A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING A SOCIO-ECONOMIC COST/BENEFIT STUDY FOR THE
CONSTRUCTION OF A MULTI -TENANT BUILDING FOR OFFICE, RETAIL,
AND COMMERCIAL USES AT 1702 WEST PARK AVENUE
WHEREAS, DKC Architects, Inc. (` Applicant") has filed applications for a Socio -Economic
Cost/Benefit Study for Commission Review and Approval No. 907 Lot Line Adjustment No. 638,
Street Vacation No. 170, and Commission Sign Review No. 457 for the construction of a multi -
tenant building for medical/professional, office, and retail/commercial uses located at 1702 West
Park Avenue in the Commercial Industrial District of the East Valley Corridor Specific Plan
(collectively the `Project"); and
WHEREAS, on July 17 2020, notice of the Planning Commission's public hearing for
consideration of the Socio -Economic Cost/Benefit Study was published in the Redlands Daily Facts;
and
WHEREAS, on July 28, 2020, the Planning Commission held a noticed public hearing at
which interested persons had an opportunity to testify in support of, or in opposition to, the Socio -
Economic Cost/Benefit Study and at which the Commission recommended approval of the study to
the City Council, and
WHEREAS, on or about October 8, 2020, notice of the City Council's public hearing for the
Socio- Economic Cost/Benefit Study was published in the Redlands Daily Facts by the City Clerk;
and
WHEREAS, on October 20, 2020, the City Council continued the public hearing for the
Socio -Economic Cost/Benefit Study to the December 15, 2020, meeting; and
WHEREAS, the City Council held a duly noticed public hearing on December 15, 2020, at
which interested persons had the opportunity to provide verbal and written testimony on the Socio -
Economic Cost/Benefit Study and
WHEREAS, this City Council has adopted Resolution No. 8150 determining that the Project,
including Socio -Economic Cost/Benefit Study is exempt from environmental review under the
California Environmental Quality Act;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS
Section 1 The Socio -Economic Cost/Benefit Study for the Project is hereby approved
based upon the following findings:

A. The Project will not create unmitigated physical blight within the city or overburden
public services including, without limitation, the sufficiency of police and fire protection services.
The Project consists of the construction of a seven thousand one hundred ninety eight (7,198)
square foot multi -tenant building for medical/professional office and retail/commercial uses, to
combine two existing parcels into one single parcel, to vacate a seven (7) foot wide, approximately
one hundred sixty eight (168) feet in length, along Iowa Street, and to establish a uniform sign
program on a thirty two thousand four hundred sixty six (32,466) square -foot parcel located at 1702
West Park Avenue within the General Plan as Commercial/Industrial and provides improvements to
blend in with and enhance the surrounding neighborhood through the use of landscape buffers along
the public right-of-way architectural enhancements along the public right-of-ways, and the planting
of new trees on the Project site.
Regional public infrastructure has been previously installed for the neighboring streets. The
Project developer will make improvements to facilitate implementation of the Project, including
dedication on Park Avenue and the installation of a street light. The Project would provide
connections to existing City infrastructure. Utilities, less than 66KV will be placed underground.
The Project developer is required to fund its fair share allocation of any necessary public
infrastructure associated with development of the Project.
As determined in the Socio -Economic Cost/Benefit Study annually the Project will provide
an annual 'new net' revenue of five thousand three hundred eighty four dollars and eighty cents
($5,384.80) to the City upon occupancy and annual ongoing costs of approximately four thousand
six hundred seventy six dollars and fifty cents ($4,676.50). This equates to a revenue/cost ratio of a
positive factor of 1 15 For every dollar it spends, the City will receive one dollar and fifteen cents
($1 15) in revenue.
Because the Project will expand the City's economic base by increasing property tax
revenues; provide the infrastructure necessary to meet Project needs in an efficient and cost effective
manner and place an emphasis on design and landscaping, the City finds that the Project will not
create unmitigatable physical blight within the City or overburden public services, including without
limitation police and fire protection services.
B. The benefits to the City resulting from development of the Project outweigh any direct
cost to the City that may result.
The Socio -Economic Cost/Benefit Study demonstrates that, annually the Project will
generate 'new net' revenue of approximately five thousand three hundred eighty four dollars and
eighty cents ($5,384.80) and approximately four thousand six hundred seventy six dollars and fifty
cents ($4,676.50) in cost and have a positive balance of seven hundred eight dollars and thirty cents
($708.30) (or ratio +1 15). For every dollar the City spends in providing services to the Project, the
City will receive one dollar and fifteen cents ($1 15) in 'new net' revenue. The Project would
provide for the development of a multi -tenant building for medical/professional office and
retail/commercial uses, and related on-site improvements including a parking lot, landscaping,
lighting, and utility connections. Further, with the additional revenue provided to the City through

increased property tax assessment, and the payment of development impact fees, direct and indirect
funding will be provided for cultural enhancements, downtown district enhancements, park
enhancements, public safety (Police and Fire) enhancements, and traffic enhancements
Section 2 Effective Date This Resolution shall become effective upon adoption
