AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTER
12.56 OF THE REDLANDS MUNICIPAL CODE RELATING TO OPERATIONS
OF THE REDLANDS MUNICIPAL AIRPORT
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS
Section 1. Chapter 12.56 of the Redlands Municipal Code relating to the City of
Redlands Municipal Airport is hereby amended to read as follows:
`12.56.010: PURPOSE AND AUTHORITY
The purpose of this chapter is to establish policies and procedures to be followed by persons
operating aircraft, ground vehicles, and equipment on and in the vicinity of the Redlands Municipal
Airport both in the air and on the ground. The City's Facilities and Community Services Director
(hereinafter `Director") and his or her authorized designees, shall have authority for the oversight
and operations of the Redlands Municipal Airport. Deviations from these policies and procedures
are permitted only during periods of emergency or as approved by the Director.
12.56.030: PERMITTED ACTIVITIES GENERALLY
With the exception of properly authorized special activities, all airport facilities are provided for
the primary purpose of promoting commercial, general, private and recreational flying activities.
The airport shall be open for these uses at all reasonable hours of the day and night, subject to
restrictions created by special events, emergencies, or like causes so designated by the Director.
12.56.040: PROHIBITED ACTIVITIES.
The airport shall not be used as a base for conducting commercial and business activities, for the
carrying for hire of passengers, freight, express or mail, for instruction in aviation in any of its
phases, for the sale of fuels, refreshments or any commodity or service or for any other commercial
purpose unless a lease, permit or license to conduct such business has been granted by the City
No signs, posters or other advertising material will be posted or distributed on airport property
without prior approval from the Director.
12.56.050: DAMAGE TO FACILITIES.
Damage to airport facilities, buildings, or other City properties must be reported immediately to
the Director. Repair or replacement cost will be levied against the party deemed responsible.

12.56.080: AUTHORITY OF DIRECTOR TO SUSPEND FLIGHTS AND CLOSE AIRPORT
The Director may restrict or suspend any or all flight operations and/or close the airport when
required in the interest of safety military need or special circumstances. Closure shall be
accompanied, as appropriate, with the issuance of FAA notices to persons using the airport and
notice to appropriate Air Traffic Control agencies, with such persons and agencies receiving
similar notices of the re -opening of the airport.
12.56.090: USE OF INTOXICATING LIQUOR OR DRUGS.
No person shall operate or assist in the operation of any aircraft while illegally under the influence
of, or using, any intoxicating liquor or habit forming or hallucinatory or narcotic drug. No alcoholic
beverage may be consumed or sold on the airport unless the City Council shall have approved and
designated the place for the sale and consumption thereof.
12.56.100• CERTIFIED AIRCRAFT AND PERSONNEL REQUIRED•
Only properly licensed aircraft, operated by properly licensed personnel or aircraft operating under
part 103 of the Federal Aviation Regulations are authorized on the airport landing areas or areas
designated for aircraft taxiing and parking
12.56.110• AIRCRAFT TAXIING REGULATIONS
No person shall taxi any aircraft unless there will be no danger of collision with any person or
object. Aircraft shall taxi at a safe speed and will be under complete control at all times. No taxiing
shall be done except on areas designated for taxiing.
12.56.160: TRAFFIC PATTERN OPERATIONS
Aircraft shall enter into the traffic pattern in compliance with the Aeronautical Information Manual
(AIM) or as listed in the Federal Aviation Administration Aeronautical Information Services Chart
Supplement.
12.56.200: REPAIR AREAS.
Except in an emergency no aircraft shall be permitted to remain on any part of the taxiway landing
or takeoff area for the purpose of repairs. All repairs shall be effected at places designated therefor.

