A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING COMMISSION SIGN REVIEW NO 457 TO ESTABLISH A UNIFORM
SIGN PROGRAM FOR A MULTI -TENANT OFFICE, RETAIL AND COMMERCIAL
BUILDING AT 1702 WEST PARK AVENUE
WHEREAS, DKC Architects, Inc ("Applicant") has filed an application for Commission
Sign Review No 457 to establish a Uniform Sign Program for a multi -tenant building with office,
retail and commercial uses located at 1702 West Park Avenue (APN 0292-155-22-0000) in the
EV/IC (Commercial Industrial) zoning district, and
WHEREAS, on July 17, 2020, notice of the Planning Commission's public hearing for the
Project was published in the Redlands Daily Facts, and
WHEREAS, on July 28, 2020, the Planning Commission held a noticed public hearing at
which interested persons had an opportunity to testify in support of, or in opposition to, Commission
Sign Review No 457, and at which the Planning Commission recommended approval to the City
Council on the Project, and
WHEREAS, on October 8, 2020, notice of the City Council's public hearing for the proposed
Project, including the Commission Sign Review, was published in the Redlands Daily Facts by the
City Clerk, and
WHEREAS, on October 20, 2020, the City Council continued the public hearing for the
proposed Project to the December 15, 2020 meeting, and
WHEREAS, this City Council held a duly noticed public hearing on December 15, 2020, at
which interested persons had the opportunity to provide verbal and written testimony for the Project,
and the Commission Sign Review No 457, and
WHEREAS, this City Council has adopted Resolution No 8150 determining that the Project,
including Commission Review and Approval No 457, is exempt from environmental review under
the California Environmental Quality Act,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS
Section 1 Approval The City Council hereby approves Commission Sign Review No
457 to establish a uniform sign program, as shown an Exhibit "A" and subject to the Conditions of
Approval and incorporated herein by this reference as Exhibit `B "

Sign Criteria

The intent of this sign criteria is to provide the guidelines necessary to achieve a visually
coordinated, balanced, and appealing signage program.
Performance of this sign criteria shall be rigorously enforced and nonconforming signs
shall be removed by the Tenant or the sign contractor at their expense, upon the demand
of the owner.
If the Tenant does not remove said sign within 30 days, the owner will retain the right to
remove the sign at the Tenants, or the sign contractor's expense.
All signs proposed for this business center shall obtain approval from both the building
owner and the City or Redlands. Any deviations from these standards shall be approved
by both the building owner and by amendment to the sign program, approved by the City
of Redlands Planning Commission.
B. General Owner/Tenant Agreement
The following items apply to all tenant signage (e.g. building signage and monument panel)
1. Each Tenant shall submit to the owner for written approval, three (3) copies of detailed
shop drawings of their proposed sign, indicating conformance with the sign criteria
outlined herein. Such submittals shall include, but not be limited to, pertinent
dimensions, details, and color call -outs
2 The Tenant shall submit a sign drawing approved by the Owner to the appropriate city
authority for approval prior to the start of any sign construction, and shall pay for all
required approvals and permits from the applicable departments
3 The Tenant shall obtain all necessary approvals and permits from the applicable
departments .
4 The Tenant shall be responsible for fulfillment of all requirements of this sign criteria
5 It is the responsibility of the Tenant, or Tenant's sign company, to verify all existing
conditions prior to fabrication

6. The Tenant shall pay for all sign costs including their installation, maintenance, and
removal
7. All Tenants are required to have individual cut or channel letters which may be
internally illuminated via an led light source
8 Special signs which vary from this sign criteria must be approved by the owner, and
through an Amendment to the Sign Program approved by the Planning Commission
9. All work shall be of excellent quality. The owner reserves the right to reject any work
determined to be of lesser quality as determined in the sole discretion of the owner
10. NOTE No sign shall be constructed until approved building permits have been issued
from the City of Redlands.
C. General Building Sign Specifications (Refer to Exhibit A)
1. One "Sign Space" shall be allowed for each Tenant as allowed by the Redlands
Municipal Code. The Tenant shall verify the sign size and location prior to fabrication.
2 No exposed raceways, crossovers, conduits, conductors, or transformers, shall be
permitted.
3. All lettering shall be limited to the net sign area' and be measured per Redlands
Municipal Code Section 15 36 050
4. The tenant signs shall be limited by the Redlands Municipal Code requirements for the
C-4 zoning district which allow one (1) square foot of sign area for each linear foot of
leased building frontage, up to 120 linear feet Tenants with multiple frontages shall
use the frontage along Park Avenue to determine the amount of signage allowed.
5 Tenant signage shall be limited to one designated signage area and shall be a
maximum of 48 square feet (area of designated signage area limit) or the calculation
provided in item C.4 (whichever is less)
6 Tenant signs shall be located within designated sign area limit Signage shall be
horizontally centered and top aligned within sign designation area as shown on
`Exhibit A' unless prior written approval by owner is granted. (Provide equal area
above and below signage)
7 Lettering styles, size, font, typography, color, signage type, and logo shall be of the
tenant's choice, but shall be approved by owner, and shall be required to fit within the
designated sign area Preferred color for lettering is dark bronze.
8. Unless otherwise dictated by company logo design, and approved by building owner,
tenant signage shall be limited to two lines of text and company logo.

