PROGRAM (HEAP) SUBCONTRACTOR AGREEMENT WITH INLAND TEMPORARY
HOMES
This first amendment ("First Amendment") to the agreement fol Homeless Emei gency Aid
Program ("HEAP") dated July 16, 2019 ("Agreement ) by and between the City of Redlands, a
municipal corporation ( `City"), and Inland Temporary Homes, dba Inland Housing Solutions, a
non-profit organization ("ITH"), is made and entered into this 26th day of March, 2020
RECITALS
WHEREAS, it is the desne of the City and ITH to amend their existing Agieement,
specifically to increase the amount of compensation by forty -foul thousand dollars (S44,000) and
to add additional services to be provided by ITH to include rental assistance 01 subsidies m support
of bridge housing m the form of motel vouchers,
NOW, THEREFORE, City and ITH agree as follows
AGREEMENT
Section 1 Section 2 of the Agreement, titled "Scope of Wolk," is hereby amended to read
as follows
A ITH will be responsible foi adiniiustering the Redlands Rapid Re -Housing Program
that includes a range of supportive services including bridge housing to individuals facing an
immediate homelessness crisis, housing navigation, case management, mental health counseling,
as well as housing related expenses, security deposits, rental assistance, and moving expense
assistance in a inannei satisfactory to City and is consistent with any standards requu ed as a
condition of City providing ITH with HEAP funds ITH shall comply with any and all Federal,
State, and local laws and reg lations, including the HEAP program and the HEAP Grant
Agreement between the City of Redlands and San Bernardino County
Section 2 Section 3 of the Agreement, entitled "Compensation and Payment," is hereby
amended to lead as follows
"A City shall pay ITH a "not -to -exceed" amount of four hundred and fourteen thousand
eight hundred eighty tluee dollars ($414,883)
D Reimbursement of allowable costs shall be made against the line item budgets specified
below, herein and in accordance with performance

authorized to act on behalf of a property owner "
Section 3 All other provisions of the Agieement shall remain unchanged by this First
Amendment and in effect
IN WITNESS WHEREOF, the parties have executed this First Amendment, to be effective
as of March 26, 2020
