A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING PRE -ANNEXATION AGREEMENT NO 20-01, RELATED TO
OUTSIDE CITY UTILITY CONNECTIONS FOR WATER AND SEWER SERVICE
FOR A SERVICE STATION AND CARWASH LOCATED AT THE SOUTHEAST
CORNER OF MENTONE BOULEVARD AND CRAFTON AVENUE WITHIN THE
UNINCORPORATED COMMUNITY OF SAN BERNARDINO COUNTY
WHEREAS, on February 07, 2020, Ramzi Dughinan filed an application foi Outside City
Case No 20-51 and Pie -Annexation No 20-01 with the City foi outside City utility connections
for a service station and carwash on a 1 3 acre parcel (APN 0298-412-01-0000) located at
southeast corner of Mentone Boulevard and Crafton Avenue in the unincorporated community of
San Bernardino County, and
WHEREAS, on February 20, 2020, the County of San Bernardino approved land use
entitlements foi the construction of a 2,920 square foot convenience store, 3,100 square foot gas
pump canopy, and a 4,419 square foot carwash and adopted a Mitigated Negative Declaration,
and
WHEREAS, on March 17, 2020, the City Council found that Outside City Case No 20-
51 was consistent with the City's General Plan and deterrnined the public health, safety, welfare
of the residents of Redlands would be served by the City's continued processing of the Outside
City Case application, determined that the City of Redlands was acting as a Responsible Agency
under the California Environmental Quality Act, and dnected staff to piepaie a Pre -Annexation
Agreement, and
WHEREAS, the subject property's land use designation m the 2035 General Plan is
Commercial, and the proposed project is consistent with the 2035 General Plan land use
designation,
WHEREAS, approval of the Pre -Annexation agreement is exempt from environmental
review under the California Environmental Quality Act ("CEQA") pursuant to Sections 15319
(Annexations of Existing Facilities and Lots for Exempt Facilities) and 15303 (New
Construction of Small Structures) of the CEQA Guidelines,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF REDLANDS AS FOLLOWS
SECTION 1 The City Council hereby detenmnes that approval of this Resolution is
exempt from review under the CEQA pursuant to State CEQA Guidelines Sections 15319 and
15303 pertaining to certain annexation projects and new construction of small structures
SECTION 2 The City Council hereby approves Pre -Annexation No 20-01 for the
provision of water and sewer service for the development of a service station and carwash
located at the southeast corner of Mentone Boulevard and Crafton Avenue in the unincorporated
community of San Bernardino County
