HomeMy WebLinkAbout8146RESOLUTION NO 8146 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING THE CITY'S PROVISION OF ADMINISTRATIVE SUPPORT SERVICES FOR THE REDLANDS HOMETOWN HEROES MILITARY BANNER RECOGNITION PROGRAM. WHEREAS, the Redlands Hometown Heroes Military Banner Recognition Program ("Program") recognizes and honors Redlands residents and their immediate family members who are actively serving in, or have been honorably discharged from, the United States Armed Forces; and WHEREAS, Redlands Hometown Heroes Foundation ("RHHF") is a charitable 501(c)(3) non-profit organization based in Redlands that operates the Program for the benefit of the Redlands community and WHEREAS, City and RHHF share the common purpose of recognizing and honoring Redlands residents and their immediate family members who are actively serving in, or honorably discharged from, the United States Armed Forces; and WHEREAS, the City Council of the City of Redlands believes that RHHF 's operation of the Program, and the City's provision of administrative support services for the Program, both serve a public purpose by evoking a greater sense of patriotism and respect for veterans, and creating an enhanced spirit of community NOW THEREFORE, be it resolved by the City Council of the City of Redlands as follows: Section 1 The City Council hereby finds and determines that the provision of administrative support services for the Program operated by RHHF is a permissible use of public resources pursuant to Article XVI, Section 6, of the California Constitution and that the provision of such resources serves a public purpose of the City by evoking a greater sense of patriotism and respect for armed forces veterans, promoting history and creating an enhanced form of community Section 2. RHHF shall receive and expend any and all application fees or donations related to the Program. Section 3. RHHF shall coordinate with applicable vendors for the printing of banners. Section 4. Officers, employees, and volunteers of RHHF shall under no circumstances be deemed employees of City due to their status as an officer, employee, or volunteer of RHHF RHHF shall be responsible for any employer taxes and liabilities related to its officers, employees, and volunteers. Section 5. RHHF shall act as main point of contact for all communication with Program applicants. 1 I:\Resolutions\Res 8100-8199\8146 Hometown Heroes Foundation.doox Section 6 City staff will submit applications and payments directly to RHHF's representative City shall not deposit any payments into a City fund Section 7 of the banners City staff will install and remove all banners and conduct visual inspections Section 8 City staff will maintain a record of banners installed at approved locations Section 9.
