RESOLUTION NO 6655 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE REDLANDS MUNICIPAL CODE Pursuant to studies made under authority of Title 10 of the Redlands Municipal Code and the presentation of information gained in such studies, the City Council hereby finds and determines that certain regulations are necessary and shall be established pursuant to Title 10 of the Redlands Municipal Code, and the Traffic Engineer of the City of Redlands is hereby directed to perform such acts as are necessary to accomplish the following SECTION ONE Pursuant to Section 10 24 010 of the Redlands Municipal Code, a traffic engineering investigation (Engineering, Traffic and Speed Surveys and Speed Survey Data sheets), attached hereto as Exhibit 'A," and made a part thereof, have been conducted for the following highways and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe Highway Church Street Date of Study August 27, 2007 Speed Limits as follows 30 mph on Church Street between Riverview Drive and Redlands Boulevard 25 mph when children are present on Church Street at Redlands High School and Redlands Christian School ADOPTED, SIGNED AND APPROVED this 16th day of October, 2007 ATTEST A Lode Poyzer,` tT Ierk Jo, arnson, Mayor I, Lorrie Poyzer, City Clerk of the City of Redlands, hereby certify that the foregoing resolution was duly adopted by the City Council at a regular meeting thereof held on the 16th day of October, 2007, by the following vote AYES Councilmembers Gilbreath, Gil, Gallagher, Aguilar, Mayor Harrison NOES None ABSENT None ABSTAIN None Lorne Poyzer/ C fy Jerk EXHIBIT A ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY Church Street AREA OF. Between Riverview Drive and Redlands Boulevard DATE OF SURVEY August 27 2007 RECOMMENDATIONS: Based on the facts of this survey, it is recommended that Church Street between Riverview Drive and San Bernardino Avenue be posted at 30 mph. The existing posted speed limit on Church Street at this location is 30 mph, with a critical speed observed at 37.3 mph and a pace of 28 to 37 mph. Church Street dead ends at Riverview Drive and has a four way stop at Pioneer Avenue and San Bernardino Avenue. This area is a residential district roughly a half mile in length with direct driveway access onto Church Street and curbside parking. Because of the direct driveway access and curbside parking it is recommended that the posted speed limit remain 30 mph. It is recommended that Church Street between San Bernardino Avenue and Pennsylvania Avenue remain at the posted speed limit of 30 mph. The critical speed was observed at 38.0 mph with a pace of 29 to 38 mph. A four way stop sign is present at the intersection of Church Street and Pennsylvania Avenue. There is a public park and community fields which generate a large volume of pedestrian traffic located on the west side of Church Street and residences with direct driveway access to Church Street on the east side. It is recommended that Church Street between Pennsylvania Avenue and Lugonia Avenue be posted at 30 mph. The critical speed observed in this area was 36.0 mph with a pace of 28 to 37 mph. This section is bordered on both sides by apartments and open space. There is a four way stop at the intersection of Church Street and Pennsylvania Avenue and a traffic signal at the intersection of Church Street and Lugonia Avenue. It is recommended that Church Street between Lugonia Avenue and Brockton Avenue remain at the posted speed limit of 30 mph. The critical speed observed in this area was 39.5 mph with a pace of 29 to 38 mph. The east side of Church Street in this area has a commercial center as well as residential development with no direct driveway access to Church Street. The west side has a church, some residential development and a private school with a significant traffic volume created by parents dropping off and picking up their children. It is recommended that Church Street between Brockton Avenue and Colton Avenue remain at the posted speed limit of 30 mph. The critical speed observed in this area was 36.0 mph with a pace of 30 to 39 mph. This area is lined on both sides with residential development and direct driveway access to Church Street. There is a four way stop at the intersection of Church Street and Brockton Avenue and a traffic signal at the intersection of Church Street and Colton Avenue. This segment of roadway is one-quarter mile long and therefore should remain at 30 mph. Church Street between Colton Avenue and Central Avenue has a posted speed limit of 30 mph, with a critical speed of 35.9 mph and a pace of 28 to 37 mph. Church Street in this area has residences with direct driveway access to Church Street and vehicles parking along both sides of the street that reduce lane widths from Colton Avenue to Stillman Street. Church Street from Stillman Street to Central Avenue is a mixed use neighborhood with single family residences that have direct driveway access, multi -family residences and businesses. This combined with relatively short vertical curves from a railroad crossing and open channel crossing justifies maintaining the posted speed limit of 30 mph. The area along Church Street between Central Avenue and Redlands Boulevard has a posted speed of 30 mph and a 25 mph school zone when children are present, with a critical speed of 32.6 mph and a pace of 24 to 33 mph. The critical speed and a relatively unchanged area that includes a high school justifies that the posted speed limit remain 30 mph. It is recommended that Church Street be posted as follows: 1 Post 30 mph signs for northbound traffic a. Just north of Central Avenue b. Just north of Colton Avenue c. Just north of Brockton Avenue d. Just north of Lugonia Avenue e. Just north of Pennsylvania Avenue f. Just north of San Bernardino Avenue 2. Post 30 mph signs for southbound traffic a. Just south of Pioneer Avenue b. Just south of San Bernardino Avenue c. Just south of Pennsylvania Avenue d. Just south of Lugonia Avenue b. Just south of Brockton Avenue c. Just south of Colton Avenue f. Just south of Citrus Avenue 3 Maintain the currently posted 25 mph when school children are present signs for the Redlands High School and Redlands Christian School.
