HomeMy WebLinkAbout5578RESOLUTION NO 5578 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS DETERMINING AN EXEMPTION FROM TRAFFIC AND SOCIO-ECONOMIC STUDY REQUIREMENTS OF THE REDLANDS GENERAL PLAN (MEASURE 'U") WHEREAS, the voters of the City of Redlands approved an initiative ordinance commonly known as Measure 'U' to amend the Redlands General Plan to establish principals of managed development; and WHEREAS, the Redlands General Plan requires that specified development projects prepare socio-economic cost/benefit studies and traffic studies as a condition of their being processed within the City of Redlands; and WHEREAS, the Redlands General Plan further contains an exemption from traffic and socio- economic study requirements, provided the development project satisfies certain criteria; and WHEREAS, the applicant for a development project commonly known as Mountain View Acres Senior Retirement Facility (the 'Project"), proposed on property located within the County of San Bernardino, has requested the City Council of the City of Redlands (this 'City Council') determine whether the Project is exempt from the traffic and socio-economic study requirements of the Redlands General Plan; and WHEREAS, the applicant for the Project has submitted a Project description of the characteristics of the Project, which is attached hereto as Exhibit A and incorporated herein by this reference. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS Section 1. The City's General Plan presently contains an exemption from the General Plan s traffic and socio-economic study requirements for projects which meet the following criteria: 'Development projects that directly further the primary institutional purposes of churches, hospitals, schools (including private schools and universities), and organizations such as the YMCA and YWCA, on sites held by such entities as of March 1 1997 are exempt from the traffic level of service requirements and the requirement for socio-economic study established by this initiative measure so long as such development projects are either 1) non-residential in character, or 2) provide only dormitory staff housing or senior congregate care facilities for those exempt entities. DJM299TB Section 2. The Project applicant has represented t� this City Council that it has 'held' the site on which the Project is proposed to be developed as of March 1 1997 Section 3. The Project applicant has represented to this City Council that it is organized and is presently existing as a non-profit corporation which provides existing social facilities for the benefit of the community in accordance with Federal and State laws. Section 4. The Project applicant has represented to this City Council that the Mountain View Acres Project shall be constructed, operated and maintained as an age restricted project for 'seniors' only in accordance with Federal and State laws, and will provide congregate care for such persons. Section 5. Based upon the foregoing, this City Council determines that the Mountain View Acres Senior Retirement Facility if developed and constructed as represented to this City Council by the applicant, and as described in Exhibit A, is exempt from the traffic and socio- economic study requirement of Measure 'U' and as incorporated into the Redlands General Plan. INTRODUCTION Our research has shown that developing housing for elderly people will be a burgeoning industry during the next decades not only because of longevity but due in part to the aging of the baby boomers Research indicates that by the year 2020 almost one in five Americans will be over 65 years old By 2030 the number of aged will more than double to 70 million And elderly people increasingly need and want housing attuned to their special needs Data from the U S National Center for Health Statistics show that 6 to 8 % of persons 65 and over have difficulty bathing moving out of beds or chairs, dressing, or doing light housekeeping 5% need help managing money or using the telephone 19% find walking difficult and 24% find heavy housework difficult Based upon these needs some experts classify seniors according to five categories reflecting their health status 1 fully dependent elderly persons able to perform all daily living tasks without assistance who thus can live anywhere they can afford; 2 semi-independent seniors who require some support such as home management or maintenance transportation or meal preparation 3 moderately dependent seniors who require supervision or assistance with daily activities such as dressing bathing, and taking medication; 4 seniors that require intermediate care such as restorative services to prevent further loss of independence and 5 seniors who require 24 hour skilled nursing care These classifications suggests the variety of services seniors may need and offer direction for those planning to develop housing for the elderly Congregate housing is an option to seniors But elderly people are notoriously resistant to moving from their established homes The elderly find it necessary to move for a variety of reasons deteriorating surroundings and living conditions that threaten their personal and financial security a decline in their health, as they age they find it more difficult to care for themselves and their homes their vision hearing mobility may deteriorate, or they become disabled and subject to chronic debilitating diseases In light of this research developers of elderly housing must weigh the various models before embarking on such development Though in this project description the "Social Model is identified we know in reality to be truly an effective option for the elderly, it must be a combination of options to meet their needs as those needs change with age The option must meet the needs of the healthy elderly who desire and enjoy a variety of indoor and outdoor experiences while at the same time be supportive of the frail resident who may be easily distracted and disoriented The