PROFESSIONAL ENVIRONMENTAL CONSULTING SERVICES FOR A
PRIVATE PROJECT
This first amendment ("First Amendment") to the agreement dated the 24th day of
February, 2020 by and between the City of Redlands, a municipal corporation ("City") and Lilbum
Corporation ("Consultant"), is made and entered into this 18th day of June, 2020
RECITALS
WHEREAS, it is the desire of City and Consultant to amend Article 2 1 of the Agreement
as more particularly described in Exhibit "A," (Additional Scope of Services), which is attached
hereto by and incorporated herein by reference, and
WHEREAS, it is the further desire of City and Consultant to also amend Article 5 1 of the
Agreement to increase the total compensation payable to Consultant by the amount of one
thousand two hundred forty dollars ($1,240),
NOW, THEREFORE, City and Consultant agree as follows
AGREEMENT
Section 1 Section 2 1 of the Agreement, titled "Services of Consultant," is hereby
amended to read as follows
"2 1 The Services that Consultant shall perform are more particularly described in
Exhibit "A," titled "Additional Scope of Services," which is attached hereto and incorporated
herein by reference Consultant shall complete the Services on or before February 24, 2021 "
Section 2 Section 5 1 of the Agreement, titled "Payment to Consultant," is hereby
amended to read as follows
"5 I The total compensation for Consultant's performance of the Services shall not
exceed the amount of thirty four thousand one hundred sixty dollars ($34,160) City shall pay
Consultant on a time and materials basis up to the not to exceed amount, in accordance with Exhibit
"A" titled "Additional Scope of Services " Exhibit "A" is attached hereto and incorporated herein
by this reference "
Section 3 All other provisions of the Agreement shall remain unchanged by this First
Amendment and in effect

IN WITNESS WHEREOF, the parties involved have executed this First Amendment to be
effective on June 18, 2020.

SUBJECT. Change Orden Request to Conduct LSSA assessment to Include in Initial
Study for CRA 912 —Multi -Tenant Industrial Warehouse Project
Dear Ms Torres
Lilbtrn Corporation has prepared this Change Order Request No I to amend our existing
Agreement with the Cit; to provide additional analysis for the subject project's CEQA document
The City has requested that we conduct a Lind Evaluation and Site Assessment (7 FSA.) to
determine significance of impacts and timtigation for the Project s impact to Prime Farmland
which applies to the southern portion of the Project Site
The Land Evaluation and Site Assessment (LESA) Model is a point -based approach for rating the
relative importance of agricultural land resources based upon specific measurable features The
California LESA Model was developed to provide lead agencies with an optional methodolog's to
enure that potentially significant effects on the environment of aencultural land conversions are
quantitatively and consistently considered in the envrorinnental review process (Public Resources
Code Section 21095) including CEQA reviews
The California knriculteral l .FSA Model evaluates measures of soil resource quality a given
project's size water resource availability surrounding agricultural lands and sirroundine
protected resource lands For a given project the factors are rated, weighted, and combined,
resulting m a single numeric score The project score becomes the basis for mating a
determination of a project s potential significance
The LESA Manual, produced m 1997 will be used by Lilburn Corporation The Manual provides
detailed instructions on hone to utilize the California LESA Model and includes worksheets for
applying the Model to specific projects This process provides a rational. consistent. sound basis
for nnt-mg land use decisions
The additional cost for completing this work and coordination with the State DOC for
deternuning appropriate mitigation via either establishment of a conservation easement of
payment of fees into an established farmland protection program or agricultural conservation
bank
