SPONSOR AGREEMENT
This agreement is made and entered into by and between the California Conservation Corps,State of California,hereinafter
referred to as"CCC", and
(Sponsor's Name) City of Redlands
hereinafter called "Sponsor:"
WHEREAS, the CCC wishes to provide training in job skills and environmental education to young men and women of
California through a program which includes projects in public service conservation work, and
WHEREAS,the Sponsor can provide opportunities for public service through meaningful and productive work projects, and
WHEREAS, the Sponsor shall provide opportunities for public use of project areas, and
WHEREAS, the CCC shall generally be engaged in projects which preserve, maintain and enhance environmentally
important lands and waters, and
WHEREAS, the CCC shall accomplish useful and needed public works projects in both urban and rural areas, and
WHEREAS,the CCC may execute contracts for furnishing the services of the Corps to any federal,state,or local agency and
any local or statewide private organization concerned with the objectives of the Corps, and
WHEREAS, the CCC may be reimbursed by the federal government, any state or local public agency, or any private
organization for actual expenses incurred by the Corps for any project,
NOW THEREFORE,in consideration of the above,the parties hereto agree as follows:
A. The Sponsor shall submit project proposals on a form provided by CCC.By so doing,with reference to any such proposals
subsequently approved by the Director, CCC. Sponsor agrees to:
1. Pay for all costs directly related to and necessitated by such projects.This may include,but not be limited to,reimbursement for CCC
labor on such projects.In the event that reimbursement is negotiated,further documentation will be necessary.
2. Demonstrate the availability of adequate plans and specifications,sufficient funds,materials,supplies, and equipment,
adequate technical supervision and any special labor requirements to complete such project.
3. Obtain the approvals and permits required by any other state,federal,or local agency necessary to commence construction or
operation of such projects.
4. Obtain any clearances and meet any other requirements of trade unions or other labor organizations occasioned by the
participation of the CCC in such projects.
5. When necessary,provide acceptable temporary living facilities for the duration of any such projects located more than one
hour's driving time from a CCC base center for CCC personnel actually engaged in working on such projects.
S. Hold an orientation meeting with CCC personnel at the commencement of such projects to explain the technical aspects,
safety considerations,and any other aspects necessary for successful execution of such projects.
7. Present or arrange for an additional educational program or training opportunity at the CCC base center or project site.This
presentation may have emphasis on the history of the project site or area,the public benefit to be derived from this or a
similar project,the relationship of such projects to resources or wildlife management,or similar subjects.
B. The CCC shall select, from proposals submitted by the Sponsor, those projects meeting the priorities and resources of the
CCC, as well as meeting the legislatively mandated criteria.The CCC shall submit to the sponsor,evaluations setting forth
any special requirements or conditions occasioned thereby. By so doing, with reference to any such evaluations
subsequently approved by Sponsor,the CCC agrees to provide all labor,crew supervision,transportation(if within one
hour's driving time by two-wheel drive vehicle from the nearest CCC base center),food and such tools as the CCC Project
Coordinator determines to be available. Upon receipt of Sponsor's acceptance of such evaluations, projects will be
scheduled in accordance with the priorities and resources of the CCC.
C. In accordance with Section 14304 of the Public Resources Code, CCC projects shall be directed toward providing
opportunities to the public for the use of these natural resources and environmentally important public lands and waters,
while at the same time providing young men and women with an opportunity for personal development in a variety of
basic skills. Projects shall be undertaken in both urban and rural areas and shall be selected on the basis of the
environmental and natural resource benefits each offers,the opportunities for public use each offers,and the on-the-job
training value of each.

(for use with reimbursable projects)
A. The California Conservation Corps,hereinafter referred to as CCC,agrees to provide crew(s)to perform(reference Project
Evaluation Form CCG 58,for complete project details): he 03C shall provide to the City of Redlands e(l) crew
of eight(8) eorPwoA)ers. 'Ili crew shall be assigned project work within the city's bawd areas. Any and
all project work performance by the crew shall adhere to the following OCC guidelines: (see attachment)
The term of this agreement is from 7/1/87 through 6/30/88. (use additional sheets if necessary)
B. In consideration of the above directed work sponsor agrees to reimburse the CCC for (type of reimbursement: labor,
equipment/materials,extraordinary changes): Sees, benefits and uniform for five(5) 03C corpsrembers.
C. The total amount payable by sponsor to CCC under this agreement shall not exceed Fifty thousand dollars.

The CCC shall forward to Sponsor supporting documentation, along with billing in triplicate,to substantiate the work
performed. Sponsor agrees to pay CCC within 60 days of presentation of bill. Payments to CCC shall be forwarded
to: California Conservation Corps, 1530 Capitol Avenue, Sacramento, CA 95814, Attention: Accounting Office.

