PROTECT OBJECTIVES
1. To participate in DUI roll call training classes for officers and clerical personnel selected to participate in
operational phase by December 19, 2003.
2. To collect OTS baseline DUI data from two base year periods,December 19, 2002 thru January 4, 2003,
and from June 25, 2003 thru July 10, 2003, by December 1, 2003 (OTS-137a and OTS 137b)
3. To conduct at least 2 DUI Checkpoints during first operational period (December 19, 2003 thru January q
2004)
4. To report to OTS DUI checkpoint enforcement data and corresponding 6e year DUI

police officer issue a specified or predetermined number of citation in pursuance of the obligation.
METHOD OF PROCEDURE
Operational Plan
Phase I Preoperational Data Collection (October 1, 2003-December 19, 2003)
Base year data will be collected by existing staff for the two enforcement ods
January 4, 2004 and June 25, 2003 thru July 10, 2003) identified for DUI checkpoint enforcement(OTScember 19, 2003 -13 7a
and OTS-137b).
Phase II Personnel Selection and Training(October 1, 2003 —December 19, 2003)
It is anticipated that a predetermined number of supervisors, uniformed officers, and clerical staff, communit
service officers or lab Technician will staff each DUI Checkpoint on an overtime basis. Any roll call DLJI y
Checkpoint Training needed must be provided by the applicant agency. (N

OVERTIME CHECKPOINT COSTS
The applicant agency will receive a flat rate of $ 6,882.00 per checkpoint for conducting a minimum of 4 DUI
checkpoint during the periods from December 19, 2003 through January 4, 2004, and from June 25, 2004
through July 10, 2004. This checkpoint compensation is based on the following minimum criteria. Each
checkpoint will be operational for a minimum of 6 hours and will be staffed on an overtime basis only, by a
minimum of 11 sworn personnel, 1, of which will be supervisory level, and 5 non-sworn personnel.
This flat rate was calculated based on the average hourly overtime salary costs including benefits of the
following:

#1 sworn (supervisory) @ $74.56 per hour
#5 non-sworn @ $ 30.38 per hour

TERMS AND CONDITIONS
It is understood and agreed by the Project Director and Authorizing Official that any grant
received as a result of this Agreement is subject to all federal and state regulations governing
grants and to those controls expressed in the California Tr

4. All documentation required to request a project revision (i.e., time extensions, budget
category changes, and etc.) must be submitted to OTS prior to the effective date of change(s).
For example: OTS will not consider a request for a grant period time extension unless
necessary paperwork is submitted prior to the existingall
