RESOLUTION NO 6705 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE REDLANDS MUNICIPAL CODE Pursuant to studies made under authority of Title 10 of the Redlands Municipal Code, and the presentation of information gained in such studies, the City Council hereby finds and determines that certain regulations are necessary and shall be established pursuant to Title 10 of the Redlands Municipal Code, and the Traffic Engineer of the City of Redlands is hereby directed to perform such acts as are necessary to accomplish the following SECTION ONE Pursuant to Section 10 24 010 of the Redlands Municipal Code, a traffic engineering investigation (Engineering, Traffic and Speed Surveys and Speed Survey Data sheets), attached hereto as Exhibit "A," and made a part thereof, has been conducted for the following highway and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe Highway San Bernardino Avenue Date of Study November 27, 2007 & March 3, 2008 Speed Limits as follows 45 mph on San Bernardino Avenue between Tennessee Street and Orange Street 35 mph on San Bernardino Avenue between Orange Street and University Street 45 mph on San Bernardino Avenue between University Street and Wabash Avenue ADOPTED, SIGNED AND APPROVED THIS 6TH DAY OF MAY, 2008 ATTEST Citerk Mayor I, Lorne Poyzer, City Clerk of the City of Redlands, hereby certify that the foregoing resolution was duly adopted by the City Council at a regular meeting thereof held on the 6th day of May, 2008, by the following vote AYES Councilmembers Gilbreath, Gallagher, Aguilar, Bean, Mayor Harrison NOES None ABSENT None ABSTAIN None Lorne Ppyzer, Citye EXHIBIT "A" ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY San Bernardino Avenue AREA OF. Between Tennessee Street and Wabash Avenue DATE OF SURVEY November 27 2007 January 14 & March 3, 2008 RECOMMENDATIONS: The California Manual on Uniform Traffic Control Devices (CAMUTCD) establishes current procedures for establishing speed limits on local streets. The current criteria states that the posted speed limit may be reduced by 5 mph from the nearest 5 mph increment of the 85th percentile speed also known as the critical speed. The segment on San Bernardino Avenue between Tennessee Street and Texas Street is currently posted at 50 mph. This area consists of citrus groves and vacant parcels on the north side and vacant parcels on the south side. The surrounding area is developing with a new high school being built at the northwest corner of Texas Street and Pioneer Avenue and the parcels just west of the 210/30 freeway being developed as a commercial shopping center which will cause a significant increase in local traffic volumes on San Bernardino Avenue. The observed critical speed was 50.0 mph and the pace speed was 42 to 51 mph. The current 50 mph posting should be reduced to 45 mph which is consistent with the CAMUTCD criteria and should increase traffic safety and facilitate the orderly movement of traffic on this segment. The area between Texas Street and Orange Street is currently posted at 45 mph. The area on the south side of the street is a fully developed residential district with no driveways accessing directly onto San Bernardino Avenue. The north side of the street is zoned for general commercial development at the corner of Texas Street and San Bernardino Avenue and single family residences for the remainder of the segment with five residential driveways that have direct access to San Bernardino Avenue. The critical speed was observed to be 49.8 mph with a pace speed of 42 to 51 mph. It is recommended that the speed limit remain 45 mph for this segment. The area between Orange Street and University Street is currently posted at 35 mph. The residential access in this area has remained mostly unchanged with no driveway access to San Bernardino on the north side. The south side of San Bernardino Avenue contains a small shopping center, a small residential subdivision just east of Orange Street, Clement Middle School, Community Park and Ball Fields and residential subdivisions from Church Street to University Street with five houses that have direct driveway access to San Bernardino Avenue. There is an uncontrolled school pedestrian crosswalk on San Bernardino Avenue at Lassen Street, Clement Middle School as well as Lugonia Elementary School students use this crosswalk. This segment is also posted as a 25 mph school speed zone when children are present. The observed critical speed in this area is 43.8 mph with a pace speed of 36 to 45 mph. The critical speed would normally justify a speed limit of 40 mph but due to the high volume of school children at the school and the ball fields it is recommended that the speed limit remain 35 mph. The segment on San Bernardino Avenue between University Street and Judson Street is currently posted at 45 mph. The change in speed reflects the transition from a school/residential area to a fully developed residential area. The roadway has been improved in most locations due to street widening improvements brought on by residential subdivisions, however there is still a short segment of half street improvements along the northern section of roadway near Judson Street. The critical speed observed from University Street to Judson Street was 49 0 mph with a pace of 40 to 49 mph. It is recommended that the speed limit remain 45 mph. The area between Judson Street and Dearborn Street is currently posted at 45 mph and has an observed critical speed of 51.8 mph with a pace of 42 to 51 mph, This section of roadway is surrounded by just a few single family residences but there are proposed subdivisions that are under review The roadway from Judson Street to Dearborn Street has asphalt berms on both the north and south sides with a consistant width of approximately 36 feet and a new four way stop at the intersection of San Bernardino Avenue and Dearborn Street. It is recommended that the speed limit be maintained at 45 mph through this section of roadway The area between Dearborn Street and Wabash Avenue is currently posted at 45 mph and has an observed critical speed of 51.8 mph with a pace of 43 to 52 mph. This section of roadway is fully improved on the south side from Dearborn Street to Granite Street and is then followed by vacant parcels east of Granite Street with a narrower roadway and dirt shoulders. The north side of the roadway from Dearborn Street to Wabash Avenue is the frontage of the Redlands Sport Park and is fully improved. The intersection of San Bernardino Avenue and Wabash Avenue is controlled by a four way stop. It is recommended that the speed limit be maintained at 45 mph through this section of roadway It is recommended that San Bernardino Avenue be posted as follows: 1 45 mph for east bound traffic a. East of Tennessee Street b. East of Texas Street c. East of Hanford Way d. East of Judson Street 2. 35 mph for eastbound traffic with 25 mph when school children are present a. East of Orange Street 3 35 mph for eastbound traffic a. East of Church Street 4 45 mph for westbound traffic a. West of Wabash Avenue b. West of Judson Street c. West of Orange Street d.
