A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING
TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE REDLANDS MUNICIPAL
CODE
Pursuant to studies made under authority of Title 10 of the Redlands Municipal Code, and
the presentation of information gained in such studies, the City Council hereby finds and
determines that certain regulations are necessary and shall be established pursuant to Title 10 of
the Redlands Municipal Code, and the Traffic Engineer of the City of Redlands is hereby directed
to perform such acts as are necessary to accomplish the following
SECTION ONE Pursuant to Section 10 24 010 of the Redlands Municipal Code, a
traffic engineering investigation (Engineering, Traffic and Speed Survey and Speed Survey Data
sheets), attached hereto as Exhibit "A," and made a part thereof, has been conducted foi the
following highway and the following speed limits are hereby found most appropriate to facilitate
the orderly movement of traffic and are reasonable and safe

HIGHWAY UNDER SURVEY West Lugonia Avenue
AREA OF Between Alabama Street and Tennessee Street
DATE OF SURVEY November 6, 2001
RECOMMENDATIONS:
Based on the facts of this survey it is recommended that eastbound West Lugonia Avenue between
Alabama Street and Tennessee Street be posted as a 45 m.p.h. zone.
In the area between Alabama Street and Tennessee Street a speed survey was conducted. The
results are as follows:

A request was made by Gilda Murray Office Manager Department of Motor Vehicles at 1659
Lugonia Avenue, to post the speed limit on West Lugonia Avenue between California Street and
Tennessee Street. Applicant stated as reasons for the request were excessive speeds and numerous
accidents. Currently the centerline of West Lugonia Avenue is the boundary between the City of
Redlands and the County of San Bernardino The segment of West Lugonia between California
Street and Alabama Street has previously been approved for a 45 m.p.h. zone This section of
West Lugonia Avenue between Alabama Street and Tennessee Street has not had a speed survey
conducted before therefore, currently the maximum speed limit is 55 m.p.h. per CVC 22349
The County of San Bernardino Department of Public Works have conducted their own speed
survey which resulted in approximately the same critical speed. The County is going before the
Board of Supervisors recommending a 45 m.p.h. speed limit for westbound West Lugonia Avenue
between Alabama Street and Tennessee Street.
This section of West Lugonia Avenue is designated as a major arterial in the City of Redlands
General Plan. The area is also located within a commercial/industrial area.
Based on the speed surveys on West Lugonia Avenue between Alabama Street and Tennessee
Street which indicated a critical speed of 45.9 m.p.h. we recommend that the speed zone for
eastbound West Lugonia Avenue between Alabama Street and Tennessee Street be established as
a 45 m.p.h. speed zone.
