By signing the Award Document to accept this Technology initiative grant,your agency agrees to abide by the following grant conditions:
I. the grantee agrees to comply with the COPS statute(42 U.S.C. vj3796dd),OMB Circulars A-87,A-21,A-122 or the Federal Acquisition Regulations,as
applicable(governing cost principles);OMB Circulars A-102`(28 C F R Part 66)or A-I10(28 C.F.R.Part 70),as applicable(Uniform Administrative Requirements
for Grants and Cooperative Agreements);OMB Circular A-133(governing audits),acid with all applicable program requirements;'laws,orders,regulations,or
circulars.
2. The grantee agrees to comply with the Assurances and Certifications forms that were signed and submitted as part of its Technology Initiative application.
3. Thia grantee acknowledges that the funding under this project is for the payment of approved costs for the continued development of technologies and automated
systems to assist state and local law enforcement agencies in investigating,responding to and preventing crime. The allowable costs are limited to those listed on the
budget clearance memorandum,included in your agency's award packet.
4. The grantee acknowledges that Technology Initiative grant funds must be used to supplement,and not supplant;state,local or Bureau of Indian Affairs funds
already committed for the grant purpose(hiring,training,purchases,and/or activities)that would exist in the absence of the grant.
5. 1'he grantee acknowledges that it may request an extension of the grant award period to receive additional time to implement its grant program,and that such
extensions do not provide`addttional funding. Only those grantees that can provide a reasonable justification for delays will be granted no-cost extensions.
6. The grantee acknowledges that all grant modification requests must be approved,in writing,by the COPS Office prior to their implementation. The COPS Office
will not approve any modification request that results in an increase of federal funds.
7_ The grantee acknowledges that the COPS Office may conduct monitoring or sponsor national evaluations of the COPS Technology Initiative Grant Program,and
agrees to cooperate with the monitors and evaluators.
8. The grantee will be responsible for submitting periodic progress reports and quarterly financial reports
9. The grantee acknowledges that the Department of Justice performs various functions to ensure compliance with all grant requtrernentsand to provide technical
assistance to grantees. The grantee agrees to cooperate with any requests for grant-related documentation or other relevant information.
10 Grantees that have 50 or more employees and grants over$500,000(or over$1,000,000 in grants over an 18-month period)must submit an acceptable Equal
Employment Opportunity Plan(ESOP)or EEOP short form,if required to submit an EEOP under 28 C.F.R.42.302;that is approved by the Office of Justice
Programs,Office of Civil Rights,within 60 days of the award start date.
11. The grantee agrees to comply with 28 CF,R.Pail 23 if Technology Initiative funds are used to operate an interjurisdictional criminal intelligence system. The
grantee acknowledges that it has completed,signed and submitted with its grant application the relevant Special Condition certifying its compliance with 28 C.F;R,
Part 23.
12. The grantee acknowledges that travel costs for transportation,lodging and subsistence,and related items are allowable under the Technology Initiative program
with prior approval from the COPS Office. Payment for allowable travel costs will be in accordance with Circular A-87(Cost Principles for State,Local and Indian
Tribal Govemments),Circular A-122(Cost Principles for Non-Profit Organizations),or Circular A-21 (Cost Principles for Educational Institutions),as applicable.
13. The grantee agrees to comply with appropriate federal procurement rules If applicable grantees that have been awarded funding for the procurement of an item
in excess of$100,000 and plan to use a noncompetitive procurement process must provide a written sole source justification to the COPS Office for approval pnor to
obligating,expending,or drawing down grant funds for that item.
14. The grantee agrees to submit one copy of ail reports and proposed publications resulting from this grant 20 days prior to public release. Any publications
(including written,software,visual,or sound,but excluding press releases,newsletters,and issue analyses),whether published at the grantee's or government's
exPense,shall contain the following statement: "This document was prepared by the Redlands,City of supported by 2005CKWX0351,awarded by the U.S.
Department of Justice. The opinions,findings,and conclusions or recommendations expressed in this document are those of the author(s)and do not necessarily
represent the official position or policies of the U.S.Department of Justice."°
15. The grantee agrees to complete and keep on file,as appropriate,a Bureau of Citizenship and Immigration Services Employment Eligibility Verification Form

The Past Valley Community Mapping,Planning and Analysis for Safety Strategies(COMPASS)Initiative in Redlands,
California,has successfully developed the agreements and technical ability to share and combine law enforcement data
with data and information from a broad variety of other sources from across southwestern San Bernardino County and
beyond. A regional public crime mapping website was deployed with participation from several agencies. Additional
organizations are participating in non-public data sharing,delivered through mapping tools with a focus on reducing
crime and improving public safety.
The original funding for this effort supported initial technology development efforts,but additional funding is required
to achieve sustainability through a team of personnel who can continue to deliver on the revealed demand for shared
data and the technology to manage it. Sustaining this progress in the face of organizational change and budget
challenges at the local level can only occur with support from broader sources. That support will be targeted toward
delivering shared data and technology with the greatest impact,and within a project plan focused on yielding a self-
sustaining regional initiative.
This initiative will continue to pursue regional priorities: vehicle related crime, school community safety and repeat
offender accountability. A growing demand for global positioning system(GPS) support will be incorporated into
ongoing geographic information system(GIS)efforts. The opportunity to improve community safety across the region
will continue to grow. Redlands and the other Past Valley partners lack the current budget resources to pursue this
initiative without this support.

SUBJECT: ACCEPTANCE OF THE UNITED STATES DEPARTMENT OF JUSTICE
COPS 2005 TECHNOLOGY GRANT AND AUTI-IORIZATION OF AN
ADDITIONAL APPROPRIATION IN THE AMOUNT OF $739,982.
MOTION: I move acceptance of the United States Department Of Justice COPS 2005
Technology Grant and authorize an additional appropriation in the amount of
$739,982.
DISCUSSION:
The Police Department has been awarded a DOJ COPS 2005 Technology grant to replace the
Department's computer aided dispatch and records managernent software {CAD/RMS). While
our CAD/RMS RMS software was highly advanced when implemented 20 years ago, it has become
increasingly difficult to maintain. This 2005 COPS Technology Grant will allow us to replace our
current CAD'RMS system software with software that is more compatible with the other t-a-vv
Enforcement agencies in San Bernardino County. The hardware necessary to implement this
software upgrade will be purchased through a previously approved 2004 COPS Technology
Grant.
FISCAL IMPACT:
None. No matching funds are required by this grant.
