REDLANDS UNIFIED SCHOOL DISTRICT AND THE CITY OF REDLANDS
I . BASIC PURPOSE
Since worthwhile recreational activity contributes to the well-being
of individual, and in turn, to the progress of society, provision of
meaningful leisure opportunities can be properly recognized as a
governmental service. Consequently, both recreation/park and
education agencies have been delegated the responsibility for
providing the community with these leisure skills and opportunity.
In order to minimize duplication in the provision of these services,
and to maximize potential for quality programs, both agencies are
committed to cooperate with one another whenever feasible. This
cooperation will include ongoing communication for planning ..
implementing, and evaluation of cooperative community recreation
programs.
MECHANISM FOR IMPLEMENTING OF SPECIFIC COOPERATIVE VENTURES
A. Basic Organization Committee
1. Membership
a. The City Council of the City of Redlands
b. The Board of Education of the Redlands Unified School
District
c. Selected administrative staff of the Redlands Unified
School District
d. Selected administrative staff of the City of Redlands
e. Parks Commission of the City of Redlands
f. Recreation Commission of the City of Redlands
2. Duties
a. Review all plans for acquisition or development of
school or park sites.
b. Make recommendations to agency governing board for
cooperative programs.
c. Identify and coordinate other public resources. Inform
the public of availability of community resources and
encourage support.
d. Coordinate community resources by promoting:
1. Greater use and sharing of human talents and
resources.
2. Learning and enrichment opportunities for all ages.

4. Improved community, school, and recreational/park
relationship.

5. Increase interagency coordination and cooperation.
6. Increased citizen involvement in the learning and
leisure decision-making process.
B. Division of Costs
1. Before any joint acquisition, development , or program
implementation , a cost analysis listing benefits and
responsibilities will be reviewed by the joint committee.
2. The administrative staffs will agree on the division of
costs, based on the community needs analysis and agency
resources,
3. Regular reports evaluating the cooperative effort and its
budget will be reviewed by the joint committee.
C. Personnel
Decisions will be made by the administrative staff of both
agencies about supervisorial responsibilities for cooperative
joint use of facilities.
IN WITNESS WHEREOF the parties hereto have caused this Philosophical
Agreement to be executed by their respective duly authorized officers.
ADOPTED, SIGNED AND APPROVED this 2nd day of September
1986.
