RESOLUTION NO 6740 A RESOLU TION OF FFIE CFI Y COUNCIL OF 1 HE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT 10 TITLE 10 OF THE REDLANDS MUNICIPAL CODE (SPEED SURVEY FOR I IIGI-ILAND AVENUE) WHEREAS, pursuant to studies made tinder the authority of Title 10 of the Redlands Municipal Code, and the presentation of information contained in such studies, the City Council of the City of Redlands has determined that certain traffic regulations are necessary to protect the public health, safety and welfare and should be established pursuant to Title 10 of the Redlands Municipal Code, NOW, 1 HEREFORE, BE IT RESOLVED BY THE CI1 Y COUNCIL OF THE CITY OF REDLANDS as follows Section I Pursuant to Section 10 24 010 of the Redlands Municipal Code, a traffic engineering investigation (Engineering, Traffic and Speed Surveys and Speed Survey Data sheets), attached heieto as Exhibit "A" and made a part hereof, has been conducted foi the following highways and the following speed limits are hereby found most appropi late to facilitate the ordei ly movement of traffic, and are reasonable and safe Highway Highland Avenue Date of Study March 19, 2008 Speed Limits as follows 40 mph on Highland Avenue between Ford Street and Cajon Street 35 mph on Highland Avenue between Cajon Street and San Mateo Street 25 mph on Highland Avenue between San Mateo Street and Serpentine Drive Section 2 The City Engineei of the City of Redlands is hereby directed to perform such acts as are necessai y to effectuate this Resolution ADOPTED, SIGNED AND APPROVED FIIIS 5TH DAY OF AUGUST, 2008 ATTEST Loyie Poyzei ,Ci C erk Hamson, Mayor I, Lome Poyzer, City Cleik of the City of Redlands, hereby certify that the foregoing resolution was duly adopted by the Cit). Council at a regular meeting thereof held on the 5th da of August. 2008 by the following vote AYES Councilmembers Gilbreath, Gallagher, Aguilar, Bean, Mayor Hamson NOES None ABSENT None ABSTAIN None CU\ Clerk City o Redlands EXHIBIT "A" ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY Highland Avenue AREA OF Between Ford Street and Serpentine Drive DATE OF SURVEY March 19, 2008 RECOMMENDATIONS: The California Manual on Uniform Traffic Control Devices (CAMUTCD) establishes current procedures for establishing speed limits on local streets. The current criteria states that the posted speed limit may be reduced by 5 mph from the nearest 5 mph increment of the 85th percentile speed also known as the critical speed. The segment on Highland Avenue between Ford Street and Cajon Street is currently posted at 40 mph. The observed critical speeds were 40 1 mph and 38.4 mph, the pace speeds were 32 to 41 mph and 29 to 38 mph, respectively There has been no significant new development along this segment of Highland Avenue which mainly consists of residences and some institutions. Based on the current CAMUTCD criteria the nearest 5 mph increment of the critical speed would be 40 mph. It is recommended that the speed limit remain 40 mph for this segment. The segment on Highland Avenue between Cajon Street and San Mateo Street is currently posted at 35 mph. The critical speeds were observed to be 36.5 mph and 44 4 mph with pace speeds of 42 to 51 mph and 31 to 40 mph, respectively This segment is a residential district and many of the houses have direct driveway access to Highland Avenue. It is recommended that the speed limit remain 35 mph for this segment. The segment of Highland Avenue between San Mateo Street and Serpentine Drive is currently posted at 25 mph. The observed critical speed in this area is 36.1 mph with a pace speed of 28 to 37 mph. Because of a horizontal right angle turn in the road that creates a limited sight distance and a cross gutter dip at Nottingham Street, it is recommended that this segment remain posted at 25 mph. It is recommended that Highland Avenue be posted as follows: 1 40 mph for westbound traffic a. West of Ford Street b. West of Lytle Street c. West of Redlands Boulevard 2. 40 mph for eastbound traffic a. East of Cajon Street b. East of Redlands Boulevard c. East of Lytle Street 3. 35 mph for eastbound traffic a. East of San Mateo Street b. East of Center Street 4 35 mph for westbound traffic a. West of Cajon Street b. West of Center Street c. West of San Jacinto Street 5. 25 mph for westbound traffic a.
