WATER SERVICE - LOT ON ELEVENTH STREET
I am the owner of lot 8 located on Eleventh Street southerly
of The Terrace Street . I am selling the lot to a buyer that
proposes to construct a duplex on the lot. It is my under-
standing that prior to the buyer obtaining a building permit
that a 6" AC pipeline is required to be constructed in
Eleventh Street approximately 275 ft. in length. The cost of
this pipeline is prohibitive; therefore, I could not sell the
lot.
In my opinion, the existing 2" pipeline in Eleventh Street
which was installed in 1960 is adequate in size and the
additional proposed duplex will not cause a significant water
pressure fluctuation during the pear summer period.
I request that the owner of the lot be allowed to execute an
amended improvement agreement.' I believe the agreement should
be amended to have a maximum term of 12 months , which would
allow the city to ascertain as to whether there are significant
pressure fluctuations on Eleventh Street southerly of The
Terrace Street during the 1984 summer season.
In the event it is determined by the City that there are in
fact significant pressure fluctuations as a result of their
survey during the summer of 1984 , the owner of the lot would
be required to install the 6" AC water main in the street.
I also understand that if the City requires the installation
within the 12 month period, that the water main would have to
be installed by the owner of the lot or face the shut-off of
water to his property.
I request that this matter be taken to the City Council at the
next regular meetina scheduled for December 4 , 1979.

EXPLANATION:
Mr.Don Higdon has requested that he be allowed to execute an amended
improvement agreement for the future installation of a 6" AC water
main approximately 275 ft. in length within Eleventh Street
southerly of The Terrace Street.
He has requested that the agreement have a term of one year so
that the City can ascertain after the summer of 1980 as to whether
or not significant pressure fluctuations have occurred on Eleventh
Street. A duplex is proposed to be constructed on a lot on Eleventh
which will require a new 1" water service.
It is recommended that the Council authorize the execution of an
amended improvement agreement.
