A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
CONFIRMING THE CITY MANAGER/DIRECTOR OF EMERGENCY
SERVICES' PROCLAMATION OF EXISTENCE OF A LOCAL EMERGENCY
WHEREAS, section 2 52 100 of the Redlands Municipal Code empowers the Director of
Emergency Services/City Manager to proclaim a local emergency if the City Council is not in
session, and requires that the City Council shall take action to ratify the proclamation within
fourteen days thereafter, and
WHEREAS, on April 22nd a threat to the public health, safety and welfare aiose within
the City, caused by the failure of Well 30A and resulting in the loss of non-potable water supply
to many City and busmess green belts which encompass a large area including a part of
downtown area, Esri, Citrus Valley High School, portions of the Donut Hole, and Packing
House District, and
WHEREAS, the City Manager, acting as the Director of Emergency Services, issued a
proclamation declaring the existence of a local emergency within the City on the 22nd day of
April, a copy of which is attached hereto as "Exhibit "A," and
WHEREAS, because of the emergency nature of this well failure, there was insufficient
time to solicit comprehensive competitive bids foi the required emergency work, and
WHEREAS, nevertheless, staff i eviewed six (6) recently submitted bids for a similar
well repan project for which Layne Clistensen Company was determined to be the lowest
responsive and responsible bidder, and
WHEREAS, Layne Christensen Company has a City owned pump from a previous job
which staff determined could be used to make the needed repairs to Well 30A, ultimately saving
the City money, and
WHEREAS, based on the above facts, staff determined that the most efficient and
economical manoi of performing the emergency work would be to award a contract to Layne
Christenson Company, and
WHEREAS, the City Council does hereby find that the above described conditions of
extreme peril did warrant and necessitate the proclamation of the existence of a local emergency
and did warrant the issuance of emergency purchase order to Layne Christenson Company
without the solicitation of competitive bids,
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Redlands
that the Proclamation of Existence of a Local Emergency, as issued by the Director of
Emergency Services/City Manager, is hereby ratified and confirmed

BE IT FURTHER RESOLVED, that the local emergency shall be deemed to continue to
exist until its termination is proclaimed by the City Council of the City of Redlands
ADOPTED, SIGNED AND APPROVED this 5th day of May, 2020

PROCLAMATION OF THE EXISTENCE OF A LOCAL EMERGENCY
WHEREAS, section 2 52 100 of the Redlands Municipal Code empowers the Director of
Emergency Services to proclaim the existence or threatened existence of a local emergency when
the City is affected or likely to be affected by a public calamity and the City Council is not in
session,and
WHEREAS, the City Manager, as Director of Emergency Services of the City of Redlands,
does hereby find that
I. On April 22nd a threat to the public health, safety and welfare arose within the City,
caused by the failure of Well 30A and resulting in the loss of non-potable water supply to many
City and business green belts which encompass a large area including a part of downtown area, Esri,
Citrus Valley High School, portions of the Donut Hole,and Packing House District, and

immediately be called into session
NOW, THEREFORE, IT IS HEREBY PROCLAIMED that a local emergency now exists
throughout the City,and
IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of said local
emergency the powers functions and duties of the emergency organization of this City shall be those
prescribed by state law ordinances,and resolutions of this City,and by the City of Redlands'
Emergency Plan,and
IT IS FURTHER PROCLAIMED AND ORDERED that this local emergency shall be
deemed to continue to exist for the next seven clays and thereafter by ratification of the City Council,
until its termination is proclaimed by the City Council of the City of Redlands.
