HomeMy WebLinkAbout7945RESOLUTION NO. 7945 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ADOPTING A ROAD REPAIR AND ACCOUNTABILITY ACT PROJECT LIST FOR THE 2019-2020 FISCAL YEAR WHEREAS, Senate Bill 1 (SB1), the Road Repair and Accountability Act of2017 (Chapter 5, Statutes of 2017), was passed by the Legislature and signed into law by the Governor in April 2017 to address the significant multi -modal transportation funding shortfalls statewide; and WHEREAS, SB1 includes accountability and transparency provisions that will ensure the residents of City of Redlands (City) are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the City must include a list of all projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1 by resolution, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement; and WHEREAS, the City will receive an estimated $1 178,410 in RMRA funding in Fiscal Year 2019-20 from SB1 and WHEREAS, the City will utilize an estimated $400,000 remaining RMRA funding from Fiscal Year 2017 18, and $1 159,949 from Fiscal Year 2018-19 and combine with Fiscal Year 2019-20 funds from SB 1 and WHEREAS, this is the third year in which the City is receiving SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1 and WHEREAS, the City used the Pavement Management Program (PMP) to develop the Pavement Accelerated Repair Implementation Strategy (PARIS) to detennine the SB1 project list and ensure revenues are being used on the most high-priority and cost-effective projects that also meet the communities priorities for transportation investment; and WHEREAS, the funding from SB1 will supplement other funding to rehabilitate approximately 57 lane miles throughout the City in the 2019 PARIS project; and WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety investing in complete streets 1 I:\Resolutions\Res 7900-7999\7945 -Adopting a Road Repair and Accountability Act 19-20FY.docx infrastructure, and using cutting-edge technology, materials and practices, will assist the City m continuing to fund the City's PARIS program, NOW, THEREFORE, be it resolved by the City Council of the City of Redlands as follows Section 1. The foregoing recitals are true and correct Section 2 The following previously proposed and adopted project list attached hereto as Exhibit "A" may utilize fiscal year 2019-20 Road Maintenance and Rehabilitation Account revenues m their delivery With the relisting of these projects m the adopted fiscal year resolution, the City is reaffirming to the public and the State its intent to fund these projects with Road Mamtenance and Rehabilitation Account Revenues 2019 PARIS Resurfacing Project (1741-1988) will rehabilitate approxunately 57 lane miles on various streets in the City of Redlands The project is anticipated to begin construction in late 2019, with an estimated construction timeline of 6 months, and an estunated project life of at least 10 years Section 3 Adoption of this Resolution has no environmental impact and therefore such action is exempt from review under the California Enviromnental Quality Act ("CEQA") inn accordance with State CEQA guidelines section 15061
