HomeMy WebLinkAbout6621RESOLUTION NO. 6621 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS AMENDING RESOLUTION NO 6105 SPECIFIC PLAN NO 40 RELATING TO THE DESIGNATION OF LUGONIA AVENUE WITHIN THE SPECIFIC PLAN WHEREAS, the City Council of the City of Redlands adopted Resolution No. 6105 to establish Specific Plan No. 40 WHEREAS, City staff has recommended that Specific Plan No. 40, Section EV 4.0105(c), be amended to change the designation of Lugonia Avenue from a major highway to a secondary highway between Alabama Street on the west and to the 210 Freeway overpass at Citrus Plaza Drive on the east; and WHEREAS, all provisions of the California Government Code relating to the amendment of Specific Plan No. 40 have been complied with, including publication notice on the 30th day of May 2007 and holding a public hearing on the 19th day of June, 2007 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS Section 1. Sections EV 4.0105(c) and EV4 0105(d) of Specific Plan No. 40 are hereby amended to read as follows: `Section EV4 0105 Circulation Plan (a) (b) (c) The following roadways shall be designated as major highways: Palmetto Avenue from California Street to Alabama Lugonia Avenue from Mountain View Avenue to the eastern plan area boundary except for that portion between Alabama Street on the west to the 210 freeway overpass at Citrus Plaza Drive on the east Barton Road from California Street to Kansas Street Mountainview Avenue from Redlands Boulevard to San Bernardino Avenue Anderson Street from Redlands Boulevard to I-10. (d) The following roadways shall be designated as secondary highways: Nevada Street from San Bernardino Avenue to Barton Road Texas Street from Palmetto Avenue to southern plan boundary area Palmetto Avenue from Lugonia Avenue to California Street Lugonia Avenue between Alabama Street on the west and the 210 Freeway overpass at Citrus Plaza Drive on the east. (e) (f) DJM\Reso16621 SP 40 Section 2 Pages D4-26 and D4-27 of Specific Plan No 40 are hereby revised to read as shown in the attached Exhibits "A" and "B " Section 3 Page D4 -27a is hereby added to Specific Plan No 40 to read as shown in Exhibit "C " Section 4 This Resolution shall take effect upon the Effective Date of Resolution No 6620 ADOPTED, SIGNED AND APPROVED this 19th day of June, 2007 ATTEST Cit Clerk yor� e ity of Redlands I, Lome Poyzer, City Clerk of the City of Redlands, hereby certify that the foregoing resolution was duly adopted by the City Council at a regular meeting thereof held on the 19th day of June, 2007 by the following vote AYES Councilmembers Gil, Gallagher, Aguilar, Mayor Harrison NOES None ABSENT Councilmember Gilbreath ABSTAIN None CityyClerk DJMIReso16621 SP 40 EXHIBIT "A" COMMUNITY DESIGN City of Redlands Circulation as amended November 5, 2002 (g) LUGONIA AVENUE Lugonia Avenue is designated as a major highway and secondary highway (modified) and parallels Interstate 10 to the north. The secondary highway (modified) section pertains to that portion of Lugonia Avenue from California Street on the west to the 210 Freeway on the east. Land use designations adjacent to Lugonia include General Commercial, Special Development and Regional Commercial. An existing landscape element developed on Lugonia is the citrus grove adjacent to Edwards Mansion, a primary focal point on this street. The intent of the landscape guidelines on Lugonia Avenue is to create a spacious, uncluttered "greenbelt" appearance conducive to business park development. Setbacks Building setback line (from property line) 30 feet. Parking setback line (from property line) 15 feet. Sidewalks Meandering sidewalk, six (6') foot width, minimum of three (3') feet from back of curb, per Section EV4.0130 (a) and (c). Groundplane Berms or other screening required where parking areas are visible from right-of-way Groundcover Within Public Right -of -Way Turf Street Trees Carrotwood (Cupaniopsis anacardioides) and Liquidambar styriciflua planted with random spacing or in grove effect, to provide varied streetscape with view windows, at the equivalent of one tree per thirty (30') linear feet of frontage. Drainage facilities shall be provided to de -water raised median areas. 3. 10 -foot shoulder areas may be designated as emergency parking only 4. This secondary highway designation applies only to the south side of the street. 5.
