A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
DESIGNATING THE POSITION OF CITY MANAGER AS THE LEGALLY
RESPONSIBLE PERSON FOR PURPOSES OF COMPLIANCE WITH
PROVISIONS OF THE GENERAL STORM WATER PERMIT AND
RESCINDING RESOLUTION NO 7000
WHEREAS, only a legally responsible person ("LRP") is able to submit Notices of Intent
("NOI"), notices of termination ("NOT"), and annual reports on behalf of the City of Redlands to
the Regional Water Quality Control Board, and
WHEREAS, all reports, certifications, or other information required by the City's General
Permit, or requested by the Regional Water Quality Control Board, State Water Quality Control
Board, United States Environmental Protection Agency, or local storm water management agency,
shall be signed by a LRP or duly authorized representative ("DAR"), and
WHEREAS, with respect to the City, only a principal executive officer, or a ranking elected
official, may be designated as an LRP, and
WHEREAS, the LRP is responsible for reviewing, validating, and certifying the annual
reports for accuracy and correctness before submittal, and
WHEREAS, an LRP may designate a DAR to act on behalf of the LRP,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS
Section 1 The adoption of this resolution is exempt from environmental review in
accordance with the Cahfomia Environmental Quality Act ("CEQA") pursuant to Section
15061(b)(3) of the State CEQA Guidelines
Section 2 The City Council hereby designates the position of City Manager as the
LRP for purposes of the General Storm Water Permit, and authorizes the City Manager to designate
staff positions, as necessary, to function as a DAR of the City Manager for purposes of submitting
reports and permits to the Regional Water Quality Control Board, and/or the State Water quality
Control Board, and other public agencies identified in this Resolution
