A RESOLUI ION OF THE CITY COUNCIL OF 1 IIE CITY OF REDLANDS
APPROVING THE FINAL ALLOCA 1 ION OF COMMUNITY DEVELOPMENT
BLOCK GRANT ("CDBG") FUNDS FOR 1 HE 2009-2010 FISCAL YEAR,
AUTHORIZING 1 HE EXECU1 ION OF CERTAIN AGREEMENTS PERTAINING TO
THE ACTIVITIES TO BE UNDERTAKEN WI TH CDBG FUNDS; AND DESIGNATING
TILE CITY'S REDEVEI OPIIENT DEPARTMENT AS THE LEAD DEPARTMENT
FOR THE CIT Y'S CDBG PROGRAM
WHEREAS, the City ot Redlands participates in the Department of [-rousing and Urban
Development's Community Development Block Giant ("CDBG") Program as an Entitlement
Community, and
WHEREAS the City Council unanimously passed Resolution No 6836 at its regulai
meeting on May 5, 2009 adopting the 5 -Year ` Consolidated Plan" document and the 1 -Year
'Action Plan" document toi the CDBG program, and
WHEREAS, the "Consolidation Plan" was sent to 1 -IUD in advance of the statutory
submittal deadline, 45 clays prioi to the start ot the program year, and
WHEREAS, the `Action Plan," approved by the City Council and submitted to HUD
included project budget allocations based on a planning estimate derived from HUD's prior yeas
calculation tot Redlands, and
WHEREAS, HUD released its revised final CDBG allocations via its website. on May 21,
2009 with the City ot Redlands receiving $569 809 fol fiscal year 2009-2010 and
WI [EREAS, revisions to the City's proleet budgets were necessary because the final
CDBG allocation revised by HUD is S 15,191 less than the planning estimate included in the
City's approved ' Action Plan," and
WHEREAS, this iesolution sets forth the revised final project budget allocations for the
2009-2010 fiscal year based on the final revised IIUD allocation in conformance with HUD
regulations governing the use ot funds, and awards contracts to the following Subiecipient
Agencies Boys and Gu is Club of Redlands — Academic Success $5,000, Developing Aging
Solutions with Heart — Case Management Services $5,000, Family Seivice Association of
Redlands — Homeless and Hunger Pre\-ention S 10,000 Gang Reduction and Intervention Team —
Teen Violence Prebention 55,000, Inland Temporary Horses — Shelter/Transitional Housing
55.000, Redlands Community Music Association — Music in the Schools 55,000, Sin Bernardino
County Sexual Assault Services, Inc — Redlands Sexual Assault Crisis Services 55 000, Step by
Step — Community Reentry aftet Prison 55.000, YMCA of the East Valley — Legal Aid 55,000,
and Inland Fait Housing and Mediation Board — 1 enant Mediation Services 520.000, and all
such contracts are attached hetet() as Exhibit "A, '

WHEREAS, the City Council has considered the community needs, piiortttes, and
strategies set forth in the Consolidated Plan and the 1lousing Element of the City's General Plan
and concludes the final allocation of $569,809 in fiscal year 2009-2010 CDBG funds is
consistent with the Consolidated Plan and Housing Element,
follows
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as
Section 1. The City Council hereby approves the revised final project budget
allocations as set forth herein
Section 2 The City Council heteby authorizes the Mayoi to execute "CDBG
Subrecipient Agreements" in the amounts and with the specific subrecipient agencies identified
in Exhibit "A," which is attached hereto and incorporated herein by this reference, tot the
purpose of formalizing the roles and responsibilities of each party with respect to the
administiation and implementation of Federal Housing and Community Development Assistance
in the form of a Community Development Block Grant
Section 3. The City Council hereby authorizes the Economic Development and
Redevelopment Director, or his designee, to be the official representative of the City of Redlands
to submit required documentation foi CDBG projects
Section 4 This resolution shall take effect upon the date of its adoption
