A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING THE RETURN OF A PORTION OF CALTRANS STATE LOCAL
PARTNERSHIP PROGRAM GRANT FUNDING FOR THE REDLANDS
BOULEVARD/ALABAMA STREET INTERSECTION IMPROVEMENT
PROJECT
WHEREAS, in October 2012, the City of Redlands was awarded one million dollars
($1,000,000) in CALTRANS Proposition 113 State Local Partnership Program ("SLPP") grant
funding to supplement construction costs for the Redlands Boulevard/Alabama Street Intersection
Improvement Project ("Project"); and
WHEREAS, the SLPP program reimburses grant recipients for eligible expenditures up to
the maximum grant award; and
WHEREAS, in November 2013, the City of Redlands contracted with All American
Asphalt to construct the Project; and
WHEREAS, the City of Redlands received partial SLPP grant funding reimbursements
totaling $1,000,000 throughout construction of the Project; and
WHEREAS, on March 24, 2016, the Project was accepted as complete for a total
construction price of five million seven hundred fifteen thousand two hundred eight dollars and
eighty four cents ($5,715,208.84); and
WHEREAS, on December 20, 2019, CALTRANS issued a Corrective Action Plan
("CAP") for findings described in the Proposition 1 B audit which require the City of Redlands to
return four hundred seventeen thousand four hundred eighty three dollars ($417,483) for ineligible
Project expenditures; and
WHEREAS, returning four hundred seventeen thousand four hundred eighty three dollars
($417,483) of this grant award maintains the strong partnership between the City of Redlands and
CALTRANS, and preserves the City of Redlands' eligibility for future CALTRANS grant funding;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section 1. The City Council of the City of Redlands hereby approves the return of four
hundred eighty three dollars ($417,483) in SLPP grant funding to the California Department of
Transportation and authorizes the City Manager or his designee to complete and submit all
documents, including but not limited to applications, payment requests, and progress reports which
may be necessary.
Section 2. The City Council hereby determines that the approval of this Resolution is
exempt from review under the California Environmental Quality Act ("CEQA") pursuant to

section 15061(b)(3) of the state's CEQA Guidelines because it can be seen with certainty that there
is no possibility that approval of this Resolution may have a significant impact on the environment.
