A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
RESTRICTING THE PARKING OF VEHICLES ALONG EAST SUNSET
DRIVE NORTH AND PANORAMA POINT DRIVE
WHEREAS, the State Legislature in California Vehicle Code sections 22507 and 22507.5
respectively, has delegated to local governments the authority to regulate vehicular parking within
their jurisdictions; and
WHEREAS, the proliferation of vehicles parked on public streets raises public safety
concerns, including the obstruction of access to rights-of-way and reduced site distance, which
have a detrimental effect on the public health, safety, welfare and quality of life in the City; and
WHEREAS, certain neighborhoods and areas of the City foster the stopping, standing or
parking of large numbers of visitors during the overnight hours, which adversely affects public
peace, morals and welfare of the residents; and
WHEREAS, restricting the parking of vehicles during all or certain hours of the day will
mitigate the public safety concerns associated with the parking of vehicles; will increase the
availability of parking for City residents and visitors; and, will preserve the character of
neighborhoods to the benefit the health, safety and welfare of City residents; and
WHEREAS, the City wishes to restrict the parking of vehicles during certain hours of the
day on City streets pursuant to the City's police power, as granted broadly under Article XI,
Section 7 of the California Constitution, and the City Council has the authority to enact and
enforce ordinances and implementing resolutions for the public peace, morals and welfare of the
City and its residents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands
as follows:
Section 1. The City Council hereby determines that approval of this Resolution is
exempt from review under California Environmental Quality Act ("CEQA") pursuant to the
State CEQA Guidelines section 15301(c). This section pertains the operation, repair, and minor
alterations of existing facilities when there is no expansion of use. Subsection "C" is specific to
existing streets and highways. This project is consistent with this exemption as it limits parking
within existing right-of-way and does not expand the use of the same.
Section 2. Pursuant to California Vehicle Code section 22507 and Redlands
Municipal Code section 10.40.090, the City Council hereby establishes a "no parking zone
between the hours of 9:00 p.m. and 6:00 a.m.," for:
(1) An approximate 4762 linear foot segment of East Sunset Drive North located
West of Panorama Point Drive,
(2) An approximate 632 linear foot segment of East Sunset Drive North located East

of Panorama Point Dnve,
An approximate 1052 linear foot segment of Panorama Point Dnve
Section 3 Pursuant to California Vehicle Code section 22507 and Redlands
Municipal Code Section 10 40 090, the City Council hereby establishes a "no parking zone" for
a 4762 linear foot segment of East Sunset Dnve North located West of Panorama Point Drive, a
632 linear foot segment of East Sunset Dnve North located East of Panorama Point Dnve, and
for a 1052 linear foot segment of Panorama Point Drive, each as depicted on Exhibit "A," which
is attached hereto and is adopted hereby incorporated by reference
Section 4 City staff is hereby directed to post the appropriate signage and markings
to implement this Resolution upon its effective date
Section 5 This Resolution shall take effect take effect immediately upon its
adoption
