HomeMy WebLinkAbout8091RESOLUTION NO 8091 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS CALLING ON GOVERNOR NEWSOM AND THE STATE, LEGISLATURE TO SET A TIMETABLE AND BEGIN REOPENING BUSINESSES IN THE STATE OF CALIFORNIA AND PROVIDE ADDITIONAL FLEXIBILITY TO ALLOW INDIVIDUAL COUNTIES, REGIONS WITHIN COUNTIES, AND TYPES OF BUSINESSES WITHIN REGIONS TO REOPEN AT DIFFERING SPEEDS BASED ON A HIGH RISK/LOW RISK DETERMINATION WHEREAS, international, national, state, and local health and governmental authorities are responding to an outbreak of respiratory disease caused by a novel coronavirus named "coronavirus disease 2019," abbreviated COVID-19 ("COVID-19"), and WHEREAS, on March 4, 2020, the Governor of the State of California declared a state of emergency to make additional resources available, formalize emergency actions already underway across multiple state agencies and departments, and help the state prepare for broader spread of COVID-19, and WHEREAS, on March 13, 2020, the President of the United States of America declared a national emergency and announced that the federal government would make emergency funding available to assist state and local governments m preventing the spread of and addressing the effects of COVID-19, and WHEREAS, on March 17, 2020, the City Council adopted Resolution No 8065 proclaiming the existence of a local emergency pursuant to section 2 52 100 of the Redlands Municipal Code to set forth the applicable the powers, functions, and duties of the Director of Emergency Services and the Emergency Organization of the City as prescnbed by state law, ordinance, and resolutions of this City and by the City of Redlands' Emergency Plan to ensure an effective response to COVID-19, and WHEREAS, on March 19, 2020, the Governor issued Executive Order N-33-20 to implement directives developed by the State Public Health Officer that require all individuals living in the State of California to stay at their place of residence except as needed to maintain continuity of operations of the federal critical infrastructure and other essential sectors, and WHEREAS, the Centers for Disease Control and Prevention, the California Department of Public Health, and the San Bernardino County Health Officer have all issued recommendations and/or orders including but not limited to social distancing, staying home if sick, canceling or postponing large group events, working from home, and other precautions to protect public health and prevent transmission of this communicable virus, NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Redlands as follows Section 1 The City Council recognizes the contmued need to support thoughtful and strategic physical distancing measures, testing, contact tracing, and limits on large gatherings m 1 order to continue to effectively manage the COVID-19 disaster and protect the lives of Californians Section 2 The City Council equally recognizes this sudden and deep economic recession is having increasingly disastrous impacts on the lives of Cahformans If allowed to continue, this economic disaster will inevitably deepen the crisis of homelessness, raise poverty levels, increase crime and blight, and most greatly harm our State's most vulnerable populations Section 3 In order to continue to combat the COVID-19 pandemic while restartmg our State's economy and preventing further harm from both these disasters, it is critical that by May 22, 2020, we have a clearly defined, multi -phased plan for the re -opening of businesses in California This plan must include specific dates and timetables, not generalities Section 4 The State of California needs to provide additional flexibility within the State Health Order to allow mdividual counties, regions within counties, and types of busmesses within regions to reopen at differing speeds based on a high risk/low risk detennmation, as well as the appropriate health data metrics Section 5. The City Council is callmg upon Governor Newsom and our State Legislature to work with medical and business communities and define the plan together with all urgency, knowing that we all seek the good of our State and believing that together, we will be able to both bring the COVID-19 pandemic to an end and restart our economic engine so that businesses and families can thrive again Section 6 This Resolution shall be effective immediately upon its issuance Section 7 Copies of this resolution shall be sent to Governor Gavin Newsom, Congressman Pete Aguilar, Senator Mike Morrell, Assembly Member James Ramos, League of California Cities Executive Director Carolyn Coleman, and League of California Cities Regional Affairs Manager Laura Morales ADOPTED, SIGNED AND APPROVED this 19th day of May, 2020 ATTEST onaldson, City Clerk 2 Paul W Foster, Mayor I, Jeanne Donaldson, City Clerk of the City of Redlands, hereby certify that the foregoing resolution was duly adopted by the City Council at a regular meetmg thereof held on the 19th day of May, 2020 AYES Councilmembers Banch, Tejeda, Momberger, Mayor Foster NOES- Council Member Davis ABSENT None ABSTAINED None e Donaldson, City Clerk
