 as a rare intact example of early loth century
industrial architecture in the city. The period of significance begins in 1906 with the building's
construction and ends c.1925 when the City Transfer and Storage Company no longer occupied
the building.

The Taylor Brick Company constructed the building at 440 Oriental Avenue (historically 501
Oriental Avenue) in 1906 for Redlands capitalists Henry and son, John H. Fisher.' The one-story
brick building was originally intended as a trolley barn to house cars for the Fishers' new venture,
the Redlands Central Railway Company. The Redlands Central Railway Company was developed
to compete with the San Bernardino Valley Traction Company with an electric trolley network
from Redlands to Riverside and Craftonville. The Fishers had formerly been majority owners of
the San Bernardino Traction Company, but in a well -publicized fallout between board members,
they were removed from power in 1905.2
It is unknown whether the building at 440 Oriental Avenue was ever used as intended. The
Fishers built another car barn closer to the Southern Pacific Railway Repot, on Citrus Avenue in
1907, which likely replaced the function of the earlier building.' By 1908 the building on Oriental
Avenue was identified on Sanborn Maps as a "storage of household goods, produce, ect," and
Sanborn Maps from 1915 to 1925 identify it as a warehouse and stable for the Redlands City
Transfer and Storage Company.
The City Transfer and Storage Company was a new type of commercial business that emerged
during Redlands' population boom at the turn of the 20th century to assist new residents with
their relocation to the city. Between the years of 1888 and 1891, Redlands was newly
incorporated and bustling to build its infrastructure and citizenry. Railways, including the
Atchison, Topeka and Santa Fe, Southern Pacific, and other regional trolley networks, opened
Redlands to Los Angeles and other national destinations. This had an immediate impact on
increasing tourism and spurring residential land sales in the area. The population in Redlands
more than tripled between 1890 and 1930, from 4,797 to 14,177.
Many citizens of the eastern United States were drawn to the warm dry climate of Southern
California, some hoping for health benefits for conditions like tuberculosis, others seeking an
Arcadian winter retreat. The Smiley brothers, millionaires from New York, were among the early
residents who settled into a 200-acre hillside tract, now known as Smiley Heights, and are
credited with influencing other wealthy individuals from the East Coast and Midwest to choose
Redlands for their seasonal or permanent residency.
The City Transfer and Storage Company incorporated during these years to meet the needs of
relocation with an innovative door-to-door approach. Having the "exclusive privilege of soliciting

baggage on the Santa Fe trains," company agents would retrieve arriving passengers' personal
baggage and/or freight directly from the railway cars, store the belongings for as long as needed
in their warehouses, and then drive them out to the owners' residences upon request and in a
timely manner. ° The City Transfer and Storage Company's main office, historically located at 348
Orange Street, directly across from the Santa Fe Depot, is telling of the company's prominence in
the transfer and storage industry. The main office is an extant brick, contributing commercial
building to the Redlands Santa Fe Depot National Register Historic District, located a half -mile
east of the property at 440 Oriental Avenue.
Historically, there were at least five other transfer companies with associated warehouses
operating in Redlands during the reign of the City Transfer and Storage Company. However, of
those five, none of the warehouses are known to remain. A number of Redlands' historic
warehouses have recently been lost to development, including all but two of the non -citrus
industry, contributing industrial buildings listed in the Redlands Santa Fe Depot National Register
nomination. In effect, the City Transfer and Storage Company Warehouse is a rare and unique
example of an early 20' century house goods warehouse in Redlands.
Under Criterion C/3, the City Transfer and Storage Company warehouse embodies a utilitarian
design, which correlates with its intended and dominant historic function. Oversized round -
arched entryways at either end of the long rectangular brick building and an open interior floor
plan, though originally designed for trolley cars, allowed moving trucks and trailers to drive
directly through the building for loading and unloading in dry and secure conditions. The Taylor
Brick Company, founded in Redlands in 1903, constructed this warehouse in addition to a number
of important building projects, including the Redlands Chamber of Commerce building also an
extant contributing building within the Redlands Santa Fe National Register Historic District.
In 1926, the City Transfer and Storage Company moved to a new warehouse closer to their main
office in downtown Redlands, at Stuart Avenue and 5" Street. Since that time, a variety of
commercial/industrial uses have occupied the building, including a laundry, California Water and
Telephone, Redlands Pest Control, and most recently, Rondor Audi Porsche.' Currently, the
building is vacant and Property One, Inc. is planning a rehabilitation that will return it to useful
commercial service.

