RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF REDLANDS APPROVING
THE SITE IDENTIFICATION AND DESCRIPTION FOR
THE CALIFORNIA STREET SANITARY LANDFILL FACILITY
FACILITY IDENTIFICATION # 36 -AA -0017
WHEREAS, the facility under consideration is an existing, refuse disposal facility
operating under permit since 1978, and
WHEREAS, the operating Solid Waste Facilities Permit (SWFP), originally issued
on September 15, 1978 is currently outdated, as it does not accurately depict the
existing operations, and
WHEREAS, the City of Redlands, acting as the Lead Agency will duly complete
a Solid Waste Facilities Permit (SWFP) application, and
WHEREAS, the County Department of Environmental Health Services/Local
Enforcement Agency (LEA) will process the SWFP application according to provisions
as provided in CEQA, all applicable State and/or Federal Regulations, the San
Bernardino County Development Code, Title 8 and/or The San Bernardino County
General Plan standards; and
WHEREAS, said SWFP is only issued for the revision and the updating of the
facility's operations, including all current Regulatory Agencies' requirements, statutes,
and regulations, and
WHEREAS, the San Bernardino County SWMD has also completed the Site
Identification and Description of the project for submission to the City of Redlands,
a copy of which is attached and marked Exhibit "A" and
WHEREAS, this facility can continue to provide the City of Redlands a method
of disposing of municipal solid wastes, inert wastes, and non -hazardous solid wastes,
and
WHEREAS, Public Resources Code §50000 requires that the "Site Identification
and Description" of a new or changed (a significant increase in the amount of waste
handled) solid waste facility which has not been identified or described in a County
Solid Waste Management Plan (CoSWMP) must be approved or disapproved by the
County Board of Supervisors, and by a majority of the Cities & Towns within the
County which contain a majority of the population of the incorporated area of the
County within ninety (90) days after the Site Identification and Description is
submitted to the City or Town. If the City or Town fails to approve or disapprove the
Site Identification and Description within ninety (90 days, the City or Town shall be
deemed to have approved the Site Identification and Description, as prepared and
submitted by the applicant; and
WHEREAS, the City Council of the City of Redlands may not disapprove the
proposed Site identification and Description unless It determines, based upon
substantial evidence in the record, that there will be one or more significant adverse
Impacts within the City's boundaries caused by the proposed project; and
WHEREAS, pursuant to the California Environmental Quality Act (CEQA) a
Mitigated Negative Declaration was adopted by the City of Redlands, and
WHEREAS, the County Department of Environmental Health Services/Local
Enforcement Agency (LEA) Program, pursuant to CEQA, is the Regulatory Responsible
Agency for the project entrusted to issue the SWF Permit with concurrence provided
from the California Integrated Waste Management Board (CIWMB) and
WHEREAS, provided that the conditions of the SWF Permit are complied with,
there is no substantial evidence in the record that there will be one or more significant
adverse impact, (within the City of Redlands boundaries) as determined by findings
made by the CEQA Lead Agency noted above, caused by the proposed project;
NOW THEREFORE, BE IT RESOLVED that the Council of the City of Redlands,
State of California, hereby approves the Site Identification and Description for the
California Street Solid Waste Sanitary Landfill Facility
ADOPTED SIGNED AND APPROVED this 7th day of September
1993.