12.56.220: ENTRANCE OR EXIT OF AIRPLANE FROM HANGAR.
No aircraft shall be taxied into or out of any hangar. Approved power operated industrial trucks
maybe used to move aircraft into, about and out of hangars. Aircraft engines shall not be operated
within hangars, but may be turned over during servicing operations.
12.56.230: AUTHORITY OF DIRECTOR TO MOVE AIRCRAFT
Upon the direction of the Director, when required for public health, safety or welfare, or the proper
operation of the airport, the operator, owner or pilot of any aircraft on the airport shall move the
aircraft to any place designated on the airport; if the operator, owner, or pilot refuses to comply
with the directions, or the operator, owner, or pilot cannot be located after a reasonable effort has
been made to do so, the aircraft may be moved to such place at the owner's expense and without
liability for any damage that may result from such moving.
12.56.240: DIRECTOR APPROVAL REQUIRED TO STORE MATERIALS.
No ladders, cans, boxes, etc. of any nature may be left in tie -down areas without prior approval of
the Director.
12.56.250: ACCIDENTS; REMOVAL OF DAMAGED AIRCRAFT
12.56.260: ACCIDENTS, REPORT
Accidents of any nature occurring on the airport shall be reported as soon as practicable to the
Director together with names and addresses of persons involved and witnesses.
12.56.270: SECURING OF UNATTENDED AIRCRAFT
No aircraft shall be left unattended unless properly tied down, chocked or placed in a hangar.
12.56.280. REGISTERING AIRPORT BASED AIRCRAFT
Any person electing to base their aircraft on the airport shall register the aircraft with the Director.
Change of ownership or removal of the aircraft from the airport shall not relieve the registered
owner from payment of applicable fees unless prior written notice is given.
12.56.290: PARKING OF TRANSIENT AIRCRAFT
Transient aircraft shall be parked only in designated transient parking areas.
12.56.300• AIRCRAFT PARKING FOR AIRPORT TENANTS

Airport tenants shall park aircraft owned by them, in their use, or in their custody, only on approved
parking areas leased by them.
12.56.310: VEHICLES, OPERATION ALLOWED WHERE.
Unless authorized in writing by the Director, or his or her designee, no motor driven vehicles shall
be operated on the airport, except on roadways, in vehicle parking areas, or in places that are
designated for such vehicles. Motor driven vehicles operated on the airport shall be appropriately
licensed and shall comply with the insurance requirements imposed by the state of California for
the operation of motor driven vehicles on the public street. Any operator of a motor driven vehicle
on the airport, if requested by the Director, shall furnish evidence of compliance with state of
California insurance requirements.
12.56.320: VEHICLES, NEGLIGENT OPERATION PROHIBITED
12.56.330: VEHICLES, YIELD OF RIGHT OF WAY TO AIRCRAFT
All pedestrians and vehicles shall always yield the right of way to aircraft on the ground or in the
process of landing or taking off. No motor vehicles, bicycles, scooters, or pedestrians shall be out
on the runway or parallel taxiway However, this shall not apply to vehicles used for airport
emergencies, service work or for periodic runway and taxiway pavement checks/inspections. The
drivers of all such vehicles must obtain permission from the Director for these operations. All
vehicles operating in the runway safety area, runway and taxiway shall be properly marked and
equipped with a two-way radio enabling communication with the airport CTAF frequency This
operators must be familiar will the FAA s Guide to Ground Vehicle Operations. The Director shall
cause a FAA notice to airmen for these vehicle operations if deemed appropriate.
12.56.340• VEHICLES, PARKING:
Vehicles on the airport shall only be parked in areas so designated for such purpose. Fuel and
service vehicles owned and operated by fixed base operators may be parked in their leased areas.
Aircraft owners who rent tie -down or hangar space may be permitted to park vehicles within that
tie -down or hangar space. No motor driven vehicle shall be left unattended in any area designated
as a taxiway between hangar rows that may block or restrict the taxiing of aircraft.
12.56.350: VEHICLES BEARING FLAMMABLE MATERIALS.
12.56.360: VEHICLES, ILLEGAL PARKING:

