A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS RELATIVE TO
AN APPLICATION TO THE LOCAL AGENCY FORMATION COMMISSION OF THE
COUNTY OF SAN BERNARDINO ("LAFCO") TO INITIATE PROCEEDINGS FOR
ANNEXATION OF CERTAIN UNINHABITED TERRITORY (ANNEXATION NO 89)
Whereas, the City of Redlands ("City") has received an application from Stor-N-Lock
for annexation of approximately 3.02 acres of vacant land designated as County of San
Bernardino Assessor s Parcel No. 0298-061 20 (the `Stor-N-Lock Property"); and
Whereas, pursuant to the request of LAFCO, the City is proposing to annex three parcels
of real property which are identified as County of San Bernardino Assessor's Parcel Nos. 0298-
062-01, 0298-061 14 and 0298-061 21 (the `Contiguous Properties") and are contiguous to the
Stor-N-Lock Property and
Whereas, it is the desire of this City Council that the proposed annexation be subject to
the following terms and conditions:
1 The Stor-N-Lock Property proposed for annexation is being developed as a self -
storage facility pursuant to the City's approval of Commission Review and Approval
No. 854 Pre -zoning of the Stor-N-Lock Property is anticipated to be approved on
October 2, 2007 to M-1, Light Industrial. The owner of the Stor-N-Lock Property
has requested this annexation by the City
2. The Contiguous Properties proposed for annexation are developed with industrial
buildings. Pre -zoning of the Contiguous Properties is anticipated to be approved on
October 2, 2007 to M-1, Light industrial. LAFCO has requested the City initiate
annexation proceedings for the Contiguous Properties.
3 The proposed annexation shall be subject to all standard conditions required by
LAFCO: and
Whereas, an initial study was prepared under the California Environmental Quality Act
("CEQA') for this proposed annexation, the pre zoning of the properties that are the subject of
this annexation and Commission Review and Approval No. 854 and
Whereas, the initial study was reviewed by the City's Environmental Review Committee,
a mitigated negative declaration was recommended for annexation of the properties and
development of the Stor-N-Lock Property and on September 18, 2007 the City Council adopted
the mitigated negative declaration and directed that staff file and post a `Notice of
Determination' in accordance with City's CEQA Guidelines;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF REDLANDS AS FOLLOWS.
Section 1 The City Council of the City of Redlands ("this City Council"), for the
reasons hereinafter mentioned, intends to file an application with LAFCO to initiate proceedings
to annex to the City certain temtory hereinafter described, as uninhabited temtory, pursuant to
the Cortese -Knox -Hertzberg Local Government Reorganization Act of 2000, Division 3,
commencing with Section 56000 of the Government Code of the State of California
Section 2 That this City Council's reasons for initiating the annexation proceedings are
as follows. The annexation of the hereinafter described territory will contribute to the orderly
growth of the City, provide the proper control of street layout, drainage and sanitary sewer
design, ensure the proper use of land in confonuity with the overall plan of the City, and the
owner of the Property owners and LAFCO have requested that the Properties that are the subject
of this Resolution be annexed to the City in order to facilitate development of such Property
Section 3 That this proposal is consistent with the City's General Plan govermng the
Sphere of Influence of the City
Section 4 That the temtory which this City Council proposes to annex is hereby
identified as Annexation No 89 and consists of all that real property situated in the County of
San Bernardino, State of California, as shown on the map attached hereto as Exhibit "A "
Section 5 That the City Clerk of the City of Redlands is hereby directed to file with
LAFCO, a copy of this Resolution to initiate annexation of the territory described herein to the
City, to request a report by the LAFCO provided for by the Cortese -Knox -Hertzberg Local
Government Reorganization Act of 2000, and to submit and execute such other applications and
reports as may be required by law in such annexation proceedings
ADOPTED, SIGNED AND APPROVED this 18th day of September, 2007.