CALIFORNIA STREET SANITARY LANDFILL (CSSL)
SITE IDENTIFICATION AND DESCRIPTION
Purpose
The purpose of this project is to provide for a continually reliable, environmentally
acceptable and economical means of solid waste disposal for the City of Redlands. As
a result, the City of Redlands (the Lead Agency) has prepared an application for a
revised solid waste facility permit (SWFP), which updates the SWFP to current
operations.
The process for revising the SWFP requires either a finding of conformance or a
review process under Public Resources Code (PRC) 50000. The review process of
PRC 50000 requires that the applicant provide the county board of supervisors with a
facility identification and description for submittal to each city within the county The
facility identification and description for the California Street Sanitary Landfill (CSSL)
follows.
Site Identification
The landfill is currently operating under a 1978 SWFP from the California Solid Waste
Management Board, and Waste Discharge Requirements Order No. 80-172, adopted by
the Regional Water Quality Control Board.
The CSSL is owned and operated by the City of Redlands. The facility is a 65 acre
Class III landfill, and will have a total capacity of 1.3 million cubic yards upon
closures. The landfill is located at the terminus of Nevada Street on the southern bank
of the Santa Ana River in the City of Redlands. The site consists of two areas of fill,
the eastern and western. Only the western portion is currently accepting refuse. The
City's wastewater treatment plant is located between the eastern and western landfill
areas adjacent to and south of the facility The legal description for the site is as
follows.
South East 1/4 South East 1/4 Section 8, Tract 1 South,
Range 3 West of the San Bernardino Baseline and
Meridian, and North 1/2 North 1/2 Section 17, Tract 1
South, Range 3 West.

Site Description
An application to revise the existing 1978 SWFP is pending. This revision has been
prepared to reflect current operating conditions at the CSSL, and includes a 21 foot
vertical lift on the westerly portion of the landfill.
The current operating conditions at the CSSL have changed since 1978 due to the
tremendous increase in population in the Redlands area. The landfill is currently
accepting an average of 250 tons of waste per day, with a peak of 350 tons. The
landfill operates from 6 a.m. to dusk, Monday through Friday, and on Saturday for
emergency purposes only The landfill accepts agricultural, construction, industrial
process and mixed municipal wastes and dry sludge. No grease trap pumpings, liquids,
large dead animals, septic tank pumpings, wet sewage sludge, asbestos, cannery
wastes, infectious wastes or hazardous wastes are accepted. Burning and salvaging
operations are prohibited. Yard/green waste is collected at the source of generation
Citywide and is transported to a private composting facility located in the City of
Redlands. Yard/green waste which is delivered to the Landfill in significant amounts is
re-routed to the composting facility
The 1978 SWFP for the CSSL allowed the landfill to accept 90 tons of waste per day
Permitted hours of operation were 8 a.m. to 3 p.m. Monday through Friday, and 7
a.m. to noon on Saturday No salvage operations were included in the permit.
Accepted waste types included residential and commercial wastes, and tires.
Hazardous wastes, liquid wastes, Large dead animals and burning were prohibited at the
facility
In summary, the revision of the 1978 SWFP reflects the present operating conditions,
described above. Additionally, the revision includes a 21 -foot vertical lift at the
landfill. This lift will only be on the westerly portion of the landfill, and will provide
capacity through April 1998.
Environmental Approvals
An Initial Study has been prepared and reviewed in compliance with the California
Environmental Quality Act. A mitigated Negative Declaration has been approved by
the Lead Agency Additionally, the Lead Agency has found conformance with the City
of Redlands General Plan, and has adopted Conditional Use Permit 599 for the
proposed revisions and continued use of the CSSL, as described in the approved Initial
Study A Notice of Determination was filed on April 27, 1993.

SURROUNDING LAND USES WITHIN 1000 FEET
According to the City's General Plan, the CSSL and land within 1,000 feet north,
west, and east of the site is currently zoned as open space and public
institutional/industrial. The parcels within 1,000 feet to the south of the landfill are
zoned for agricultural use within the East Valley Corridor Specific Plan (refer to Figure
1).
The facility is bordered on the south by citrus groves, by a levee on the southern bank
of the Santa Ana River to the north and west, and by vacant undeveloped land to the
east and west. Norton Air Force Base is located north of the river, separated from the
landfill by approximately one-half mile of undeveloped land.
The disposal site is not within an agricultural preserve. The following chart shows land
use surrounding the CSSL.

Portions of the properties 1,000 feet north of the landfill lie within the unincorporated
area of San Bernardino County There is one residential structure which is located
south of the southeast corner of the landfill. It is not located within 1,000 feet of the
westerly landfill area which is currently accepting refuse. The other structure nearby
the landfill is owned by the City, but is not occupied.