successfully designed environment will recognize the need to create more than housing security and safety But to create an enriched environment that will motivate the elderly to seek health and become involved in the diverse opportunities present in this setting Research through the use of questionares completed by seniors show that the elderly seek social activities to avoid isolation and loneliness, facilities and services to assist in maintaining their daily lives, and amenities to enable them to enjoy their waning years A 1993 survey by the American Senior Housing Association, representing 71 000 housing units in 399 housing developments for seniors, demonstrated the range of facilities and services provided in typical projects and which are similar to those proposed in this project Emergency Call Systems Parking Transportation Laundry Services Gardens requirements for residential units special facilities indoor and outdoor spaces landscaping, parking and circulation and high quality services will play a major part in the success of housing developments for the elderly Mountain View Acres, Inc with the continued support of Redlands Christian Homes, Inc will develop a planning team knowledgeable in these areas and avail ourselves of all needed expertise as we plan and prepare to develop this project MOUNTAIN VIEW ACRES, INC 251 TENNESSEE REDLANDS, CA 92373 PROJECT DESCRIPTION Mountain View Acres, Inc organized in 1996 Applied for and received its non-profit status from the Franchise Tax Board and the Internal Revenue Service as a qualified Section 501 (c) (3) tax exempt organization Mountain View Acres, Inc was created to address the problem of low cost housing for the elderly This is its first project., a two hundred twenty six (226) multiple units retirement community The community concept will not only address low cost housing needs for the elderly but target those concerns the elderly have regarding comprehensive and secure life care services that promote independence and participation These elements will be described further in later sections of this project description PROJECT SITE AND LOCATION This project is designed as a walled community on a site with 20 44 gross acres that will result in 17 98 net acres It is adjacent to a residential neighborhood on the corner of Fifth and Wabash in the County of San Bernardino east of the boundry of Redlands The property is bounded on the east, north and south by citrus groves and by a church and single family homes on the west It is close to an active shopping center Redlands University Crafton Hills College and only a short bus or car ride to the center of Redlands All of the required utilities electricity, gas water, sewer, phone and television cable are adjacent to the property Both Fifth Avenue and Wabash are completed roadways An area plat is attached as well as an area map and a preliminary site and grading plan The legal description of this property is a portion of block 77, Rancho San Bernardino, State of California as per Plat recorded in Book 7 of maps, Page 12 County of San Bernardino This project will consist of eight (8) buildings and thirty (30) cottages These will be described more fully in the report in separate sections Construction will be basically foundations and slabs with wood frame, stucco exteriors, plaster board interiors and designed to exceed the existing building codes Due to the grading some buildings will be more than one story The property remaining after buildings are constructed will be used to provide 253 parking spaces, roadways, sidewalks, patios landscaping water fountains, a BUILDING "A" Building A" will be the focal point of the community where a variety of social, educational, musical, theatrical and other activities will be held for all residents It will be a two story building with a basement The basement will have 5,500 square feet the first floor will have 16 600 square feet and the second floor will also have 16,600 square feet of floor space A total of 38,700 square feet Building A will house the facility management offices a non- denominational chapel library arts and crafts rooms meeting rooms, conference room, central laundry a commercially equipt kitchen, indoor dining room, staff dining room, newspaper outlet and other emenities This building will serve as the Club House of the community From the facility management office many other vital services will originate They will be described further in this project description However they will include access to the availability of supportive care in their home assisted living services nursing support, convalescent services rehabilitation therapy and wellness programs In addition the facility newsletter scheduled activities special occasion accommodations social services and counseling services, to name a few will be furnished This area will also have a beautifully decorated and landscaped patio area a bell tower and fountain area, and a spacious, attractive outdoor dining area Below is a footprint of Building "A MAIN ENTRANCE r I ' ✓M. -1147:47- 0.r711 t • BUILDING "A" CLUB HOUSE 5 BUILDINGS. 