WHEREAS, Property One, LLC has submitted an application for Historic
Resource Designation No. 134 for an 8,400 square -foot industrial building known as the
City Transfer and Storage Company Warehouse located at 440 Oriental Avenue.
WHEREAS, notice of this Historic & Scenic Preservation Commission public
hearing for the Project was duly published in the Redlands Daily Facts by the Secretary
to the Commission; and,
WHEREAS, on April 4, 2019, the Historic & Scenic Preservation Commission
held a public hearing and considered the staff report, oral report, the testimony and the
written evidence submitted by and on behalf of the applicant and by members of the
public; and,
WHEREAS, Public Resources Code Section 15061(b)(3) (General Rule)
provi-des for exemption from environmental review in accordance with the California
Environmental Quality Act, and the project qualifies for this exemption; and,
WHEREAS, following the public hearing for the Historic Resource Designation
the Historic & Scenic Preservation Commission determined that approval of the
requested Historic Resource would be in the best interests of the public health, safety,
and general welfare.
NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC AND SCENIC
PRESERVATION COMMISSION OF THE CITY OF REDLANDS AS FOLLOWS:
Section 1. The Historic and Scenic Preservation Commission recommends to
the City Council that the proposed project is Exempt from the California Environmental
Quality Act per Section 15061(b)(3), and there is no substantial evidence of any
potentially significant impacts. The proposed application is limited to the historic
designation of the property located 440 Oriental Avenue as a historic resource, and will
in no way result in a significant effect on the environment.
Section 2. The Historic and Scenic Preservation Commission nominates the
property at 440 Oriental Avenue to be eligible to become a Historic Resource, pursuant
to Section 2.62 of the Redlands Municipal Code.
Section 3. The Historic and Scenic Preservation Commission recommends that
the City Council designate the property located at 440 Oriental Avenue as a Historic
Resource pursuant to Section 2.62 of the Redlands Municipal Code based on the
following criterion:
A. Section 2.62.170(A): "It has significant character, interest, or value as part of the
development, heritage or cultural characteristics of the city of Redlands, state of
California, or the United States."
The subject property meets this criterion. The CTSCW is individually eligible for
the National, California, and focal levels because it is closely associated with the
migration of thousands of individuals to Redlands during the city's rise in
popularity as a winter suburb for wealthy residents at the turn of the 20th century.
Originally constructed as a car barn for electric trolleys, it is unclear whether the
CTSCW ever served that purpose. As early as 1908 the CTSCW was identified
on Sanborn Maps as "storage of household goods, produce, etc.n and Sanborn
Maps from 1915 to 1935 identify it as a warehouse and stable for the Redlands
City Transfer and Storage Company. The City Transfer and Storage Company
had the "exclusive privilege of soliciting baggage on the Santa Fe trains," and
company agents would collect arriving passengers' baggage and belongings
from railway cars, store the belongings as long as needed in the warehouse, and
then deliver to the owners' residences upon request. The main office of the City
Transfer and Storage Company was located at 348 Orange Street, directly
across from the Santa Fe Depot, indicating the company's prominence in the
transfer and storage industry. There is record of five other transfer companies
with associated warehouses operating in Redlands during this time period;
however of those five, none of the warehouses are known to remain.
B. Section 2.62.170(D): "It is one of the few remaining examples in the city
possessing distinguishing characteristics of an architectural type or specimen."
The subject property meets this criterion. There is record of five other transfer
companies with associated warehouses operating in Redlands during this time
period, however of those five, none of the warehouses are known to remain. The
CTSCW is the only remaining transfer and storage warehouse in Redlands, and
has retained sufficient integrity to convey its association with the period of
significance. The CTSCW is of a utilitarian design that is aligned with its intended
and dominant historic function. While originally designed as a trolley car barn, the
oversized round -arched entryways at either end of the long rectangular brick
building and an open interior floor plan allowed moving trucks and trailers to drive
directly through the building for loading and unloading in dry and secure
conditions. The building was constructed by the Taylor Brick Company, which
was founded in Redlands 1903. The Taylor Brick Company is associated with the
construction of a number of important buildings including the Redlands Chamber
of Commerce building, nearby to the Santa Fe Depot.
Section 4. This Resolution is effective immediately upon adoption
