HomeMy WebLinkAbout7711RESOLUTION NO 7711 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING PROCEDURES FOR THE NAMING OF CITY PARKS, BUILDINGS, STREETS AND OTHER PUBLIC FACILITIES AND RESCINDING RESOLUTION NO 7607 WHEREAS, the City Council authorized the formation of a committee to assist the City Council in developing a uniform and equitable policy and process for considering names for City parks, buildings, streets and other City public facilities; and WHEREAS, after numerous meetings, research and thorough discussion, the committee recorrunended that the City Council adopt a Parks and Public Facilities Naming Policy to establish procedures for naming and renaming City parks, buildings and public facilities; and WHEREAS, the procedures established by this resolution incorporate, and expand upon, the recommendations of the committee for naming and renaming City parks, buildings and other public facilities; NOW THEREFORE, be it resolved by the City Council of the City ofRedlands as follows: Section 1. Eligible Facilities: A. Any City park, building, or other public facility may be considered for naming under the procedures established by this resolution. However, for purposes of this resolution, City -owned and designated passive 'Open Space' shall not be considered a City park and shall not be subject to this resolution's naming procedures. B. Except for extraordinary reasons, no City park, building or other public facility which has been officially named in recognition of a person or entity will be renamed out of respect for the reason such existing name was granted. C. The naming and renaming of City streets shall be in accordance with the procedures established by California Streets and Highways Code Section 5026. D Any City park, building or other public facility located within the City that is owned by another public agency is ineligible for naming under the procedures established by this Resolution. Any person may initiate a proposal for naming a City park, building or other public facility by completing an application/nominating form (a copy of which is attached to this Resolution as Exhibit A '), making payment of the applicable fee, and filing such form with the City Manager, or the City Manager s designee. The fee shall be established by Resolution of the City Council. B. Any City advisory commission or committee having appropriate jurisdiction, may initiate a proposal for naming a City park, building or other public facility by notifying the City Manager, or the City Manager's designee, of such proposal; or C. Any member of the City Council may initiate a proposal for naming a City park, building or other public facility by causing the rnatter to be placed for consideration on an agenda for a regularly scheduled meeting of the City Council. Section 3. Naming Process: A. All application/nomination forms shall be referred to any City advisory commission or committee having appropriate jurisdiction with respect to the City parks, building or public facility B. The City Council members shall concurrently be provided with copies of all application/nomination forms upon referral to a City advisory cornmission/conunittee. C. Within thirty (30) days of receipt, the advisory commission or committee shall review the application/nomination fonn and make its recommendation to the City Council. Section 4. Criteria for Naming Parks, Buildings and other Public Facilities: A. Priority shall be given to naming a City park, building or other public facility after its geographical location, a recognizable theme, its historic significance, or geological features associated with the park, building or public facility B. City parks, buildings or other public facilities may be named for a person or entity who has made a significant contribution to the Redlands community provided such person shall be deceased for at least three (3) years prior to designating his or her name for a park, building or other public 2 l:kclerk\RLso1utions\RO 7700-7799\7711.Naming.do facility, unless waived by the City Council, or for a person, organization or business that has contributed more than fifty percent (50%) of the cost of construction, acquisition, or long-term maintenance of a park, building or public facility Section 5 This resolution shall become effective immediately upon its adoption Section 6.