I . Project Work and Approval
A. Projects performed shall be in accordance with section
14304 of the Public Resources Code, and all applicable
policies, procedures, and guidelines of the CCC.
B. CCC Form 58 , Project Evaluation Forms, must be approved
and signed by the CCC Project Coordinator and the
Center Administrator prior to the first day of work (,ri
a project .
C. CCC Form 45, Project Completion Report, to be completed
at the end of the project within five(5) days after the
last day on the project .
D. Standard Form SCIF 3067--Employer ' s Report of
Occupational Injury or Illness, to be completed and
into Sari Bernardino ' s center clerk within 24 hours
after injury becomes known.
E. It is understood that , at times, the componenet may be
required to respond to emergencies outside the confines
of Redlands, if deemed necessary and appropriate by the
State . The State shall bear the responsibility for
providing supervision and transportation.
II . Education Component
A. Contractor shall secure a committment from local
eduation institutions that appropriate educational
services will be provided for corpsmembers hired under
the terms of this agreement .
B. Contractor shall , to the extent possible, strive to
implement , maintain, and support the educational
program to be developed under the direction of the
state.
C. Contractor shall designate an individual to monitor and
coordinate educational activities of corpsmembers.
D. CCC shall provide an educational component for
corpsmembers hired under the terms of this agreement ,
equivalent in content to the educational component
provided for corpsmembers at other satellites.
III . Recruitment and Hiring of Corpsmtmbers
A. All corpsmembers hired under the terms of this
agreement shall be between the ages of eighteen( 18) and
twenty-three( 23) at the date of hire .
B. It is understood that the contractor shall bear the
responsibility for recruitment of corpsmembers.
C. Selection and hiring of corpsmembers shall be
accomplished jointly by the state and the contractor.
The state reserves the right to make the final
determination as to selection/ rejection of
corpsmembers .

IV. Supervision of the CCC Component
A. Contractor shall provide personnel necessary to
supervise the CCC component during the performance of
project work
B. The State reserves the right to select and reject
personnel provided by the Contractor for supervision of
project work.
C. Personnel provided by the City to supervise the
component shall :
1 . Report directly to the State in all matters
pertaining to this agreement .
2. Be of good moral character.
3. Have experience dealing with youth or young
adults.
4. As relates to the terms of this agreement, be
subject to all applicable policies, procedures,
and guidelines of the CCC including, but not
limited to, CCC 's fraternization policy.
5. At a minimum, be certified in basic first aid and
cardiopulmonary resuscitation.
(Red Cross or equivalent) .
D. Provide a relief supervisor that meets the above
criteria and CCC approval .
V. Administrative Support
The Contractor shall provide personnel , as needed , to
prepare timekeeping, personnel , and project reporting
documents in an accurate and timely manner. Said documents
shall include but not be limited to:
A. CCC Form 123 (Exhibit B) .
B. Standard Form 634 (Exhibit C) .
C. CCC Form 138 A-B (Exhibit D) .
D. Standard Form 603 (Exhibit E) .
E. CCC Form 58 (Exhibit F) .
F. CCC Form 45 (Exhibit G) .
G. Demographic Survey Form (Exhibit H) .
VI . Reporting Requirements
All required forms and reports must be submitted to CCC San
Bernardino Center by the second ( 2nd) of each month for the
preceding month's work. Submittal of said forms shall be
furnished under separate cover identified by the above-
referenced agreement number.

VII . 'Tools and Vehicles
A. The Contractor shall provide any and all tools and
materials necessary to complete project work undertaken
by the component funded under the terms of this
agreement .
B. The Contractor shall provide suitable transportation in
accordance with Department of Motor Vehicles and
CalOSHA regulations to and from the job site for
corpsmembers hired under the terms of this agreement .
This agreement may be terminated by either party by 30 days
advance written notice to the other.
RESOLUTION NO. 4278
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING AN AGREEMENT WITH THE CALIFORNIA CONSERVATION
CORP
WHEREAS, the City of Redlands has benefited from the
services of the California Conservation Corps; and
WHEREAS, the City of Redlands' Satellite Conservation
Corp has given countless hours and time and labor to
various City projects; and
WHEREAS, it is the desire of the City of Redlands to
continue with a contractual agreement with the California
Conservation Corp; and
WHEREAS, the City of Redlands' adopted budget for
fiscal year 1987-88 does identify and support the
California Conservation Corps;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Redlands:
1. Authorizes the Community Services Director to
sign an agreement with the California
Conservation Corp;
2. Certifies that said agency understands the
assurances and certifications required by the
agreement; and
3. Certifies that said agency has sufficient
projects and programs requiring the services of
the California Conservation Corp.
