HomeMy WebLinkAbout6612RESOLUTION NO 6612 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS DESIGNATING A REDEVELOPMENT SURVEY AREA, DIRECTING THE REDLANDS PLANNING COMMISSION TO SELECT PROJECT AREA BOUNDARIES AND TO FORMULATE A PRELIMINARY PLAN IN CONNECTION WITH THE PREPARATION OF THE PROPOSED NORTH REDLANDS REVITALIZATION PROJECT AND TO RESCIND RESOLUTION NO 6300 WHEREAS the Redevelopment Agency of the City of Redlands (the Agency") is a duly constituted redevelopment agency under the laws of the State of California and pursuant to such laws is responsible for the administration of redevelopment activities within the City of Redlands (The 'City"); and WHEREAS, the City Council of the City of Redlands (the 'City Council") and the Agency desire to prepare and adopt a redevelopment plan (the 'Plan"), and to establish a redevelopment project for the proposed North Redlands Revitalization Project (the 'NRRP") for the purposes of improving existing deleterious physical and economic conditions existing in certain parts of the northern portion of the City and WHEREAS pursuant to Section 33310 of the California Community Redevelopment Law (CCRL, Health & Safety Code Section 33000 et seq ), the City Council may designate areas to be included as a redevelopment survey area; and WHEREAS, the City Council desires and finds that it is necessary to establish a survey area for redevelopment study purposes; and WHEREAS, Agency staff and advisors have participated in several meetings with the North Redlands Visioning Committee and representatives of other North Redlands community-based organizations (collectively the 'Committee") for the purpose of gaining vital community insight into the overall revitalization needs of the North Redlands area and to consider potential boundaries for a redevelopment survey area for the NRRP. and WHEREAS, Subsequent to consideration of preliminary qualifying data, the Committee has recommended that the NRRP redevelopment survey area include that portion of North Redlands depicted on the attached map (Exhibit A'); and WHEREAS, the City Council desires to designate new redevelopment survey area boundaries for portions of North Redlands that are consistent with the Committee's recommendations; and WHEREAS, Pursuant to CCRL Section 33323, the Planning Commission is responsible for the preparation of a preliminary plan and the selection of the ultimate redevelopment project area boundaries. WHEREAS on September 7 2004 the City Council adopted Resolution No. 6300 which designated a different redevelopment survey area for a previously considered, but now defunct North Redlands oriented redevelopment planning process; and WHEREAS City staff has determined that the approval and adoption of this Resolution does not constitute an approval of any specific program, project or expenditure and does not constitute a project with in the meaning of the California Environmental Quality Act (Public Resources Code § 21000) ("CEQA'); and WHEREAS for clarity purposes and to avoid any confusion, the City Council desires to rescind Resolution No. 6300 NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF REDLANDS CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS Section 1 That portion of the City of Redlands depicted on the attached map (Exhibit A') is designated as the North Redlands Revitalization Project Redevelopment Survey Area. Section 2. Staff and advisors are directed to study the North Redlands Revitalization Project Redevelopment Survey Area with respect to the feasibility of selecting a redevelopment project area from within it. Section 3 The Planning Commission is directed to work with the Agency staff advisors to formulate a preliminary plan and related documents as additional initial steps in the redevelopment plan adoption process. Section 4 Staff and advisors are further directed to conduct those additional analyses and actions that are necessary with respect to the adoption of a redevelopment plan for the North Redlands Revitalization Project Area in conformance with applicable law Section 5. The approval and adoption of this Resolution is not a project pursuant to the California Environmental Quality Act (Public Resources Code Section 21000 et seq.) and CEQA Guidelines (14 California. Code of Regulations Section 15000 et seq.).