51 B2, B3 These buildings will provide a variety of services to the residents They will allow the residents to go out each day to complete personal tasks as well as add to their social opportunities in a safe environment without having to worry about traveling These buildings will be known as the "Village Center" There will be a clinic, doctors offices therapy rooms pharmacy day care services cleaners shoe repairr mail boxes etc ice cream parlor travel agent gift shop flower shop beauty salon barber shop game rooms recreation areas pool spa health bar exercise rooms, and a service kitchen These areas will be leased to help support the community Building B1 will have about 2 080 square feet Building B2 will have 3 000 square feet and Building 83 will have 5,360 square feet These area sizes may change when the Architectural plans are finalized However this does present the thinking of the Board Below is a footprint .of these buildings The area around these buildings will also have paved walkways patios and landscaping VTLLAGE. be facilities for the housing of the maintenance personnel that will maintain the total facility There will be a main delivery area storage areas the whole property will be lighted to ensure the safety of residents as well as employees A separate area for employee parking will be developed so that employees do not park in resident parking areas Attractive trash containers will be strategically placed throughout the community to assist in keeping the community clean And in addition to the seating provided around each of the buildings there will be park benches throughout the community to permit the elderly such accommodations should they be needed Access to the community will be limited Guarded gates will control unwanted traffic and security will be provided throughout the community All apartments will be equipped with strong secure locking systems, smoke detectors fire alarms and all buildings will remain locked at all times only residents will have access and those employees that must perform duties related to the residents and facilities Television monitors will be placed in all areas where tight security is to be maintained and monitored by the secruity office Emergency call systems will be available to all residents in the case of accidents or illness All facilities in the community shall be air conditioned and heated centrally and balanced to provide appropriate cooling and heating to each of the housing accommodations Lawn care and landscaping will be a function of the community maintenance department Such care will ensure the environment remains colorful and well tended Residents will not have to care for other than personal plants in their apartments or on their patios 10 MOUNTAIN VIEW ACRES INC Mountain View Acres Inc in close association with Redlands Christian Homes, Inc have pooled their knowledge and resources to create design, eventually construct and manage a large residential retirement community for the elderly It is the intent of this collaboration to develop a social model retirement community providing individual and shared congregate living accommodations, wellness programs personal care companion care, assisted living care, skilled nursing care, and a variety of home health and residential services Such care requires comprehensive services addressing physical psychosocial nutritional spiritual cultural and environmental needs of each resident Persons will be admitted without regard to race sex color creed national origin, or ancestry who can and will when admitted participate in the community equally It is further recognized that many of the elderly must sustain themselves on incomes below the poverty line And their major concerns are having adequate housingaccess to health and medical care, safety and security so they may enjoy their sunset years It is therefore the intent of Mountain View Acres, Incand Redlands Christian Homes Inc to provide housing to those with low and limited income as well as those that are fortunate enough to be financially secure By so they will doing be able to help those with far less to live in the same secure housing and enjoy a lifestyle that their income could not support Regardless of an elderly persons financial status they all share the same concerns 1 housing, 2 health 3 safety When any one of these items is threatened their lives can change dramatically It is the intention, with a self supporting retirement environment, to stablilize all three of those areas of concern Allowing them to participate in their community and to enjoy its services, programs and their neighbors Mountain View Acres, 'Inc and Redlands Christian Homes Inc will continually seek to evaluate opportunities for further service to the elderly and to employ and encourage professionally trained and dedicated staff to meet organizational and resident requirements As the project develops and construction begins management will begin to create the committee structure necessary to support a comprehensive self supporting program for the community These committees will allow residents to become involved in their own community as well as to attract Services Central Laundry Barber Shop Beauty Shop Storage Areas Health Bar Exercise Rooms Ice Cream Parlor Newspaper Services Library Health Maintenance Social Services Recreation areas Pool Mail Boxes Facility Maintenance Grounds Maintenance Common Patios Parking Scheduled Activities Communicatios System Emergency Services Close coordination with all agencies dedicated to helping and protecting the elderly government and private will be developed so that are efforts will remain flexible and innovative Many services exist in the county that can enrich the lives of the elderly and part of our stewardship must be to make such services available to our residents 12 DEVELOPMENT FUND. RESOURCES Though this description is addressing the entire community project we may be developing in phases In Phase #1 we will be including ater().(1) housing units for the low income elderly The funds to construct these units are being applied for through the Office of Economic and Community Development of San Bernardino County To become eligible for those funds we aro-.cu*___e_-y in tlzs_prseeAVIL app.ley4ag..