HomeMy WebLinkAbout8167RESOLUTION NO. 8167 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS DETERMINING THAT OUTSIDE CITY CASE ("OSC") 21-01 IS CONSISTENT WITH THE REDLANDS GENERAL PLAN AND THE PUBLIC HEALTH, SAFETY, WELFARE AND BEST INTERESTS OF THE CITIZENS OF REDLANDS ARE SERVED BY THE CONTINUED PROCESSING OF OSC 21-01 WHEREAS, Mr. Ensen Mason has filed an application for Outside City Case No. 21- 01 ("OSC 21-01") with the City of Redlands for a sewer connection for a single family residence located at the northeast corner of Citrus Avenue and King Street (APN: 0299-052-08- 0000) (the "Property") in the unincorporated community of Mentone; and WHEREAS, Mr. Mason has concurrently applied for a pre -annexation agreement for the Property with the City's Development Services Department; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS: Section 1. The City Council hereby determines that approval of this Resolution and OSC 21-01 is exempt from review under California Environmental Quality Act ("CEQA") pursuant to sections 15303(a) and 15319(b) of the State Guildlines implementing CEQA, as CEQA exempts the conversion of small structures and the annexation of property for exempt facilities. Section 2. The City Council hereby determines that OSC 21-01 is consistent with the City of Redlands' General Plan, and that the public health, safety, welfare, and best interests of the residents of Redlands are served by the City's continued processing of the application. CRITERIA— RMC 13.060.050 H (H.1.) Relationship of the property and its proposed use to the city's General Plan and zoning ordinances. The City of Redlands General Plan Land Use Map shows the subject property designated as 'Rural Living' (defined as 0 to 1 dwelling unit per five acres). The subject property was formed under the jurisdiction of San Bernardino County and currently exists as a legal lot of record. The subject property is currently developed with a single-family residence built in the 1920's. The property has a lot size approximately 4.3 acres in size and is physically suitable for the existing residential use. In the event that this property and surrounding properties were to be annexed in the future, the subject property would likely be zoned Agriculture (A-1) which is consistent with the City's General Plan designation of Rural Living. At that time, all future development or subdivision within the area would then be required to be consistent with the A-1 zoning and Rural Living General Plan designation. (H.2.) Relationship of the properly and its proposed use to the City's Water Master Plans, and the City's Water Capital Improvement Programs: The 1998 Sewer Master Plan included the area of the property in their service area study, and the incremental demand was included in sizing the existing sewer mains that serve the area. There are no sewer CIP (Capital Improvement Program) projects programmed for this area. (H.3.) Proximity of the property to the city's boundaries and existing utility infrastructure: (H.4.) The project is within the citys Sphere of Influence as defined by LAFCO. The project is located approximately 0.60 miles east of the Redlands city limits. The project is subject to meeting utilities development requirements. The development requirements for sewer infrastructure are contained within this staff report. Prone Staff has examined two factors of potential revenue to the city given the provision that the project is annexed into the city and the site is developed.
