SUBJECT: APPROVE FIRST AMENDMENT TO CAL-ID CONTRACTS WITH VARIOUS CITIES
RECOMMENDATION:
Approve First Amendments to CAL-ID Contracts with the following
Cities:
City of Grand Terrace 90-1308 Al
City of Hesperia 90-1309 Al
City of Needles 90-1313 Al
City of Rancho Cucamonga 90-1315 Al
City of Redlands 90-1316 Al
REASON FOR RECOMMENDATION:
By Board of Supervisor Action on May 7, 1990, the County of San Bernardino
entered into Agreement #90-449 with the County of Riverside to operate the
CAL-ID System through the Remote Access Network (RAN) Board. One of the
terms of this Contract provides for each County to establish agreements with
their respective Cities and Towns for participation in the CAL-ID Program.
These Agreements also provide for the Auditor/Controllers office to collect
the participation fees, and specify the method by which fee calculation is
accomplished.
These Amendments clarify the language of the contracts in respect to the
amounts allocated to the various cities and towns within the County.
REVIEW BY OTHER DEPARTMENTS:
These Amendments have been reviewed and approved as to form by Deputy County
Counsel Susan A. Hopkins.

FINANCIAL DATA:
The Cities and Towns pay the system cost not funded by the State based on
the city or town's population. The Auditor/Controller collects the payments
for deposit in the Trust Account. No net cost to the County.

determination of satisfactory performance and cause for termination, other terms and conditions, and attach plans, specifications, and addenda, if any.)
FIRST AMENDMENT
Paragraph Two of County Contract Number 90-1316 , is hereby amended effective
July 1, 1992, to read as follows:
2. It is agreed that the total costs applicable to the San Bernardino County
area for the Regional Systems which are not paid by the State and the total costs for
the local subsystems within San Bernardino County which are not paid by the State
shall be allocated to each user within San Bernardino County based on the user's
percentage of the total population of all users within the County of San Bernardino.
The population of COUNTY for allocating COUNTY costs based on population shall be the
population of the unincorporated area of the COUNTY. The population figures used for
allocating annual costs to all users for any given fiscal year shall be the State of
California Department of Finance Population Estimates available six months prior to
the beginning of said fiscal year. The costs for the Regional Systems shall be
consistent with the budgets approved by the Regional and Local RAN Boards. The costs
for the local subsystems for the San Bernardino County area shall be consistent with
the budget approved by the local RAN Board and the Board of Supervisors of COUNTY.
Except for this amendment, all other provisions of said contract remain as stated
therein.
