HomeMy WebLinkAbout7352RESOLUTION NO 7352 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE REDLANDS MUNICIPAL CODE WHEREAS, pursuant to studies made under the authonty of Title 10 of the Redlands Municipal Code, and the presentation of information contained in such studies, the City Council of the City of Redlands has determined that certain traffic regulations are necessary to protect the public health, safety and welfare and should be established pursuant to Title 10 of the Redlands Municipal Code, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS as follows Section 1 Pursuant to Section 10 24 010 of the Redlands Municipal Code, a traffic engmeenng mvestigation (Engmeenng and Traffic Survey and Speed Survey Data sheets), attached hereto as Exhibit "A" and made a part thereof, has been conducted for the following highways and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic, and are reasonable and safe Highway Cajon Street Date of Study June 12, 2013 Speed Limits as follows 25 mph on Cajon Street between Citrus Avenue and Fern Avenue 30 mph on Cajon Street between Fern Avenue and Highland Avenue 35 mph on Cajon Street between Highland Avenue and Garden Street Section 2 The City Engineer of the City of Redlands is hereby directed to perform such acts as are necessary to effectuate this Resolution Section 3. June 12, 2013 RECOMMENDATIONS. The California Manual on Uniform Traffic Control Devices (CAMUTCD) and the California Vehicle Code (CVC) Section 627 establishes current procedures for establishing speed limits on local streets. The current criteria states that the posted speed limit may be reduced by 5 mph from the nearest 5 mph increment of the 851h percentile speed also known as the critical speed where an engineering study indicates the need for a reduction in speed to match existing conditions with the traffic safety needs of the community There were a total of 23 reported midblock accidents on Cajon Street from Citrus Avenue to Garden Street from 2005 to 2010 Accident rate = (number of midblock accidents per year x 106)1(24 hour volume x 365 x length x number of years) The traffic accident rate on Cajon Street is as follows. Citrus Avenue to Garden Street = (23 x 106) / (4564 x 365 x 1 40 x 5) = 1 97 The expected accident rate for a two lane urban roadway is 1 98 The calculated accident rate is below the expected accident rate for this roadway. The existing posted speed limit on Cajon Street from Citrus Avenue to Fern Avenue is 25 mph The area is located in a business district with a few residences scattered throughout By definition of CVC Section 22352.a.2 A the speed limit is 25 mph and should be maintained as such The existing posted speed limit on Cajon Street from Fern Avenue to Highland Avenue is 30 mph The area is composed of mixed residential, a senior living community and small businesses with an elementary school and one midblock crosswalk The survey results are as follows Between Fern Avenue and Highland Avenue - Critical Speed — 35 1 mph Average Speed — 31.4 mph Pace Speed — 27-36 mph The 85 percentile speed rounds off to 35 mph for these street segments It is recommended that these segments from Fem Avenue to Highland Avenue be further reduced by 5 mph to 30 mph due to the local pedestrian and walking school children volume that occurs within this segment as well as the collision rates in the surrounding intersections. In a five year span there were a reported fourteen accidents in the Cajon Street/Fern Avenue intersection and eleven accidents in the Cajon Street/Cypress Avenue intersection Taking the above facts into consideration a speed limit of 30 mph would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner The existing posted speed limit on Cajon Street from Highland Avenue to Garden Street is 30 mph The area has some residential on the north side with a park on the south side and no sidewalk south of Highland Avenue The survey results are as follows Between Highland Avenue and Garden Street - Critical Speed - 38 0 mph Average Speed - 33 1 mph Pace Speed -- 28-37 mph The 85 percentile speed rounds off to 40 mph for this street segment It is recommended that this segment from Highland Avenue to Garden Street be further reduced by 5 mph to 35 mph The current speed limit on Garden Street is 35 mph The area is bounded by a popular City park and no sidewalks, without sidewalks it is not readily apparent to motorists to watch out for pedestrians Taking the above facts into consideration a speed limit of 35 mph would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner.