Illegally parked vehicles may be issued parking violation citations or moved by towing to
designated tow yards. A charge for such towing will be levied and the City shall not assume any
towing charges or liability for damage while moving such vehicles. Recreational vehicles and
motorhomes can only be parked in designated parking areas for short periods. Spending the night
in such vehicles while parked at the airport is prohibited. Exceptions for security or in support of
firefighting activities may be allowed with prior approval from the Director. All other vehicles that
are not parked in hangars or tie -downs shall be parked only in designated areas for no more than
72 hours.
12.56.370: FIRE REGULATIONS.
A. No aircraft shall be fueled or drained while the engine is running or while the
aircraft is in a hangar.
B During all fuel operations the aircraft and appurtenances used in fueling shall be
grounded by an approved method
C. Passengers shall deplane from any aircraft being fueled unless an attendant is
stationed at the cabin door during such operation.
D Personnel engaged in fueling operations shall exercise care to prevent overflow of
fuel.
E. Smoking or the lighting of any open flame shall be prohibited within fifty feet (50
of any fuel operation.
F Refueling vehicles shall not refuel aircraft within any hangar.
G. Flammable liquid type fire extinguishers shall be within ready reach of personnel
engaged in fuel operations.
H. No electrical or radio equipment shall be operated during fuel operations.
I. All fuel dispensing equipment shall be kept in a safe and nonleaking condition.
J No aircraft shall be started when there is fuel on the ground, under or near the
aircraft.
K. Hangar floors shall be kept clean and free from oil, and no flammable solvent shall
be used for cleaning purposes in shops, hangars or other buildings unless such operations are
conducted in open air, or in a room specifically set aside for that purpose, which room must be
properly fireproofed and equipped with adequate and readily accessible fire extinguishing
apparatus.
L. No boxes, crates, rubbish, paper, or other litter shall be permitted to accumulate on
the airport or in any hangar, and all oil, paint, dope, and varnish containers shall be removed from
hangars immediately upon being emptied.
M. Degreasing of aircraft and/or aircraft engines shall be permitted only in
maintenance shops or in areas so designated.
N. No material of any nature shall be stored in such a manner so as to constitute a fire
hazard.
O Lessees of hangars or other airport areas shall provide suitable metal receptacles
with hinged lid for the storage of oily waste rags and other flammable rubbish.
P No smoking shall be permitted in any hangars where it is hazardous to do so or
where no smoking signs are posted.
Q The fixed base operator and his sublessees, shall maintain, in proper working order,
adequate and readily accessible fire extinguishers in accordance with City fire department

requirements. Extinguishers shall carry a tag showing date of most recent inspection.
R. Hangar entrances shall be kept sufficiently clear to permit ready access to buildings
to combat fires
S. The storage, handling and use of all flammable liquids shall be in accordance with
the fire code of the City
T Whenever the provisions of City ordinances, or state and federal laws are not
applicable for any reason to any situation involving the protection of persons and property from
the hazards of fire and explosions, the materials, methods of construction, installations, practices
or operation necessary to provide such protection shall be in accordance with nationally recognized
and accepted standards.
12.56.380: LANDING FEES
12.56.390• TIE DOWN AND HANGAR FEES
A. Monthly tie down, transient tie down and hangar rental fees on City land not leased
to base operations will be as established by the resolution of the City Council.
12.56.400: LIABILITY OF CITY
12.56.410: VIOLATION, PENALTY
Unless a different penalty is prescribed for violation of a specific provision of this chapter, every
act prohibited or declared unlawful, and every failure to perform an act made mandatory by this
chapter, is punishable as a misdemeanor. Every person who causes, aids, abets, or conceals a
violation of this chapter is guilty of violating this chapter. Each person, firm or corporation shall
be deemed guilty of a separate offense for each day or portion thereof during which any violation
of any provision of this chapter is committed, continued or permitted by such person, firm, or
corporation and shall be punishable therefor as provided in this chapter. The remedies provided by
this chapter are cumulative and in addition to any other remedies available at law or in equity All
violations of this chapter, at the discretion of the City shall be punishable misdemeanors.

Section 2 The Mayor shall sign this ordinance and the City Clerk shall certify to the
adoption of this ordinance and shall cause it, or a summary of it, to be published once in the
Redlands Daily Facts, a newspaper of general circulation within the City, and thereafter, this
ordinance shall take effect in accordance with law
