Three Council members were seated following the November, 2005 election. The other two Council members will be subject to election in 2007. The Mayor is elected during the annual December reorganization meeting by the members of the City Council 3. Describe any pending or anticipated litigation and/or contractual disputes that may negatively impact the financing repayment source, or the ability of the Applicant to enter into or repay the I-Bank financing: None 4. Describe any past, present, or potential issues or controversies (including litigation) that are associated with the Project: None 5. Job Creation/Retention. A. List and describe the businesses or industries that will create full-time equivalent jobs within three (3) years of Project completion. If the Project will retain existing full-time equivalent jobs, provide the names of businesses that will retain jobs, and describe why these jobs would be lost if the Project is not completed. Fsignificant Redlands is experiencing a significant shortage of recreational facilities to serve and to meet demands from population growth. Although the City does not conomic needs points, the project is located within Census Tract 84.01, which focus of the City's Community Development Block Grant program. Provide an explanation of how the Project meets the selected land use priority selected above, including a discussion of the area, the amount and type of development, existing infrastructure (streets, water, sewer and other public services) of the Project site and the land immediately surrounding the Project. he project is located within a developing suburban area South of the City of Redlands Municipal Airport, with mixed land uses including single family residential development and gricultural uses for citrus farming surrounding the Project site. Existing streets serving the Project site are San Bernardino Avenue to the south, Wabash Avenue to the east, and Dearborn Avenue to the west. The City of Redlands provides water and sewer service to the ro'ect site throw h existing.infrastructure. 8. Provide an explanation of how the proposed Project will support or promote the protection and/or improvement of the environment: The project includes 34 acres of land dedicated as habitat for the San Bernardino Kangaroo Rat, a federally endangered species. This conservation area is intended to complement broader habitat conservation through a Habitat Conservation Plan, but is also large enough to maintain existing populations for the SBKR in the event a full HCP is not approved by the U.S. Fish and Wildlife Service 9. Leverage. I-Bank shall utilize the Project Sources and Uses of Funds Chart submitted as Exhibit 1 to calculate the leverage for the Project. If the Project described in the Application is part of, or will contribute to, other public and/or private sector investment not listed in the Sources and Uses of Funds Chart submitted as Exhibit 1, provide an itemized listing of the additional investment sources and the amount of funding that can reasonably be considered leveraged by the I-Bank financed Project. The City is currently constructing two bridge replacement projects due to flood damage with a combined construction value of $9 million. Each of these projects is subject to specific fiscal controls and accounting procedures, including disbursement requests and reporting for grant and/or loan funds where,applicable.
