A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ESTABLISHING LOCAL LIMITS FOR THE PRETREATMENT AND
REGULATION OF WASTES
WHEREAS, the City Council of the City of Redlands ("the City Council") has adopted
Ordinance No. 2268 which adds Chapter 13.52 to the Redlands Municipal Code and establishes
requirements for the pretreatment and regulation of wastes discharged to the City's publicly owned
treatment works (POTW); and
WHEREAS, Section 13.52.030C of the Redlands Municipal Code authorizes this City
Council to establish, by resolution, local limits on pollutants which are more stringent than those
required by federal law. and
WHEREAS, the City has retained the services of John Carollo Engineers to develop for the
City's consideration a Local Limits report dated March, 1995 and recommend the establishment of
certain local limits for pollutants discharged to the City's POTW and
WHEREAS, this resolution and the establishment of the local limits contained herein were
considered at a duly noticed, public meeting of this City Council at which affected persons and users
of the City's POTW had the opportunity to present verbal and written testimony on this matter;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS as follows:
Se tion 1 The local limits described in Exhibit A, attached hereto and incorporated herein
by this reference, are hereby adopted.
Section 2 The Municipal Utilities Director or his or her designee is hereby directed to give
individual public notice of the local limits described in Exhibit A to affected persons or users of the
City's POTW prior to undertaking any enforcement action to obtain compliance with such local limits.

1 The City could use Best Professional Judgment to establish local limits for
TDS, and perform an investigation to determine if there is a boron source in the
City that should be permitted.
