CONTRACT FOR PROFESSIONAL SERVICES 2000
THIS CONTRACT is entered into by and between STEFAN/GEORGE ASSOCIATES
(hereinafter referred to as the "Firm"), having its principal place of business at 925 L
Street, Suite 340, Sacramento, California, 95814, and the CITY OF REDLANDS
(hereinafter referred to as the "City"), having its place of business at 35 Cahon Street,
Suite 200, Redlands, California 92373.
1. Services. The Firm agrees to perform on behalf of The City of Redlands the
following lobbying and bill tracking services:
a. Monitor and lobby AB 1544 (Granlund) or any other pending
legislation introduced or amended that would impact the City of
Redlands. Activities under this provision include tracking, obtaining
copies of legislation or amendments, and reviewing the status of
legislation with designated City officials.
b. Consult with City officials concerning legislative strategy to be used to
oppose and kill such legislation, or support legislation as needed.
c. Represent the City's position to State agencies, legislators and the
Governor and his staff consistent with the provisions of State laws
that regulate lobbying activity by public entities.
d. Lobby the Governor to veto AB 1544 (or any similar legislation which
reaches his desk) if necessary within the contract period.
e. Advise the City of legislative hearings regarding legislation impacting
its sphere of influence, and assist in connection with meetings,
appearances, testimony, or statements involving the City's
representatives.
f. Advise the City of significant actions taken by legislative bodies and
the Governor regarding AB 1544 as outlined in (a) and (d).
g. Advise the City of positions and policies adopted by other companies
and organizations with respect to sphere of influence legislation
affecting the City's interests.

h. Provide information necessary to file Report of Lobbyist Employer and
related schedules.
2. Fee and Tenn of Contract The City shall pay the firm as full compensation
for performance of the services mentioned in Section 1 the sum of $4,000,
covering the one-month period January 15 through February 15, 2000. The
fee shall be payable in full upon receipt of the invoice. At the request of the
City, the contract period can be extended on a month-to-month basis. The
fee will be $4,000 per month that the contract is extended, due and payable
upon receipt of the invoice.
3. Coordination. Day-to-day coordination shall occur through the offices of
Gary Luebbers, City Manager, or his designee: and for the Firm, Sande
George.
4. Conflict of Interest. Firm shall follow all relevant provisions of the Fair
Political Practices Act and other statutes regulating conflict of interest. Firm
agrees that it is not performing lobbying services on behalf of any client
appearing before any governing body of the City of Redlands.
5. Expenses. The firm shall not charge the City for any ordinary and necessary
business expenses, other than those for actual travel and related expenses
incurred while working for the City. Any extraordinary expenses shall be
agreed to in advance by both parties.
6. Termination. This agreement and the services rendered with it may be
terminated at any time upon 15 days written notice from either party, with or
without cause. In the event of such termination, the City shall compensate
the Firm for performance of the services through termination of this
Agreement as specified in (2).
7. Equal Employment Opportunity. The Firm affirms that it is an equal
opportunity employer(EOE) as prescribed by federal law.
