A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS,
CALIFORNIA SETTING PRIORITIES FOR FILING A WRITTEN ARGUMENT
REGARDING A CITY MEASURE
WHEREAS, a General Municipal Election is to be held on Tuesday, November 3, 2020
pursuant to Resolution No 8072, adopted June 2, 2020
WHEREAS, on July 7, 2020, the City Council of the City of Redlands authorized the
submission of an ordinance proposing the imposition of a transactions and use tax (a general tax)
at the rate of one percent (1 0%) to the qualified voters of the city of Redlands at the General
Municipal Election to be held on November 3, 2020, 1n the form of the following question.
"To provide fundmg for safety services, fire protection, paramedics, 911 emergency
response, addressing homelessness, police patrols and crime prevention, mamtammg
library services, parks, sidewalks and roads, keeping public areas well-maintained and
other general services, shall the City of Redlands' measure establishing a one -cent sales
tax be adopted, providing $10 7 million annually for city services until ended by voters,
requiring a citizen oversight committee, independent audits, and all funds controlled
locally?"
NOW, THEREFORE, the City Council of the City of Redlands, California, does hereby
resolve, declare, determine, and order as follows
Section 1 That on behalf of the City Council, the City Council authorizes Mayor Paul
W Foster to prepare, sign and file, along with four other qualified person, a written argument 1n
favor of the City measure m accordance with the California Elections Code, and to change the
argument until and including the date fixed by the City Clerk after which no arguments for or
against the City measure may be submitted to the City Clerk.
Section 2. That the last day for receipt ofprimary arguments for or against the initiative
ordinance, not exceeding 300 words, has been established at 5 00 P M. on August 17, 2020, 1n the
City Clerk's Office, Civic Center, 35 Cajon Street, Suite 4, Redlands, California, and signed by
each proponent and by each author, if different, of the argument in conformance with provisions
of Section 9600 of the California Elections Code Arguments may be changed or withdrawn by
their proponents at any time prior to and mcluding the final date fixed for filmg arguments
Section 3. That pursuant to Sections 9220 and 9285 of the California Elections Code,
when the City Clerk has selected the arguments for and against the measure which will be prmted

and distributed to the voters, the City Clerk shall send copies of the argument m favor of the
measure to the authors of the argument against, and copies of the argument against to the authors
of the argument in favor The authors may prepare and submit rebuttal arguments not exceedmg
250 words Rebuttal arguments shall be printed in the same manner as the direct arguments Each
rebuttal argument shall immediately follow the direct argument which it seeks to rebut
Section 4 That the last day for receipt of rebuttal arguments not exceeding 250 words
has been established as 5 00 P M on August 21, 2020, m the City Clerk's Office, Civic Center, 35
Cajon Street, Suite 4, Redlands, California, and signed by each proponent and by each author, if
different, of the rebuttal argument in conformance with the provisions of Section 9600 of the
California Elections Code Rebuttals may be changed or withdrawn by their proponents at any
time prior to and mcludmg the final date fixed for filing rebuttals
