A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF
THE REDLANDS MUNICIPAL CODE
Pursuant to studies made under authority of Title 10 of the Redlands Municipal Code,
and the presentation of information gamed in such studies, the City Council hereby finds and
determines that certain regulations are necessary and shall be established pursuant to Title 10 of
the Redlands Municipal Code, and the Traffic Engineer of the City of Redlands is hereby
directed to perform such acts as are necessary to accomplish the following
SECTION ONE Pursuant to Section 10 24 010 of the Redlands Municipal Code, a
traffic engineering investigation (Engineering, Traffic and Speed Survey and Speed Survey Data
sheets), attached hereto as Exhibit "A," and made a part thereof, has been conducted for the
following highway and the following speed limits are hereby found most appropriate to facilitate
the orderly movement of traffic and are reasonable and safe
Highway Southbound California Street between Palmetto Avenue and
Almond Avenue
Westbound Palmetto Avenue between Nevada Street and
California Street
Date of Study July 25, 2006
Speed Limits as follows
40 mph on southbound California Street between Palmetto Avenue and Almond
Avenue
30 mph on westbound Palmetto Street between Nevada Street and California
Street
ADOPTED, SIGNED AND APPROVED this 1st day of August, 2006

HIGHWAY UNDER SURVEY California Street and Palmetto Avenue
AREA OF
California Street between Almond Avenue and Palmetto
Avenue.
Palmetto Avenue between California Street and Nevada
Street.
DATE OF SURVEY July 25 2006
RECOMMENDATIONS:
Based on the facts of this survey it is recommended that southbound California Street between
Palmetto Avenue and Almond Avenue be posted for 40mph and that westbound Palmetto
Avenue between Nevada Street and California Street be posted for 30 mph.
The Traffic Engineer of San Bernardino County has requested that California Street between
Almond Avenue and Palmetto Avenue be speed zoned for 40 mph and Palmetto Avenue between
California Street and Nevada Street be speed zoned for 30 mph based on their engineering
analysis for safe site distance. The site distances along these segments of California Street and
Palmetto Avenue are restricted due to the numerous existing palm trees along the east side of
California Street and both sides of Palmetto Avenue. The centerline of California Street between
Palmetto Avenue and Almond Avenue is the westerly boundary of an island of properties under
the San Bernardino County jurisdiction, commonly known as the `Donut Hole. The centerline
of Palmetto Avenue from California Street to Nevada Street is a portion of the northerly
boundary of the `Donut Hole.
The section of California Street between Palmetto Avenue and Almond Avenue is designated as
a major arterial with a 120 foot ultimate right-of-way and the section of Palmetto Avenue
between Nevada Street and California Street is designated as a major highway with a 104 foot
ultimate right-of-way in the City of Redlands East Valley Corridor Specific Plan. The areas are
also located within a commercial/industrial area.
It is recommended that southbound California Street between Palmetto Avenue and Almond
Avenue be posted as follows:
Post 40 m.p.h. sign for southbound traffic:
1 Just south of Palmetto Avenue.
2. Just south of San Bernardino Avenue.
It is recommended that westbound Palmetto Avenue between Nevada Street and California Street
be posted as follows
2 Post 30 m p h sign for westbound traffic
1 Just west of Nevada Street
2 Just east of California Street
