AN ORDINANCE OF THE CITY OF REDLANDS ADDING CHAPTER 2.72,
TITLED `MEASURE T (2020) ADVISORY COMMITTEE, TO THE REDLANDS
MUNICIPAL CODE TO ESTABLISH A CITIZENS MEASURE T (2020)
ADVISORY COMMITTEE
WHEREAS, on June 16, 2020, the City Council voted unanimously to introduce
Ordinance No. 2913, adding Chapter 3 18 to the Redlands Municipal Code, which would enact a
one -cent general transactions and use tax for submission to the voters of the City of Redlands
and;
WHEREAS, subsequently on July 7 2020 the City Council approved the second reading
of Ordinance No. 2913 and also unanimously approved Resolution No. 8111 ordering the
submission of an ordinance proposing a one -cent general transactions and use tax to the qualified
voters of the City of Redlands for the November 2020 General Election; and
WHEREAS, in Resolution No. 8111 and Ordinance No. 2913 the City Council identified
the fiscal constraints set upon the City by both rising costs of the City's aging infrastructure, and
increases in 911 emergency calls, crime rates, and fire risks for the community and
WHEREAS, Ordinance No. 2913 contains provisions for the establishment of a citizens'
advisory committee for the purpose of providing independent advisory review of revenues
generated by the transactions and use tax; and
WHEREAS, the City Council recognizes a citizens' advisory committee established to
serve as an advisory body to the City Council will empower its members to periodically review
the City's use of the transactions and use tax revenue, in keeping with the needs expressed in
Ordinance No. 2913 and the language contained in the ballot measure expressed in Resolution
No. 8111
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS
FOLLOWS.
Section 1. Chapter 2.72 of the Redlands Municipal Code, titled `Measure T (2020)
Advisory Committee, is hereby added to read as follows:

2.72.010• ESTABLISHED•
There is hereby established a citizens' Measure T (2020) advisory committee to serve in an
advisory capacity to the city council for the purpose of providing independent advisory review of
the proposed expenditure of revenues generated by the City's transactions and use tax. For
purposes of this Chapter and its implementation, the committee established by this Chapter may
be commonly referred to as the `Measure T Advisory' or `Measure T Oversight' committee,
with no distinction for legal purposes or otherwise.
2.72.020• MEMBERSHIP•
The citizens' Measure T (2020) advisory committee shall consist of seven (7) members who
shall each, with the exception of the two (2) members representing the city's employee
bargaining units, serve for a four (4) year term and, until his or her successor is appointed. The
city's employee bargaining unit members shall each serve for one fiscal year beginning July 1 of
each year and ending June 30 of the following year.
The five (5) citizen members of the committee shall each be selected from one council district,
and be appointed by the council member of that corresponding district, with the approval of the
city council. One (1) member of the committee shall represent the public safety employee
bargaining units, rotating each fiscal year between police and fire, and appointed by the Mayor
with the approval of the City Council. One (1) member of the committee shall represent the
remaining non-public safety employee bargaining units, rotating each fiscal year between the
five (5) non-public safety employee bargaining units, and appointed by the Mayor with the
approval of the city council.
Vacancies on the committee shall be filled by appointment as set forth above for the unexpired
portion of the term. No person representing a council district shall serve more than two (2)
consecutive terms unless appointed to an additional term by a four-fifths (4/5) vote of the city
council. The committee members shall serve without compensation, shall each be a resident of
the city with the exception of the two members representing the City's employee bargaining
units, and shall be neither a member of any other standing commission, board or committee of
the city nor an employee thereof. Any member of the committee may be removed from the
committee prior to the end of his or her term by a four-fifths (4/5) vote of the city council.
2.72.030• MEMBERS, FORFEITURE OF OFFICE BY ABSENCE.
Any committee member who is absent from any three (3) consecutive meetings of the
committee, unless excused from such attendance by consent of the committee expressed by
action of record in its minutes, shall automatically forfeit his or her office as a member of the
committee. The vacancy so created shall be filled pursuant to section 2.72.020 of this chapter
2.72.040. ORGANIZATION
The committee shall annually elect a chairperson and a vice chairperson and there is no
prohibition to the number of terms a member may serve in either capacity The committee shall

keep records of all of its proceedings and actions All meetings of the committee shall be
publicly noticed and held in accordance with law Four (4) members of the committee shall
constitute a quorum
The City Manager, or his or her designee, shall provide the committee with technical assistance
and shall provide administrative assistance in support of its purpose and sufficient resources to
publicize the conclusions of the committee, including any penodic reports to the City Council
2 72 050 DUTIES AND RESPONSIBILITIES
The committee shall advise the city council regarding the use of transactions and use tax
revenue, according to the pnonties set forth in each fiscal year adopted budget The duties of the
conunittee shall include the following
A Review, on an annual basis, the City's expenditure of revenues received from the one
percent (1%) transactions and use tax imposed by Measure T (2020),
B Act in an advisory capacity to the city council m all other policy matters pertaining to
Measure T (2020) funds,
C Present an annual written report to the city council, which shall include a summary of the
conunittee's proceedings and activities during the most recent review penod The annual
written report shall also include, but not limited to, a response to the following questions
1 Does the current audited financial information reflect that Measure T (2020)
revenue was collected and appropriately spent in accordance with the city's
corresponding fiscal year budget plan?
2 Does the city's most recently adopted general fund budget promote and maintain
the City's core services, including public safety7"
Section 2 The Mayor shall sign this ordinance and the City Clerk shall certify to the
adoption of this ordinance and shall cause it, or a summary of it, to be published once in the
Redlands Daily Facts, a newspaper of general circulation within the City, and thereafter, this
ordinance shall take effect as provided by law