9. The tenant signs are to be individual cut or individual channel letters which may be
internally illuminated. The sign contractor shall provide necessary fastening and
bracing to securely install signage to resist all loads and meet all building code
requirements. Fasteners exposed to weather shall be galvanized or stainless steel
Signs shall be rail mounted to minimize damage to building unless prior written
approval is granted by owner.
10. Window lettering and/or signs shall be permitted subject to owner and city approval as
stated in Section 15.36.600 (Window Signs) of the Redlands Municipal Code
Maximum 25% window coverage
11 Any issue not covered in this Sign Program shall be addressed by Chapter 15 36 —
`Sign Code' of the Redlands Municipal Code Any questions regarding sign area
and/or placement shall be referred back to sign standards for the C-4 zoning district as
stated in the EVCSP.
D. General Monument Sign Specifications (Refer to Exhibit B)
1 The complex is allowed one freestanding monument sign as allowed by the Redlands
Municipal Code and shall be approved by the Planning Commission The overall
square footage of the monument sign is limited to 24 square feet
2. Monument sign shall be externally lit via led landscape lighting
3 Monument sign materials shall match building material
a Base Colored concrete to match stone veneer
b Sign Face Stone Veneer to match building (Eldorado Stone, Orchard Cypress
Ridge) with matching stone cap
c. Lettering Plastic lettering painted to match anodized aluminum
4 Overall area of the monument sign shall be 24 square feet per Exhibit B'
E. Prohibited Signs:
1. Immoral or Unlawful Advertising
a It shall be unlawful for any person to exhibit, post or display, cause to be exhibited,
posted or displayed upon any sign, anything of any obscene, indecent, or immoral
nature or unlawful activity
2. Signs on Doors or Windows
a No signs shall be installed, relocated, or maintained so as to prevent free ingress
to or egress from any door
3. Animated, Audible, or Moving Signs

a Signs consisting of any audible, moving, swinging, rotating, flashing, blinking,
fluctuating, or otherwise animated sign is prohibited
4. Off -Premise Signs
a. Any signs, other than a directional sign, installed for the purpose of advertising a
project, event, person, or subject not related to the premises upon which said sign
is located, is prohibited
5 Painted wall signs are Prohibited
6. Vehicle Signs
a Signs or billboards on or affixed to trucks, automobiles, trailers, or other vehicles
with the sole intent to advertise, identify, or provide direction to a use or an activity
is prohibited.
7. Light Bulbs Strings and exposed Tubing
a External displays, other than temporary decorative holiday lighting, which consist
of unshielded Tight bulbs, and open exposed neon or gaseous light tubing are
prohibited An exception hereto may be granted when the display is an integral
part of the design character of the activity to which it relates.

CONDITIONS OF APPROVAL
COMMISSION SIGN REVIEW NO. 457
1. The approval is to establish a uniform sign program for a 7,198 square foot multi -tenant
building with four tenants located at 1702 West Park Avenue (APN: 0292-155-22-0000).
2. Prior to installation, the applicant shall obtain a Building Permit from the Development
Services Department. All plans submitted to the City shall reflect the City Council approval
and any other changes required by the Commission and/or staff. This condition applies to the
site plan and all other illustrations, text, or plans submitted to the City in connection with this
project.
3. The monument sign shall be located outside of the public right-of-way and installed in
accordance with the attached Site Plan.
4. All plans submitted to the City shall reflect City Council approval and any other changes
required by the City Council, Planning Commission and/or staff.
5. The illumination of the sign shall be of such intensity or arranged in such a manner so as not
to create glare for abutting properties or vehicular traffic.
6. All signs shall comply with all applicable provisions of the Redlands Municipal Code and the
East Valley Corridor Specific Plan. The sign shall be constructed in compliance with all
applicable building, electrical, and other codes in effect at the time of construction or
maintenance, with particular respect to wind and seismic loads and overturning moment.
7. Pursuant to Government Code Section 66020(d), certain fees, dedications, reservations or
exactions imposed by the City as a condition of approval of this project are subject to a
statutory ninety (90) day protest penod. Please be advised that the ninety (90) day protest
period for those fees, dedications, reservations and exactions which are subject to
Government Code Section 66020(a) has commenced to run on the date this project was
approved by the City.
8. The applicant for this permit, and its successors and assigns, shall defend, indemnify and
hold harmless the City of Redlands, and its elected officials, officers, agents and employees,
from and against any and all claims, actions, and proceedings to attack, set aside, void or
annul the approval of this permit by the City, or brought against the City due to acts or
omissions in any way connected to the applicant's project that is the subject of this permit.
This indemnification shall include, but not be limited to, damages, fees, costs, liabilities, and
expenses incurred in such actions or proceedings, including damages for the injury to
property or persons, including death of a person, and any award of attorneys' fees. In the
event any such action is commenced to attack, set aside, void or annul all, or any, provisions
of this permit, or is commenced for any other reason against the City for acts or omissions

relating to the applicant's project, within fourteen (14) City business days of the same, the
applicant shall file with the City a performance bond or irrevocable letter of credit (together,
the "Security") in a form and in an amount satisfactory to the City, to ensure applicant's
performance of its defense and indemnity obligations under this condition. The failure of the
applicant to provide the Security shall be deemed an express acknowledgement and
agreement by the applicant that the City shall have the authority and right, without objection
by the applicant, to revoke all entitlements granted for the project pursuant to this permit.
The City shall have no liability to the applicant for the exercise of City's right to revoke this
permit.
