Home My WebLink About5883RESOLUTION NO 5883 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE REDLANDS MUNICIPAL CODE. Pursuant to studies made under authority of Title 10 of the Redlands Municipal Code, and the presentation of information gained in such studies, the City Council hereby finds and determines that certain regulations are necessary and shall be established pursuant to Title 10 of the Redlands Municipal Code, and the Traffic Engineer of the City of Redlands is hereby directed to perform such acts as are necessary to accomplish the following: SECTION ONE. Pursuant to Section 10.24.010 of the Redlands Municipal Code, a traffic engineering investigation (Engineering, Traffic and Speed Survey and Speed Survey Data sheets), attached hereto as Exhibit A, and made a part thereof, has been conducted for the following highway and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe: Highway. Central Avenue Date of Study March 19 2001 Speed Limits as follows: 30 m.p.h. between University Street and Judson Street. ADOPTED SIGNED AND APPROVED THIS 15TH DAY OF MAY 2001 ATTEST Deputy CityClerk6i/12e/L a Mayor EXHIBIT "A" ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY AREA OR DATE OF SURVEY RECOMMENDATIONS CENTRAL AVENUE BETWEEN UNIVERSITY STREET AND JUDSON STREET MARCH 20 2001 Based on the facts of this survey it is recommended that Central Avenue between University Street and Judson Street be posted as a 30 m.p.h. zone. In the area between University Street and Judson Street, two speed surveys were conducted. The results are as follows: Between Judson Street and Grove Street At Central Avenue Critical Speed Average Speed Pace Speed Between Grove Street and University Street At Central Avenue Critical Speed Average Speed Pace Speed 33.5 m.p.h. 28.7 m.p.h. 24.33 m.p.h. 33 8 m.p.h. 28.2 m.p.h. 25-34 m.p.h. The Traffic and Parking Commission requested a speed survey be conducted along with speed enforcement by the Redlands Police Department on Central Avenue at Cook Street due to requests from local residents for a four-way stop sign installation. Currently the intersection has stop signs posted on Cook Street for north and southbound traffic. This section of Central Avenue has not had a speed survey conducted before therefore, currently the prima facie speed limit is 25 m.p.h. This section of Central Avenue is located within a single and multi -family residential area. Based on the speed survey on Central Avenue between University Street and Judson Street which indicated a critical speed of 33.5 m.p.h. we recommend that the speed zone for Central Avenue between University Street and Judson Street be established as a 30 m.p.h. speed zone.
