A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING PRE -ANNEXATION AGREEMENT NO. 19-02 RELATING
TO THE PROVISION OF WATER SERVICE FOR A DRIVE -THROUGH
RESTAURANT LOCATED AT 1853 MENTONE BOULEVARD
WHEREAS, on October 14, 2008, Perry Karpouzis (the "Applicant") filed an application
for Outside City Case No. 08-51 for water service for a drive -through restaurant located at 1853
Mentone Boulevard; and
WHEREAS, on January 20, 2009, the City Council determined that Outside City Case
No 08-51 and the request for water service was consistent with the City's General Plan, and the
public health, safety, welfare of the residents of Redlands would be served by the City's
continued processing of the Outside City Case application, and directed staff to prepare a Pre -
Annexation Agreement; and
WHEREAS, on May 15, 2019, the Applicant filed an application for Pre -Annexation
Agreement No. 19-02 with the City; and
WHEREAS, the subject property's land use designation in the 2035 General Plan is
Commercial, and the proposed project is consistent with the January 20, 2009 determination of
the City Council; and
WHEREAS, the project is exempt from environmental review under the California
Environmental Quality Act ("CEQA") pursuant to Sections 15319 and 15332 of the State CEQA
Guidelines related to infill development and certain annexation projects;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF REDLANDS AS FOLLOWS:
Section 1. The City Council hereby determines that approval of this Resolution is
exempt from review under the California Environmental Quality Act pursuant to the State CEQA
Guidelines Sections 15319 and 15332 pertaining to certain annexation projects and infill
development projects.
Section 2. The City Council hereby approves Pre -Annexation No. 19-02 for the
provision of water service for a drive -through restaurant located at 1853 Mentone Boulevard.