—ta beWapproved as a 'Community Housing Development Organization" What specific portion of this complex will be in Phase #1 has not been decided As an approved CHDO we may be able to seek additional funds for low income housing in Phases 2 and 3 The purpose in preceeding pages in identifying the proposed board committee structure was to address the problem on other construction funding Below is a tentative list of sources for such funding Establishing these committees and appointing committee members to plan and implement fund source stategies will be done very soon POSSIBLE, FUNDING SOURCES Social Security Planned Gift Annuities Retirement Home Equity Grants Government Funding Bequests Gifts Foundations Investor Equity Real Estate Investment Financial Services and Fund Raising Activities Life Care Insurance Endowments Bonds Medicare H U D Corporate Gifts Investments Un1trusts Church Support Limited Partnerships Trusts Credit Companies (Short term -Long term) Gift Annuities Pensions Stocks Trusts F H A Real Property Wills Life Insurance Bank Loans Securitized Loans InsuranceCompanies Tax exempt Bonds Resident Investors Mountain View Acres, Inc is just now beginning to look at the overall structure of the management corporation Most of our energies have been expended in learning the language necessary to be effective in this new endeavor, to do some vital networking to meet others doing the same thing, meeting and getting to know the experts in our County Government Community Agencies and attempting to build some bridges with our elected officials Our first project will be a large comprehensive undertaking fortunately we have people with vast experience in business, finance, development, marketing planning, management senior needs, community groups, churches, colleges universities and an impressive array of consultants available to us to keep us headed in the right direction 13 SUPPORTIVE SERVICES FOR ELDERLY RESIDENTS AS NEEDED The following is a brief description of some of the supportive services being planned for this residential facility They will all be available as needed by the e_derly In addition to those provided by the retirement center itself will be those services provided by the community Continuing care retirement communities offer, in a single setting, a complete range of housing and care, from independent living to twenty four(24) hour nursing care Not all of the residents will need such a variety of services, but to meet the needs of all residents they must be a basic part of the overall planning ASSISTED LIVING Assisted living bridges the gap between independent living and nursing home care By serving those who need some daily assistance but do not need .constant nursing care, assisted living supports and enhances independence CARE COORDINATION Care coordination or case management helps older persons and their families gain access to needed services A care manager works with the elder and fanily members to determine which available services are most appropriate for their needs, and put together a plan of care and coordiantes the provision of that care ESCORT SERVICE An escort service accompanies older people on public or private transportation and helps them accomplish the purposes of thier trips, such as shopping and keeping appointments FINANICAIL COUNSELING Financial counseling programs help older people balance checkbooks file income and property taxes pay bills and complete Medicad, Medicare, or insurance forms COMPANION SERVICES Friendly visiting or companionship services provide socialization, supervision, and some supportive services to older persons in their own residence 14 HOME HEALTH CARE Home health care services are .provided in a person's home and can include part time nursing; personal care homemaker chores; provided under the supervision of a licensed nurse; medical supplies, equipment; and physical, occupational, and speech therapies provided by licensed professionals HOMEMAKER SERVICES Homemaker services help with general household activities, such as meal preparation and routine household care, and heavy household chores, such as washing floors, windows and walls HOSPICE CARE Hospice care provides nursing care and .a variety of other supportive services, to terminally i11 persons and their families Hospice may be provided in the resident's home or in specially equipped care centers DINING SERVICES Dining services can be tailored. to the needs of the resident Meal prepartion in their' home, meals served in a central dining facility, meals delivered to their homes PERSONAL CARE SERVICES Personal care services assist persons with their daily living activities, such as eating, bathing, dressing and personal hygiene RESPITE CARE Respite care gives families temporary relief from the responsibilities of caring for oler persons who are unable to care for themselves Respite care is provided in a varierty of settings including the older person's home REHABILITATION SERVICES Rehabilitation services provide medical or remedial care to an older person for maximum reduction of physical or mental disability and restoration of the highest possible functional level SOCIAL OPPORTUNITIES Social services offer a variety of social and recreational opportunities to maintain their social contacts, reduce social isolation, and improve personal satisfaction with one's own life 15` ADULT DAY CARE SERVICES Adult day care services provide a variety of health, social and related support services, which usually include a nutritious meal, in a protective setting during the day Adult day care services are provided for the elderly people to enhance recovery from illnesses and to expand their social opportunities TELEPHONE CONTACT Telephone reassurance maintains regular telephone contact and ensures continued social contact between people living alone and the outside world TRANSPORTATION SERVICES Transportation services help the older person get to and from shopping, appointments, social activities, church and provides them with an opportunity to access a variety of community resources and services And provides safety FINANCIAL ASSISTANCE Elderly residents faced with fanancial problems will be able to obtain assistance that will enable them to remain in their resident home OTHER SERVICES The retirement facility will provide a variety of social activities to help fill the hours of the elderly Ongrounds arts and crafts physical activities, swimming, entertainment educational opportunities, organized games, library, tours, access to shopping, churches, colleges, and many others 16
