AMENDMENT NO 1
CONTRACT NO 17-641 A-1
Contract No 17-641, hereinafter referred to as "Contract," between the City of Redlands, hereafter referred to
as "CITY," and the San Bernardino County Fire Protection District, hereafter referred to as "SBCFPD," is hereby
amended as follows
1 AMEND Section 2 under, RESPONSIBILITIES AND DUTIES OF THE CITY, of the Contract to read
as follows
2 SBCFPD shall operate the Facility as described in this Contract CITY shall provide the
Facility for SBCFPD's use at no additional charge A map of the Facility premises is shown
in Exhibit "A," "Site Map," and incorporated herein by this reference CITY shall be responsible
for the maintenance of the Facility in terms of trash pick-up, cleaning the perimeter, addressing
vandalism, making repairs to the Facility not caused by SBCFPD, as well as being responsible
for business waste fees CITY warrants that it is the fee owner of the Facility and has the right
to grant permission to use the Facility in accordance with the terms of this Contract CITY
also warrants that the Facility is suitable for use by SBCFPD for its intended purpose CITY
shall promptly inform SBCFPD personnel of any dangerous conditions at the Facility

2 AMEND Sections 8, 9, 11 and 12 under, RESPONSIBILITIES AND DUTIES OF THE SBCFPD, of
the Contract to read as follows
8 SBCFPD shall operate the Facility as described in this Contract Within the Facility SBCFPD
shall be responsible for maintenance of the storage containers, spill clean-up and for the
safety of persons and materials It shall not be necessary for the CITY or SBCFPD to have a
person present at all times at the Facility and on the site where the waste will be stored
SBCFPD will only conduct routine maintenance as part of the normal operations of the Facility
SBCFPD shall act as the generator and transporter of the Household Hazardous Wastes and
electronic waste and shall assume responsibility for maintaining the necessary site and
transportation permits Further, SBCFPD will train all personnel and provide the Operations
Manual, which designates waste to be accepted, defines a categorization scheme for wastes
anticipated, and specifies emergency procedures to be followed SBCFPD shall continue to
provide an initial 32 -hour training course for new Household Hazardous Waste personnel and
a subsequent annual 8 -hour "refresher" training course for all Household Hazardous Waste
employees If there are changes to the Operations Manual, written notification and/or special
training sessions shall be provided to all employees at least thirty (30) days prior to their
effective date The Operations Manual shall be consistent with all state and federal regulations
applicable to Household Hazardous Waste facilities and amended as necessary
9 SBCFPD shall provide a secure storage shed which may be placed at the Facility SBCFPD
will also provide approved waste storage containers, meeting Department of Transportation
specifications for the disposal of hazardous waste and sufficient absorbent materials for
overpacking the waste containers At the termination of this Contract, all items provided by
SBCFPD shall belong to SBCFPD, and all items and wastes from the Facility shall be removed
by SBCFPD within thirty (30) days following termination, unless other written arrangements
are made
11 SBCFPD may provide one (1) of its employees to assist in the operations of the Facility every
Saturday of the year, excluding inclement weather and County of San Bernardino observed
holidays ("County Holidays") SBCFPD may also provide an Emergency Coordinator to offer
support and assistance to the employees during Facility operating hours excluding County
holidays Three (3) SBCFPD Public Service Employees (PSEs) may also be assigned to work
at the Facility every Saturday of the year, excluding inclement weather and County Holidays
The hours of operation for Saturdays will be extended by 1 5 hours and the new Permit By
Rule (PBR) will reflect new hours of operation as 9 00 am to 2 00 pm CITY shall be
responsible for any SBCFPD costs under this Contract that exceed the amounts identified in
Section 16, CONSIDERATION
12 The operations at the Facility will be directed by, and SBCFPD personnel shall be trained
according to, the "Satellite Facilities Operations Manual", which designates waste to be
accepted, defines a categorization scheme for wastes anticipated, and specifies emergency
procedures to be followed This document is referenced in and required by PBR authorization
to operate which is issued by San Bernardino County Certified Unified Program Agency If
there are any changes to the "Satellite Facilities Operations Manual", SBCFPD shall provide
special training sessions to personnel as soon as practicable with respect to said changes

3 AMEND Section 16, CONSIDERATION, of the Contract to read as follows

4 This Amendment No 1 shall take effect on April 1, 2020 when it is signed and approved by both CITY
and SBCFPD
5 All other terms of said Agreement remain in full force and effect
