Contract earlier closed session, ratified the 1990-91 Memorandum of
Understanding for the Redlands Professional Fire Fighters.
Amicus Brief City Attorney McHugh informed Councilmembers about a request to
join an Amicus Brief challenging the standard of review for
development permits. Council consented to this request.
The following items were acted upon during the afternoon session:
Claim On motion of Councilmember Larson, seconded by Councilmember
Cunningham, the claim of Margaret Ann McCay in the amount of
$60.00 was found not to be a proper charge against the City and
therefore was rejected by AYE votes of all present.
Claim On motion of Councilmember Larson, seconded by Councilmember
Cunningham, the claim of Gloria White in an unknown amount was
found not to be a proper charge against the City and therefore
was rejected by AYE votes of all present.
Claim On motion of Councilmember Larson, seconded by Councilmember
Cunningham, the claim of Michael Steven Sackos in the amount of
$100,000.00 was found not to be a proper charge against the City
and therefore was rejected by AYE vote of all present.
Claim On motion of Councilmember Larson, seconded by Councilmember
Cunningham, the claim of Vikki K. Garrison in an unknown amount
was found not to be a proper charge against the City and therefore
was rejected by AYE votes of all present.
Claim On motion of Councilmember Larson, seconded by Councilmember
Cunningham, the late claim of Victor Verne in an unknown amount
was rejected by AYE votes of all present as the claim was not filed
in a timely manner.
Contract Award Bids were opened and publicly declared on July 6, 1990, by the
City Clerk for the construction of handicap ramps at various
Funds intersections on Brookside Avenue and Center Street; a bid
opening report is on file in the Office of the City Clerk. At this
Handicap time, it is the recommendation of the Engineering Services
Ramps Department that the responsible bidder submitting the bid for said
project which will result in the lowest cost to the City is Larry
Jacinto Construction, Inc. in the amount of $15,014.60 and it is in
the best interest of the City that this contract be awarded to said
firm. On motion of Councilmember Larson, seconded by
.Councilmember Cunningham, this recommendation and an
appropriation of the same amount which will be reimbursed by a
grant from TDA, Article 3, Bicycle/Pedestrian Program upon
completion were approved by AYE votes of all present.

WITNESSETH: That the City and the Contractor, for the consideration
hereinafter named, agree as follows:
1. SCOPE OF WORK: The Contractor will furnish all materials and
will perform all of the work for the following:
Removal and replacement of curb and gutter, handicap ramps,
sidewalks, and matchup paving all as shown and as specified.
2 . THE CONTRACT SUM:
$15 , 014 . 60
3 . TIME FOR COMPLETION: The work to be completed within thirty
(30) calendar days from and after the date of the Notice to Proceed.
4 . CONTRACT DOCUMENTS: The complete contract includes all of the
contract documents set forth herein, to wit; Notice Inviting Bids,
Instructions to Bidders, Proposals and Bid Form, Bid Bond,
Agreement, Faithful Performance Bond, Labor and Material Bond, Plans
and Specifications and any addenda thereto.

A. NOTICE INVITING SEALED PROPOSALS (BIDS)
for
HANDICAP RAMPS PROJECT
NOTICE IS HEREBY GIVEN that the City Council of the City of Redlands
invites all and will receive sealed proposals (Bids) up to the hour of
11.00 a.m. on the 6th day of July, 1990, and marked:
BID FOR: Handicap Ramps Project, Contract No. 01-3020-2880
The City Council of the City of Redlands reserves the right to reject
any and all bids and award contracts in the best interests of the
City.
Plans may be seen and forms of proposals, contracts and specifications
may be obtained at the office of the City Engineer, City Hall,
Redlands, California.
Each proposal (Bid) shall be made out or submitted on a form to be
obtained at the office of the City Engineer, and each bid proposal
shall be sealed and filed with the City Clerk at or before the time in
this Notice provided.
All terms and conditions contained in the contract documents including
the Information to Bidders shall become a part of the contract. No
bidder may withdraw their bid for a period of forty-five (45) days
after the time set for the opening thereof.
