HomeMy WebLinkAbout6045RESOLUTION NO 6045 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO TITLE 10 OF THE REDLANDS MUNICIPAL CODE. Pursuant to studies made under authority of Title 10 of the Redlands Municipal Code, and the presentation of information gained in such studies, the City Council hereby finds and determines that certain regulations are necessary and shall be established pursuant to Title 10 of the Redlands Municipal Code, and the Traffic Engineer of the City of Redlands is hereby directed to perform such acts as are necessary to accomplish the following: SECTION ONE. Pursuant to Section 10.24 010 of the Redlands Municipal Code, a traffic engineering investigation (Engineering, Traffic and Speed Surveys and Speed Survey Data sheets) attached hereto as Exhibit A, and made a part thereof, has been conducted for the following highways and the following speed limits are hereby found most appropriate to facilitate the orderly movement of traffic and are reasonable and safe: 1 Highway Date of Study. Speed Limits as follows: Center Street February 21 2002 35 m.p,h. between State Street and Crescent Avenue 25 m.p.h. school zone between Olive Avenue and Clark Street. 2. Highway. Date of Study. Speed Limits as follows: Terracina Boulevard February 13 2002 45 m.p.h. between Barton Road and Olive Avenue 35 m.p.h. between Olive Avenue and Cypress Avenue. 3 Highway• Alta Vista Drive Date of Study. November 12, 1990 Speed Limits as follows: 35 m.p.h. between Florida Street and Sunset Drive. ADOPTED, SIGNED AND APPROVED THIS 18TH DAY OF JUNE, 2002 ATTEST City erk zAAJ Mayor EXHIBIT "A" ENGINEERING, TRAFFIC AND SPEED SURVEY HIGHWAY UNDER SURVEY Center Street AREA OF Between State Street and Crescent Avenue DATE OF SURVEY February 21, 2002 RECOMMENDATIONS: Based on the facts of this survey it is recommended that Center Street between State Street and Crescent Avenue be posted as a 35 m.p.h. zone. There is one school on the roadway between Olive Avenue and Clark Street. This area meets the requirements of CVC 22352 (b-2) (school zone) for a 25 m.p.h. zone. In the area between State Street and Crescent Avenue, five speed surveys were conducted. The results are as follows. Between Glenwood Drive and Olive Avenue Between Fern Avenue and Clark Street Between North Place and Cypress Avenue Between Clifton Avenue and Esther Way Between Walnut Avenue and Highland Avenue Critical Speed 36.9 m.p.h. Average Speed 32.9 m.p.h. Pace Speed 28-37 m.p.h. Critical Speed 36.0 m.p.h. Average Speed 31.3 m.p.h. Pace Speed 28-37 m.p.h. Critical Speed 36.8 m.p.h. Average Speed 33.2 m.p.h. The last speed survey conducted on this section of Center Street was on August 2, 1989 For this reason, a new speed survey was required for this section of Center Street. It is recommended that the 25 m.p.h. school zone between Olive Avenue and Clark Street remain unchanged. The critical speed at Olive Avenue was 44 4 m.p.h. however this is at the location of a speed limit change from 45 m.p.h. to 35 m.p.h. The average speeds ranged from 34 to 43 m.p.h. The area is a mix of residential and medical offices with Redlands Community Hospital located at Terracina Boulevard and Fern Avenue. That intersection is controlled by a four-way stop Otherwise, Terracina Boulevard is uncontrolled in this area. The critical speeds and nature of the area support the maintenance of the existing 35 m.p.h. limit in this area. In the area between Barton Road and Cypress Avenue, four speed surveys were conducted. The results are as follows. For this reason, the ball bank indicator test data of November 12, 1990 is still acceptable. In the area between Florida Street and Sunset Drive, ball bank indicator tests were run on Alta Vista Drive. Following is a list of the safe speeds determined for each curve: Curve East West #1 38 m.p.h. 43 m.p.h. 112 36 m.p.h. 34 m.p.h. #3 33 m.p.h. 38 m.p.h. #4 37 m.p.h. 35 m.p.h. Please refer to the attached map for the location of each curve. The current speed limit is 35 m.p.h. in this area.
