HomeMy WebLinkAbout8150RESOLUTION NO. 8150 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS DETERMINING THAT THE CONSIDERATION OF APPLICATIONS FOR COMMISSION REVIEW AND APPROVAL NO. 907 LOT LINE ADJUSTMENT NO 638, STREET VACATION NO. 170, AND COMMISSION SIGN REVIEW NO 457 PROPOSED BY DKC ARCHITECTS, INC. IS EXEMPT FROM ENVIRONMENTAL REVIEW UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT WHEREAS, DKC Architects, Inc. (` Applicant") has filed applications for Commission Review and Approval No. 907 Lot Line Adjustment No. 638, Street Vacation No. 170, and Commission Sign Review No. 457 to construct a seven thousand one hundred ninety eight (7,198) square -foot multi -tenant building for medical/professional office and retail/commercial uses; combine two existing, adjacent parcels into one parcel; vacate a seven (7) foot wide portion of street frontage, on the westerly side of Iowa Street; and establish a uniform sign program, for a proposed building at 1702 West Park Avenue in the Commercial Industrial (EV/IC) District of the East Valley Corridor Specific Plan (collectively the `Project"); NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS: Section 1. California Environmental Quality Act. The City Council of the City of Redlands hereby determines the following in connection with its consideration of its approval of the Project: A. Considered as a `whole, the Project is exempt from environmental review pursuant to the following sections of the State Guidelines implementing the Califomia Environmental Quality Act ("CEQA '): (1) Section 15061(b)(3) which provides that CEQA applies only to projects which have the potential for causing a significant effect on the enviromnent, and this City Council hereby determines that it can be seen with certainty that the approval of the Project will not have a direct or indirect significant on the environment; and (2) Section 15305 which acknowledges that minor alterations in land use, such as the proposed combination of two vacant parcels into one parcel, and the proposed vacation of unused public right-of-way and (3) Section 15311 which exempts accessory structures such as the construction or placement of minor structures accessory to existing commercial, industrial, or institutional facilities; and (4) Section 15332 for in -fill development projects, such as the Project, which is consistent with the City's General Plan and applicable zoning for the property at 1702 West Park Avenue; is developing land which has no value as habitat for endangered, rare or threatened species; which when completed, can be served by existing utilities and public services; and will have no significant, adverse traffic, noise, air, or water quality effects on the environment. 1 1: \ Resolutions \Res 8100-8199\8150 DKC Architects CEQA Exemptmns.doc B This City Council hereby determines that none of the exceptions listed in section 15300 2 are neither applicable individually, or cumulatively, such they disqualify the se of the exemptions described in subsection A, above ADOPTED, SIGNED AND APPROVED this 15th day of December, 2020 rolt Mayor, City of Redlands ATTEST e Donaldson, City Clerk 2 E1Resoiutions\Res 8100-819918150 DKC Architects CEQA Exernptions.doc I, Jeanne Donaldson, City Clerk of the City of Redlands, hereby certify that the foregoing resolution was duly adopted by the City Council at a regular meeting thereof held on the 15th day of December, 2020, by the following vote AYES Councilmembers Banch, Tejeda, Davis, Guzman -Lowery, Mayor Foster NOES None ABSTAIN- None ABSENT None 3 I.1Resolutions\Res 8100-8199\8150 DKC Architects CEQA Exemptions.doc Donaldson, City Clerk
